Charter Bus Service

Addendum Number 01 Issued Wednesday, April 27, 2016

The Purchaser has made the following change(s) to the solicitation to amend section C.1. of the solicitation and to include the potential proposer’s questions and Seattle College’s answers.

Question 1: What is the current workload with your ‘on-demand’ service? Answer 1: Seattle Colleges is made up of North Seattle College (NSC), South Seattle College (SCC), Seattle Central College (SCC) and the Seattle Vocational Institute (SVI) in addition to the Maritime Academy and Wood Construction Center, which is under Seattle Central College. Departments such as International Programs (NCC, SCC & SCC), Student Leadership and Multicultural Programs (NCC), Diversity & Retention (SCC), Student Life (SCC), Upward Bound (SCC), Talent Search (SCC), Student Development (SCC), Culinary Academy (SCC) utilize charter bus services from third party vendors as needed throughout the fiscal year. We are not able to provide the exact number of passengers transported on the charter bus nor are we able to provide the number of hours transported for each trip because demand from the colleges varies annually. However, in general, the majority of charter buses requested by the colleges must accommodate a minimum of 46 people (46 – 56) depending on the number students and staff members going on the trip. On occasion, charter bus services are requested to accommodate a smaller number of people.

The below chart provides an estimated number of passengers per trip and the estimated number of trips from April 2015 through March 2016 by college.

Question 2: How many buses? Answer 2: Please refer to question 1.

Question 4: Can you break down the workload by college? Answer 4: Please refer to question 1

Question 5: Are the buses transporting students/faculty between Seattle College facilities only, or do they transport outside of the Seattle College facilities? Answer 5: All bus service transports students and faculty from the various colleges to other destinations in Washington state.

RFP 507832 Addendum No 01 Page 1 Question 6: In Section ‘C’, it states the ‘information to be provided by respondents’, yet section ‘D’, part ’13)’ it says I have to provide the vehicle inventory to be used. Should this be in Section ‘C’, to be provided by respondents? Answer 6: I believe you are referring to the below listed language number 13 under Section B. Scope of Work/Product to Be Provided. Yes, you are to provide this information in your proposal. Please see addition of language in C. 1) of the amendment.

“Proposers shall provide a complete listing of vehicles to be used to provide the requested services. The information provided shall include a brief narrative of the Proposers maintenance facilities and preventative maintenance procedures/forms. Fleet list information shall include: vehicle type, model numbers, age of equipment, seating capacity, restroom, air conditioning, overhead baggage storage type and capacity, other baggage storage availability, and which vehicles have wheel chair lifts.”

Question 7: Contract starting effective date? Answer 7: The contract will commence upon execution of the contract.

Question 8: Anticipated charter service needs per month? Answer 8: On average, the colleges orders 7 trips per month. However, this is just an average and volume will fluctuate throughout the school year.

Question 11: Is this a new program offering or already existing and in-service? Answer 11: Please refer to question 1

Question 12: Please explain more regarding the transportation needs (ie; intrastate, regional and field trip locations/examples) Answer 12: The colleges request charter bus service to transport students and staff to attend conferences, retreats, events, and tour sites in Washington state. Typical destinations for charter bus service throughout the year are Yakima and within and around Seattle. We provided the itinerary below for some student trips that took place in 2015/2016 to serve as examples of the types of charter bus services requested throughout the year. These particular trips happen every year.
