Minutes of the Meeting of Heanor and Loscoe Town Council held in the Town Hall, Heanor on 2nd July 2015

PRESENT: Councillor Mrs H Longdon

Councillors: B Aistrop, G Aldwinkle, M Burrell, Mrs C Cox, B Gration, Mrs C Gration, Mrs E Hamilton, K Hill, R Iliffe, Mrs S Iliffe, Mrs J Janes, Mrs A Jones, P Jones, D Jowett, A Longdon and Miss S Oakes.

Also present: Rev.Kaze and three parishioners.

014 Apologies Apologies for absence were received from Councillors A Stevenson (holiday) and B Flint (illness). Resolved: Members approved these reasons for absence.

015 Declaration of Members Interests/Update of Register The following declaration of interest were received: Agenda Item 11 - Planning Councillor Mrs C Gration - personal - wife of B Gration (member of AVBC planning board) Councillor B Gration - personal - member of AVBC planning board. Agenda Item 11 - AVA/2015/0366 Councillor K Hill - personal - personal friend of applicant.

017 Public Speaking (a) Public Matters There was no public present and no matters raised.

(b) Police Matters No police were present.

Page 10 – 2015/16 017 Public Speaking (cont) County Council Councillor Cox:- Consultation currently taking place re proposed Footpath Creation Order – Hunt Avenue to Gregg Avenue. Consultation taking place re proposed closure of four care homes. Eighteen homes will be kept open. In 2012, under the Conservative administration, the proposals were to keep open only four. Review of Credit Unions following recommendations made by Improvement & Scrutiny Committee. Police and Crime Commissioner has said Police Officers and PCSOs on routine patrol should respond to inconsiderate parking, such as parking on zig zag lines at pedestrian crossings, on double yellow lines and blocking footpaths. Police priorities: Off-road bikes around Brampton Avenue Anti Social Behaviour caused by motorists around Tesco and Shipley Park

Councillor P Jones:- The proposed combined authority of Derbyshire Council's is likely to receive Government approval. Recruitment drive for Social Workers. Scam awareness month for telephone scams. Beginning of Summer Reading Challenge - 11th July, Ilkeston Market Place. Heanor Library and Florence Shipley Care Centre scheduled to open August. Flood alleviation scheme for Breach Road.

Notes supplied by DCC:- 23million invested in a long term strategy to provide a well maintained highway and transport network, 4million funding secured to address problems caused by winter conditions, 2.9million to repair damage caused by severe rainfall and flooding and 2.4million for pothole repairs. During 2014/15 109 potholes repair jobs completed in the Greater Heanor Ward and 158 in Heanor Central Ward. Anti-poverty strategy approved - £945k funding for Derbyshire Discretionary Fund and £360K for Credit Unions. Health and Wellbeing Strategy review to focus on health needs and priorities. Funding for 2015/16 Continued support for 50+ Forums, £1,927 to Stepping Stones (Amber Valley), £38,975 to Amber Valley CVS, £9,934 to Derby City and South Derbyshire Mental Health Carers Forum and £9,433 to Hearing Help (Amber Valley), £180,000 funding for school breakfast club pilot, £7.4million for work at Aldercar Community Language College, £290,000 for 40 early years places at Aldercar Infant School.

Page 11 – 2015/16 017 Public Speaking (cont) Borough Council Councillor P Jones Congratulations to Richard Iliffe on becoming Deputy Mayor of Borough. Council. Planning application for previous American Adventure site (up to 467 houses) to be heard 13 May. Possible sale of land to rear of Old Coppice Side to owner of Country Park Tavern. Concerns over a non Heanor Borough Councillor being the Borough Council's representative on Heanor Regeneration Board. Bedroom tax - people with 2 or more spare bedrooms, average 15% - Heanor & Loscoe 22%, a need for more 1 & 2 bedroom properties locally.

Outside Bodies No report

018 Minutes The Minutes of the Annual Town Council Meeting held on Thursday 14th May 2015 having been circulated to members, were approved as a correct record and duly signed by the Mayor.

020 Mayor's Announcements During the last month the Town Mayor has attending the following events:-

17th May St. James's Church, Codnor - Welcome to Reverend Andrew Taylor-Cook, new Reverend for the Denby Group of Churches. 20th June Mundy C of E Junior School 2nd Horticultural & Agricultural Show. A Memorial Shield, in memory of former Town Councillor Claude Hancock was presented to the 'Best Garden' designed by Junior School Classes. 27th June Armed Forces Day - Heanor Market Place.

021 Town Council – Items for Decision (a) To Review Committee Structure and Signatories Resolved: The Town Council Committee structure and signatories for 2015/16 is:-

DALC/NALC are holding a workshop on the Local Council's Award Scheme on the 21 July 2015 at The Parish Rooms, Draycott. Telefonica are to carry out upgrading to the existing telecommunications site located at Unit 5, Taylor Lane Industrial Estate.
