Prior to joining Eagle Force, Bill held general management, operations management, quality, and product service positions in diverse businesses including consumer and capital goods, automotive, chemical, electronics, ordnance, and aerospace. Bill has authored a number of publications covering such quality-related subjects as ISO 9000, QS-9000, AS9000, and Management Representative duties. Bill is also a frequent speaker at national conventions and has had papers in national publications. Bill holds an Electrical Engineering degree, is a Professional Engineer, and a CQE.

Russ Bloom Senior Consultant Russ is currently the Vice President of Eagle Force. For ten-years prior to joining Eagle Force, Russ held a senior management position in one of the nation’s leading registrars. As a lead auditor, he has conducted over 500 certification audits. He is a certified aerospace lead auditor as an ISO 9001 & ISO 14001 lead auditor. Russ has authored a number of publications including an article in ASQ’s Handbook on ISO 9001:2000 as well as articles for the AIAG’s ActionLine Magazine. Russ is also a frequent speaker at national conventions and seminars. Russ has held general management, operations management, and quality management positions in the services, appliances, foundry, metal stamping, and plastic industries. Service Contract Act (SCA) Statement The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Professional Services Schedule (PSS) and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the Contractor adds SCA labor categories / employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
