On 08.03.2011 Capt. Parminder Kaur Gulati of Indigo Airlines was arrested as she had submitted forged result card of Air Navigation and Radio Aids & Instruments on the basis of which she had obtained ALTP (Air lines Transport License). Subsequently Capt. J.K Verma, a Pilot of Air India was arrested on 12.03.2011 as he had also obtained ALTP License on the basis of forged Result Card of passing Air Navigation composite. Capt. Meenakshi Singhal Pilot of Indigo Airlines, Capt. Swaran Singh Talwar, Ex-Pilot of MDLR Airlines, Capt. Syed Habib Ali and Capt. Bhupender Singh have also obtained ALTP License on the basis of forged result card. Capt. Meenakshi Singhal has joined investigation while Capt. Swaran Singh, Capt. Syed Habib Ali and Capt. Bhupender Singh are yet to join investigation.

Investigations have revealed that Capt. J.K.Verma had a contact in Mumbai, Deepak Asatkar r/o Andheri West, and Ex. Instructor in an aviation coaching institute in Mumbai. He paid Rs. 12 lakh to Deepak Asatkar for getting an ALTP Licence. Deepak Asatkar then put him on to Capt. Pradeep Tyagi, a pilot, r/o Ghaziabad. Capt. Pradeep Tyagi then arranged a forged Result Card through Lalit Jain r/o Shahdara Delhi and his associate Pankaj Jain r/o Laxmi Nagar, Delhi. Pradeep Tyagi received a sum of Rs. 6 lakh out of which 1 lakh was paid to Lalit Jain and Pankaj Jain for arranging a forged result card. Pradeep Tyagi gave Rs. 20/25 thousand to Pradeep Kumar an official of DGCA dealing with grant of ALTP (Airlines Transport Pilot Licence) and CPL (Commercial Pilot Licence). The money was given to Pradeep Kumar for ensuring that there was no hitch in processing the papers.

Further investigations revealed that Capt. Pradeep Tyagi had himself through forged result card and fudged flying hours had also obtained commercial pilot licence(CPL) in June 2010. Investigation also revealed that Capt. Pradeep Tyagi had since 2008 developed contacts in DGCA for smooth processing of the papers for grant of licences to the pilots who had engaged him for this purpose. Capt. Parminder Kaur Gulati with whom he had done flying in Delhi Flying Club in 1994/95 approached him in 2009 for getting an ALTP licence. As she could not clear the examination, Pradeep Tyagi arranged for her a forged result card on the basis of which she obtained ALTP licence. Similarly he arranged forged result card for Capt. Meenakshi Singhal, Capt. J.K. Verma, Capt. Swarn Singh, Capt. Syed Habib Ali and Capt. Bhupender Singh on the basis of which all of them had obtained ALTP licence. Pradeep Tyagi used to charge Rs. 6 lakhs and out of which he used to pay Rs.1 lakh to Lalit Jain and Pankaj Jain for preparing forged Result Card and Rs. 20/25 thousand to Pradeep Kumar of DGCA.

Pradeep Tyagi has been arrested on 23.03.2011 from Rohini, Lalit Jain on 24.03.2011 from Chennai and Pankaj Jain on 25.03.2011 from Delhi. Pradeep Kumar has also been arrested on 25.03.2011 from Delhi. Pradeep Kumar was also expediting clearance of papers of the pilots engaged by Pradeep Tyagi and Lalit Jain.

The following equipments have been recovered:

Profile of the accused persons:

1. Pradeep Tyagi s/o Sh. Dayachand r/o Sadiq Nagar, Sihani, Meerut Road, Gahziabad, U.P, aged 35 years. After completing 12th from Ghaziabad he joined Delhi Flying Club in 1994. He obtained his SPL in 2000 from Karnal. Thereafter he started a cardboard manufacturing unit in Sadiq Nagar, U.P.

2. Pradeep Kumar s/o Sh. Amar Singh r/o New Vijay Nagar, Ghaziabad, U.P aged 48 years. Completed his diploma in Electronic Engineering from Meerut. He joined DGCA in 1992 as Junior Technical Assistant. At present he is working as Assistant Director in the Directorate of Aircraft Engineering.

3. Lalit Jain s/o Sh. Laxmi Chand r/o Babur Pur, Shahdara, Delhi. aged 34 years.He passed his 12th from Public School in Shahdara, Delhi. He did Flying from Pinjore and Baroda. Thereafter he joined his father in his family business of Hardware and Sanitary. He is married and has two sons.

4. Pankaj Jain s/o Sh. Anil Kumar Jain r/o Laxmi Nagar, Delhi aged 23 years. He Passed his 12th from National Open School. Initially he worked as receptionist in a Hospital in Noida and also worked with a Bank as Marketing executive. He is also Insurance Advisor with a Life Insurance company.

GANG OF NOTORIOUS AUTOLIFTERS BUSTED

Special Staff West District has busted a gang of auto lifters. The gang is headed by Amrik Singh who is an absent Bad Character of PS Patel Nagar and a Proclaimed Offender. More than fifteen incidents of motor vehicles theft have been worked out. 2 gang members have been arrested and four luxury stolen vehicles recovered.

NAME AND PROFILE OF ARRESTED ACCUSED PERSONS

• Amrik Singh S/O (Late) Sh.Pyara Singh R/o H No. 83C, Abchal Nagar, Chander Vihar, P S.Nihal Vihar, Delhi. Age- 35 Years. Previous involvement =15 (Absent BC of PS- Patel Nagar)

• Naresh Bhatia S/o Late ShriOm Prakash Bhatia r/o R-43, West Patel Nagar,Delhi Age-35 years. Previous Involvements: 08.

INFORMATION/OPERATION :

Information was received by the team of Special Staff West District about a gang of auto lifters active in various areas of Delhi. On this information sources were deployed and information was collected. It has come to notice that the gang is being run by a notorious bad character of PS- Patel Nagar namely Amrik Singh. On 25.03.2011, specific information was received in Special Staff/West Distt that the two gang members Amrik Singh and Naresh Bhatia will come in a stolen Maruti Esteem car white colour to sell it in Mayapuri junk market at 8.00 pm to 8.30 pm. On this information a raiding party under the supervision of Insp. Rajesh Kumar, consisting of SI Manoj Kumar, SI Charan Singh, ASI Balwinder Singh,HC Suresh,HC Hattu Ram, HC Kirori Mal, HC Shashi Kumar,HC Shashi Kant, Ct Sunil Kumar, Ct Devender, Ct Vinod and Ct Sunil Yadav was constituted and a trap was laid on road from Hari Nagar Ghanta Ghar to Mayapuri near Fire Station, Delhi. At about 8.20 pm one Maruti Esteem car white colour bearing number DL 2C R 9756 came from Hari Nagar Ghanta Ghar towards Mayapuri which was intercepted by police party. Two persons namely Amrik Singh, (Absent BC of PS- Patel Nagar) and Naresh Bhatia were apprehended. The car was being driven by Amrik Singh. On enquiry none of them could tell about the ownership of the car. On further enquiry, it revealed that the car was found stolen from the area of PS-Paschim Vihar vide FIR No. 99/11 u/s 379 IPC. Both of them were arrested. During further interrogation they made disclosure of more than fifteen incidents of motor vehicles theft and got recovered three more vehicles.

MODUS OPERANDI AND INTERROGATION:

During interrogation Amrik Singh disclosed that he has more than 15 previous involvements and is declared bad character of PS- Patel Nagar. He came in contact of one Happy a notorious auto lifter and started committing motor vehicle thefts to fulfill his daily requirements of wine and woman. He was arrested first time in the year 2002. Then after releasing from jail he again organised a gang and repeatedly committed motor vehicle thefts. Since 2002 he has gone to jail many times. He met Naresh Bhatia through a common friend who lives in his neighbourhood in Patel Nagar. Naresh Bhatia is a person of good background but being negligently brought up and a school drop out came in contact of bad elements. He was inspired by the life style of notorious super thief Bunty. Amrik wanted to earn through short cuts and thus got involved in crime. His lust for money aggravated when he was married and his liabilities increased. Amrik and Naresh collectively committed many car and motorcycles thefts. Amrik being a young lad was very fond of luxury cars. He also enjoys joy riding in the stolen vehicles by changing the number plates and parks the vehicles in posh residential areas. The gang used to steal the cars either by making duplicate keys or by stealing the original keys. Amrik was introduced to one Budha Nepali in Mahendergarh, Nepal through Happy and thereafter he started supplying the stolen motorcycles to Nepal. After recollecting his memory Amrik disclosed that he has supplied more then a dozen of stolen motorcycles to Nepal. The gang used to target Pulsar motor cycles as it is in good demand in Nepal. On interrogation the gang made disclosure of more than 15 incidents of autolifting and got recovered One Tata Safari, One Maruti Esteem, One Tata Indica and One Bajaj Pulsar motorcycle. Raids are being made to track Happy. Staff involved in the good work is being rewarded suitably.

CONTRACT@ SUPARI KILLER CUM ROBBERS, RELATES TO D – COMPANY NABBED

Staff of Police Station Moti Nagar has apprehended three supari killers cum robbers headed by one Mahesh @ Pappu. The kingpin Mahesh @ Pappu has relation with the gang of under world Don Dawood Ibraihim. He had murdered a history sheeter criminal namely Naresh @ Trikunia of Bariley in enmity for his name in the world of crime. All the three have earlier been arrested in Murder, Attempt to Murder, Robbery & other heinous cases. All the three have also been arrested in Gangster Act. Three country made pistol, Eight live cartridges and one stolen motorcycle were recovered from their possession.

1- Mahesh @ Pappu S/o Shri Ishwar Singh R/o Village- Harthla, Sonakpur, Shakti Nagar, PS- Civil Line, District Moradabad, Uttar Pradesh, Age- 25 yrs. Previous involvements =10

2- Vipin S/o Shri Vikram Singh R/o JJ Colony, Azad Camp, Sarita Vihar, Delhi, Age- 28 yrs. Previous involvement =08

3- Rakesh S/o Shri Anant Ram R/o Gali No.-2 Gurdware Wali, Khatoli, District –Muzaffar Nagar, Uttar Pradesh. Age- 30 yrs. Previous involvement=20

INFORMATION/OPERATION :

Specific information was received to Inspector Rajkumar, SHO/Moti Nagar that a gang of Supari @ contract killer cum robbers headed by one notorious gangster who relates to under world Don Dawood Ibrahim and is wanted by Police and is evading his arrest had organized a -new gang and was in the search of big prey in Delhi . On this information, sources were deployed and information was gathered. On -25/03/2011 information was received regarding the above gang that they will come Bali Nagr Ring Road Between Rajdhani College & ESI Hospital. On this information a raiding party under the supervision of ACP/Rajouri Garden Shri J.K. Sharma consisting of Inspector Rajkumar/SHO Moti Nagar, ASI Ishwar Dayal, HC Narendra, HC Rajesh, HC Randhir, Ct Juned and Ct Sandeep was constituted and deployed at Bali Nagr Ring Road Between Rajdhani College & ESI Hospital. At about 6.40 pm three youths came on a pulsar motorcycle bearing number plate DL-6SV-7193 which were intercepted by the police party on the instance of secret informer. As the police party tried to catch them, one of them was later identified Mahesh @ Pappu whipped out the country made pistol and pointed out on police party. After small encounter all the three were apprehended. On the search of two other Vipin and Rakesh (names were later identified) two country made loaded pistol and live cartridges were recovered. They could not produce the documents of the motorcycle . On verification this motorcycle was found to be stolen from police station Neb Sarai. Delhi.They told their names as (1) Mahesh @ Pappu S/o Shri Ishwar Singh R/o Village- Harthla, Sonakpur, Shakti Nagar, PS- Civil Line, District Moradabad, Uttar Pradesh, Age- 25 yrs. (2)Vipin S/o Shri Vikram Singh R/o JJ Colony, Azad Camp, Sarita Vihar, Delhi, Age- 28 yrs & (3) Rakesh S/o Shri Anant Ram R/o Gali No.-2 Gurdware Wali, Khatoli, District –Muzaffar Nagar, Uttar Pradesh. On this all the three were arrested u/s 25/27/54/59 Arms Act in police station Moti Nagar.

INTERROGATION/MODOUS OPERANDAI:

During interrogation Mahesh @ Pappu disclosed that he studied up to 9th class from Uttar Pradesh and was weak in study. He wants to become a famous gangster. He was inspired by working of under world Don Dawood Ibrahim. He left the study and came in contact with a sharp shooter namely Ajay Pal and a politician, Chet Ram (councilor of U.P.) Politician, Chet Ram has enmity with the gangster Narsh Trikania. Ajay pal & Mahesh @ Papu were the active members of Chet Ram Gang. In year 2002 he alongwith his associates has murdered a history sheeter criminal namely Naresh @ Trikunia and was sent to jail. At that time his age was 16 yrs. He remained in jail for two years and met many criminals of his tuning. In year 2009 he came out from jail and formed his own gang along with Vipin and Rakesh who met him in jail. In year 2009 one Kailash Sagar has given supari for Rs. 1.5 lac to Mahesh @ Pappu for killing his real brother namely Satender Sagar. Mahesh @ Pappu, Vipin & one other associate murdered Satender Sagar at Laxur, Haridwar and fled away. They are absconding in this case. Mahesh came in contact of Rais some months before , who is sharp shooter of D Company. Rais took Mahesh @ Pappu to Mumbai, where a meeting was fixed with associates of Don Dawood Ibrahim who gave some money to Mahesh @ Pappu and assured him that they will give a target in Delhi. He came back to Delhi and was waiting for their order. Vipin hails from Delhi and belongs to a poor economic back ground and came in contact with bad elements. Initiatlly he started to commit petty offences but he was not satisfied from this. He also joined a new gang and commited a robbery and was sent to jail. After release from jail he went to his sister in Moradabad and started committing Crime in UP. On 19.03, 2011 the day of Holi, Vipin was dancing on DJ with his associates, at Moradabad where a small quarrel took place then Vipin took out his pistol and shoot one man namely Golu and he ran from the spot and was evading his arrest and was hiding in Delhi. Rakesh’s parents died when he was six year old. He was a neglected child in society he also came in bad company from childhood. He committed petty offences and then graduated to heinous offences. He is involved in 20 cases.

The gang is headed by Mahesh who alongwith Vipin and Rakesh had committed Murder, Attempt to Murder, robbery and other heinous case in Delhi and NCR. In year 2009 in the month of October- November the gang has robbed cash 6.5 lakh from the area of Sambhal and 3.5 lakh from the area of Katghar, Moradabad UP. Now they were planning to commit a big crime as they have now associated with D Company.

MURDER CASE OF MINOR GIRL AGE OF 3 YEARS SOLVED, ACCUSED ARRESTED

South District Police has solved the murder case of 3 years old girl Babita @ Nonu and arrested one accused.

An information vide DD No. 14A PS Neb Sarai was received that callers daughter has been killed by her brother Ravi. The call was entrusted to ASI Shyambir who reached at the spot. Inspr. Kulbir Singh SHO PS Neb Sarai along with staff reached the spot. The enquiries revealed that Smt. Poonam w/o Sh Ledhraj was living with his brother Ravi at C-588 JJ Camp, Tigri New Delhi alongwith her two daughters namely Babita @ Nonu age 3 years Radha age 2 years. Her husband used to drink and beat her as such she has shifted to Ravi’s Jhuggi for last over 2 years. After the death of her father Moolchand about 5/6 months back, there have been frequent quarrels between Ravi and Poonam. Ravi suspected the conduct/ character of Poonam and asked her to move out of his Jhuggi. On the night of 23.03.11 they again had a quarrel and Ravi threatened to kill her daughters if they did not leave his Jhuggi.

Taking it as a routine fight/quarrel, Poonam went for work on 24.03.11 morning. When she came back, she saw that her brother Ravi was beating her daughter mercilessly. She immediately rushed to save them but Ravi lifted Babita @ Nonu, holding her neck and threw her on cemented floor. He also hit Poonam with Tawa and fled from the jhuggi. She took Babita to nearby hospital where she was declared dead. A case FIR No. 52/11 U/s 302/323 IPC, PS Neb Sarai was registered on the statement of Smt. Poonam and investigation taken up by Inspr. Kulbir Singh himself.

A team consisting of ASI Shyambir, HC Satish, Cts. Akhilesh, Devender, Girdhari, Anil lead by Inspr. Kulbir Singh SHO Neb Sarai under the supervision of Sh. Rajender Singh ACP Mehrauli was constituted for in depth investigation and nabbing the accused.

Investigation and arrest

During the investigation other injured Poonam and Radha have sent for medically examination. Radha aged 2 years is diagnosed with fracture in one leg. The P.M report is still awaited. Today accused Ravi @ Chander Prakash Singh has been arrested. During interrogation he has confessed his crime and has said that he suspected conduct / character of his sister Poonam and some neighbour also used to taunt/ humiliating him.

TWO BURGLARS OF FLUID GANG ARRESTED, 35 MOBILE PHONES WORTH RS. 3.4 LACS RECOVERED

INTRODUCTION

With the arrest of (1) Imran, 20 yrs. s/o Manan Matbar r/o Under Zakhira Flyover, New Delhi, Aged and (2) Ravikul, 19 yrs. s/o Mustaq r/o under Zakhira Flyover, New Delhi, the south district police has busted a gang of burglars which was involved in various crimes of Show Room-breaking in Delhi and NCR region.

TEAM, INVESTIGATION & ARREST

For the last several days there have been several incidents of burglaries were reported in the area of South District. To prevent such incidents of crime in the area every police station was tasked to emphasise on apprehending the accused persons and therefore several teams were formed in the South District.

To prevent such incidents and nabbing the accused persons a special team consisting of SI Rajneesh, HCs Prempal, Sudhir, Ajay and Cts. Chandrapal under the supervision of Insp. A.S. Rawat, SHO/Safdarjung Enclave was formed by Sh. Mahender Singh, ACP/Safdarjung Enclave in police station Safdarjung Enclave. The team thus formed developed intelligence in the area through traditional informers based system. A technical surveillance was also launched. Finally in a fortnight time, the team finally started to get some inputs regarding the inputs about movement of gang.

On 24/03/11, at about 5PM, the team received an specific information that few persons were suspiciously sitting in Safdarjung Club park near Kamal Cinema. On the basis of information, the team conducted the raid in the park and after a brief chase apprehended two accused persons namely (1) Imran S/O Manan Matbar R/O Under Zakhira Flyover, New Delhi, Aged 20 Years and (2) Ravikul S/o Mustaq R/O Same, Aged: 19 Years. On the search of a handbag which was being carried by Ravikul, a total of 35 mobile phones were recovered from it. On sustained interrogation both the accused persons disclosed that they used to commit burglaries in mobile showrooms in Delhi and NCR region. A case vide FIR No. 65/2011 U/S 411/34 IPC was registered in the police station and further investigation was carried out.

On sustained interrogation both the accused persons disclosed that the recovered mobile phones were stolen by breaking open the showroom in Keshav Puram area in the intervening night of 22/23 March 2011. A case vide FIR No. 72/11 U/S 457/380 IPC dtd. 23/03/11 was registered at police station Keshav Puram.

PROFILE

(1) Accused Imran S/O Manan Matbar R/O Under Zakhira Flyover, New Delhi, Aged 20 Years is of Bangladeshi origin and has disclosed his involvement in several burglaries. (2) Accused Ravikul S/o Mustaq R/O Same, Aged: 19 Years is also of Bangladeshi origin and was accomplice of Imran.

Both the accused persons further disclosed that they were habitual of taking fluid. Once they have smelt fluid, they felt overconfident and commit crimes fearlessly. Their previous involvements are being verified. Further investigation in the case is in progress. RECOVERY Thirty Five mobile phones of different mobile companies worth about Rs. 3.4 Lakh.
