HSCIC has identified pilot sites for Phase 4 however nothing has been initiated yet due to negotiations still taking place with system suppliers.

Currently patients need a nomination to use EPS but the next phase of EPS will mean that the majority of prescriptions will be signed and sent electronically, even for patients who don’t have a nomination. Over 19 million patients already have a nomination and nothing will change for them. All existing nominations will remain valid and further nominations for appropriate patients should continue to be set. The process for nominations already set will remain the same. Patients without a nomination will be given a paper token by their GP practice (Patients may refer to these as “paper copies” of their prescription) to take to the pharmacy of their choice). For patients that are part of a Prescription Collection Service but don’t have a nomination, a token will be printed (instead of an FP10) for the pharmacy to collect.

It is unlikely that controlled drugs will be enabled as part of the pilot as there are delays with the system suppliers.

CONTROLLED DRUGS

EPS Programme Manager, Candice Moore, provided delegates with a progress update on Controlled Drugs (CDs) following coverage of the issue at the previous forum in February 2016. The change in legislation to allow CDs to be sent via EPS included the requirement for the quantity in words to be included in the electronic prescription; the timescale for all dispensing system suppliers to develop this functionality is December 2018.

Due to these extended timescales, a new tactical fix has been developed by the EPS Programme which will not require the dispensing suppliers to upgrade their systems, therefore only relying on the prescribing suppliers. The tactical fix will be to put the quantity in words into the additional instructions field of the EPS message. A CCN has now been submitted to the prescribing suppliers, and when they are able to make the necessary changes, a light touch assurance approach will be in place, with the aim to have the functionality available as soon as possible.

DISPENSING DOCTORS

With regard to dispensing doctors and their ability to use EPS in their dispensary, a system supplier is currently testing an end-to-end solution at a live GP site, with potential roll out in
