MONTICELLO CITY COUNCIL REGULAR MEETING March 10, 2015 7:00 P.M.

Members Present – Mayor Bryan Standifer and Councilmembers David Wease, Cornell Williams, Larry Thurman, and Katherine Alexander. Mayor Pro Tem Bobby Jacobs was unable to attend.

Staff Present –City Manager Peggy Billerman

Media Present – Hannah Pope of the Monticello News.

Regular Meeting - Mayor Standifer called the meeting to order. Reverend William Gibson offered the invocation. City Manager Peggy Billerman called the roll.

Agenda Approval –. Motion to approve the agenda as presented by Councilmember Alexander, seconded by Councilmember Williams, all in favor.

Citizens Present –Reverend Gibson, Karen Degges, Joanne Jordan, Kathy Mudd, Sage Edwards, Nancy Wood, Jackie Pate, Towonder Dennis, Walt Harrell, Gail Harrell, Pam Mayer, David Dyer, Jill Dyer, Diana Moreno, Gerri Yoder, Jeff Yoder, Carol McElheney, Bobby Sutton, Ann Mercer, Richard Martin, Hannah Pope, Randy Parker and Charlene Crawley.

Public Hearings Zoning - Application 2014TA03 by Judy Hunsucker to amend the text of the City of Monticello zoning ordinance as follows: Amend Article IX, Section 902, Residential Zoning District R20, Subsection C, conditional uses to add use #8: tourist accommodations and educational events, including commercial kitchen and gardens. On- site parking, only. Charlene Crawley, Gerri Yoder, and Carol McElheney spoke against the amendment. The Downtown Development Authority, the Jasper County Economic Development Authority, the Monticello-Jasper Chamber of Commerce, the Monticello Planning and Zoning Commission, Reverend William Gibson, Gail Harrell, and Bobby Sutton spoke in favor of the amendment. Motion by Councilmember Alexander, seconded by Councilmember Wease, to amend Article IX, Section 902, Residential Zoning District R20, Subsection C, conditional uses to add use #8: tourist accommodations and educational events, including commercial kitchen and gardens. On- site parking, only and the stipulation that the house would be owner occupied or under competent management during hours of operation. Application 2014CU03 by Judy Hunsucker, owner/applicant, to allow tourist accommodations including a commercial kitchen at 421 East Greene Street, tax map MO5B-033, 1.85 acres. Motion by Councilmember Wease, seconded by Councilmember Alexander, to approve the conditional use stipulating receipt of a certificate of occupancy

City of Monticello 123 West Washington Street Post Office Box 269 Monticello, GA 31064 706-468-6062 within 24 months and agreement that the conditional use would terminate upon sale or discontinuation, requiring any new owner to apply for the conditional use. All in favor.

Towee Street Improvements – postponed to April meeting.

Monticello Baptist Church – Letter asking that the Church not be charged for the cost of moving the gas lines from the new parking area. Discussion resulted in direction to bill Bennett Construction rather than the church.

City Manager Items –  Damage to an exterior wall at Sunrise Thrift. Joe McMichael estimates cost of repair at less than $3,000.  Water Plant roof leak. Jackson Roofing estimate of $24,000 to re-roof.  ECOG change manner of determining cost share of professional services.  Spring Clean date of April, 18 followed by 5th Annual Yard Sale on April 25th.  No response received from ad in Monticello News asking for volunteers to boards.

D. Lance Souther invoice #1 – Keck and Wood approved payment in the amount of $102,402.27 for moving the gas lines for the GDOT project in Gray. Motion by Councilmember Thurman, seconded by Councilmember Williams, to approve Resolution 2015 -001a to drawdown Municipal Competitive Trust funds in that amount Councilmembers Wease, Williams and Thurman voted to approve. Councilmember Alexander voted against the drawdown. Motion carried, 3-1.

Consent Agenda –The minutes of February 10, 2015 and payables in the amount of $280,021.80. Motion by Councilmember Wease, seconded by Councilmember Alexander to approve the minutes of January 13, 2015 and payables in the amount of $205,669.55. All in favor.

Citizen Comments– Reverend William Gibson complained of damage done to his trailer several years ago. Council advised to bring copy of deed to trailer and estimate from a contractor. It will be sent to insurance company.

Executive Session - Motion by Councilmember Alexander, seconded by Councilmember Thurman to enter into executive session for personnel at 9:30pm. All in favor. Motion by Councilmember Alexander, seconded by Councilmember Thurman to exit executive session for personnel at 9:40 pm. All in favor.

Personnel –Motion by Councilmember Thurman, seconded by Councilmember Alexander to accept the Workers Compensation Insurance recommendation of mediation and settlement with Marvin Roper. All in favor.

Meeting adjourned at 9:45pm.
