This handbook covers policies and procedures for the administration of the State Football Championships.

The teaching of good sportsmanship is not a one-time occasion nor is it the responsibility of one person. Rather, it is an on-going process that involves the entire school and community where each individual must have a role and responsibility.

THE IHSAA Leading the Way Since 1925

In 1925 the Idaho High School Activities Association was formed to provide educational experience not otherwise provided in the school curriculum. Since that time, the IHSAA has sought to provide a safe rewarding environment for competitions and consistency in all rules of athletics, speech arts, music, and drill team activities.

Prior to 1925 regulations were sorely needed: many athletes were over-age, others were freely recruited, and some were not even enrolled in school. When disputes developed, the problems were often "solved" by brawls between the communities. As the schools began to sponsor activities, the programs began to flourish and the problems diminished. During the dynamic growth years of 1970-1980, the IHSAA saw participation in high school activities double to the point where over 60% of Idaho's high school boys and girls now participate in extracurricular activities.

Few Idahoans realize that the IHSAA, the chief administrative body of interscholastic activities, is an independent association of Idaho's schools that has been carefully structured to provide needed services to the youth of the state without placing unfair burdens on the education system. In fact, the activity program in most schools requires less than two percent of the educational budget allotted for that school. The IHSAA welcomes you to this championship event, a showcase of some of the finest of our Idaho athletes.

All-Tournament Teams The IHSAA is philosophically opposed to all-tournament team selections. If the media wishes to conduct a poll, that is no concern of the IHSAA, but we do not want to recognize the poll by announcing it.

Jerseys The team in the top bracket shall wear the dark colored uniforms.

Lost and Found At the Holt Arena & Kibbie Dome, the lost and found will be at the stadium manager's office.

Motel Conduct Each year a few athletes create a bad image for the rest by their uncontrolled behavior in motels. Coaches are encouraged to check rooms closely upon arrival and at departure. Please make sure athletes are properly supervised.

Game Football Each team may use any legal football of its choice during those downs in which it free kicks or snaps.

Official Rules National Federation rules will be used for all Idaho football games.

Participating Schools' Responsibility Crowd control, safety, and good sportsmanship are major concerns. We appreciate administrators' cooperation in these areas. Please consider holding a pre-tournament assembly to impress upon your young people that they represent many people. Cheerleaders should be instructed to coordinate their cheers with the cheering section. Climbing railings, confetti, artificial noisemakers such as

5 bells, whistles, air horns, megaphones and balloons are prohibited. Each school is responsible for the conduct of its students. With your help we can insure that all teams play in a fair, sportsmanlike atmosphere. Signs Signs and banners will be limited to the area in front of each school’s cheering section. Please do not tape signs to painted surfaces. Posters and/or banners must show only positive support. Those which direct negative comments towards opponents or are unsportsmanlike or vulgar are not permitted.

Face Painting Full face painting is not permitted. Partial face painting is permitted such as small markings on the cheeks, nose or forehead.

Attire Bare chests are not permitted. Shirts must be worn.

Pep Bands, Pep Clubs, Cheerleaders, Marching Groups. 1. Seating - Pep bands and pep clubs must use the assigned area. 2. Pep Bands - Schools may have 45 pep band members admitted free. Schools may bring more, but the school will be billed later for the difference. A band director or school official must be present at the time the band is admitted. NOTE: Pep bands may play only during games in which their team participates. Pep bands may play before the game, at time outs, quarters, and at halftimes, but PLAYING DURING A LIVE BALL IS PROHIBITED. The top team in the bracket will be designated as home team and will have the first option to provide half-time performances. Each pep band will be responsible for its own instruments. There are no special facilities for storing instruments at the tournament site. Please bring instruments ONLY to the games in which your team participates. Drums and other instruments are to be used only when the entire pep band plays.

3. Pep Club - All students must present their activity cards to be admitted for the discount price. A special seating area will be reserved for the pep club.

4. Cheerleaders - Schools may have twelve cheerleaders in uniform admitted free.

5. Halftime Activities - Drill teams or other official school organizations desiring to present entertainment at halftime should make prior arrangements with the tournament director. Any halftime performance is limited to twelve minutes total time.

Pre-Tournament Practice Teams involved in play-off games scheduled in Holt Arena or the Kibbie Dome during the state playoffs will not be allowd to practice in these facilities.. This pertains to all rounds of the State Football Championships, except the championship game. In the championship game, if one team has practiced or played in the facility during the current season and the opponent has not, a request may be made to the tournament director by the team that has not practiced in the facility on the day prior to the championship game. All requests will depend on the availability of the facility as determined by the tournament manager. If available, practices will only be scheduled one day prior to the championship game. If practice sites are needed in Pocatello, please call George Brown at 237- 6532. If practice sites are needed in Moscow, contact Jerry Jaques at 892-1109.

Programs The composition, printing and selling of programs for state championship games only is the responsibility of the IHSAA.

Protests The IHSAA Board of Directors does not recognize protests of sports officials' decisions. Correction of errors can only be handled in accordance with the National Federation rules.

Rosters and Team Pictures Team rosters and regular season scores may be submitted via our on-line, interactive form at idhsaa.org. Please send pictures as an attachment to an e-mail message as a high quality TIFF or JPG image to [email protected]. Do not submit hard copies of rosters or scores. On-line rosters should be entered and all pictures received by 4:00 P.M., November 8 to insure placement in the program.

Towels/Dressing Rooms Dressing rooms will be assigned by the tournament manager. Towels will not be provided. Managers are responsible for removing litter from floor of locker rooms. 6 7 Training Rooms Training room facilities will be available for special assistance in case of an emergency. Schools should plan to furnish their own tape and supplies.

Warm-up Between Games Thirty minutes will be allowed for warm-up between games when more than one game is played.

Broadcasts Only radio stations with a valid contract with the IHSAA will be allowed to broadcast.

Filming or Videotaping Rights No contest may be filmed or videotaped without the expressed written consent of the IHSAA. (Exception: Schools may film or videotape their own games for private use.)

Site All games involving Districts I-II and V-VI in any classification will be held in the Holt Arena or the Kibbie Dome, if possible. If the games are hosted by Districts I-II-V-VI in any classification, but involve schools from Districts III-IV, then the state office will call the host and give them a choice of two sites, one of which will be the dome. The other choice, if not the homesite, will be in close proximity thereof. District Boards must submit a list of approved and suitable sites for football playoffs.

Tournament Admission Policy Coaches participating in the tournament will gain admission with a tournament pass issued from the IHSAA office. It should be emphasized that the coach's IHSAA activity card number will be credited as having only ONE ADMISSION ELIGIBLE for each session. Only one person will be admitted on the participating coach's IHSAA activity card if the coach has been issued a tournament pass. Passes will be issued only to coaches with IHSAA activity cards.

Statisticians, bus drivers, additional cheerleaders, and band members will need to purchase tickets. The principal or designated administrator of any participating school may arrange for these people to be admitted and the school invoiced later by signing the excess admissions form found at the IHSAA pass gate.

A special pass allowing two people into all state only competitions has been issued to all Idaho Dairymen. This pass is not transferable and identification will be required at ticket window.

Heaters and Phones (for Playoff Games) Heaters and headphones must be made available to the visiting team if they are going to be used by the host team. When playing in a facility where headphones are provided by that facility and one set malfunctions or is unusable, the opposing team will be notified by game management to discontinue the use of the headphone until such time as both teams can have the use of headphones.

State Football Championships The Board of Directors will approve the sites, dates, and times for all football play-off games in the fall. In all football play-offs, the host team should not be construed to mean the contest will automatically be played at that team's home field. In the semi final game (excluding 5A / 4A schools), if both teams traveled or if both teams were home, the top team will be the host. If one traveled and one team did not in the quarter final, the host in the semi final round will be the team that traveled in the quarter final round. In the championship round, all games will be played in the Kibbie Dome, Holt Arena or Bronco Stadium, if possible.

The above plan will apply to 3A and 2A classifications in the second round.

Home and Visiting Team Designation Home team: The team that travels the greatest distance to the site will be designated as the visiting team. The visiting team will be assigned the largest locker room with the most showers and restrooms and will be placed on the same side of the playing field as the press box. If both teams are from the same city, the team with the highest seed will be designated as the home team. Locker room, sideline placement and student sections will be assigned at the discretion of the site manager.

8 Play-off Site Requirements Each District Board of Control must submit a list to the IHSAA of all potential sites that meet the requirements for hosting state football play-offs.

Play-off site management shall take necessary measures to prohibit home team fans from being in the visiting team spectator area. H. The football field playing area shall be secured by a barrier that is at least seven yards from the out-of-bounds line. The barrier may be a fence, rope, or any other material that is not dangerous to spectators. The barrier shall be at a height of at least 36” above the ground. The barrier shall be monitored by game security to prevent any fans or spectators from being closer than seven yards from the out-of-bounds line.

A. Number of Games 1. Idaho State University — There should be at least three games, and preferably four, scheduled at Holt Arena. Two games should be scheduled on Friday. Suggested times are 1:30 p.m. and 6:30 p.m. (The 6:30 game will be the statewide televised game.) The remaining game or games will be scheduled on Saturday, with times to be determined by ISU's football schedule. 2. University of Idaho — There may be a maximum of two games scheduled at the Kibbie Dome. If possible, games should be scheduled for Friday afternoon and evening. 3. Boise State University — There may be two games played at Bronco Stadium. The following classifications could have championship games in Bronco Stadium: 5A; 4A; 3A, 2A and 1A. Game times and dates will be determined by the Boise State football schedule. B. Other factors determining the site of a state championship game are: 1. Travel — loss of instruction time for the two participating teams. 2. Geographical rotation based upon recency of participation of the district from which the teams are participating. 3. Availability of lodging and meals for teams, support groups and spectators. 4. Availability of the site to set reasonable game times. No game may be scheduled to start after 9:00 p.m. 5. A region may not host a state championship games two years in a row unless both teams are from the same region. The final decision in setting sites, dates and time for each state championship game will be made by the IHSAA District Representative Board Members and will be finalized by 10:00 a.m. the Sunday prior to the state championship game.

Bracketing The placement of the teams in the bracket will be determined by the scheduling committee and the IHSAA. The top team in the bracket will be designated as the home team and will have the first option to provide halftime performances.

5A/4A Financial Plan - Prechampionship Rounds This plan is for all 5A and 4A games except championship games. 1. Per game reimbursement a. Travel: $3.00 per mile one way toward the cost of transportation regardless of number of buses a school wishes to send. b. Meals and/or lodging: (1) up to 200 miles one way - $250, (2) 200-300 miles one way - $500*, (3) Over 300 miles one way - $2000. 10 *Any contest between District II and District III will fall into category 3 because of the type of roads. 2. Trophy and medal costs will be shared by participating schools. 3. Reasonable local expenses - if the game is held in a non school facility, rent will be paid. 4. IHSAA will receive 15% of gate receipts after sales tax deduction. 5. If the gate receipts are not sufficient to cover the on-site expenses, the travel reimbursement will be proportionate to the income. 6. Net receipts from all semifinal games will be divided among participating schools. Each participating school will receive one share for each game it plays.

b. $1001-$4000 If travel is over 200 miles, teams split 35-65 in favor of traveling team; otherwise, split is 45-55. c. Over $4000 Home Team 48% Visiting Team 52% 2. This plan will be used when the contest is played at a site other than home site. The following expenses will be deducted before the revenue is shared. a. Percentage to State Assoc. (a) 10%, (b) 15%, (c) 20% b. Officials c. Percentages of cost of awards based upon the number of games in play-off d. $3 per mile one way for traveling team e. Sales tax The remaining revenue will be divided as follows: a. 0-100 mile difference: 50/50 b. 101-200 mile difference: 45/55 c. 201-up mile difference: 35/65 3. Financial Plan for Championship Finals The following financial plan is for the state football championship finals only. They will be held on November 19 and/or 20, 2004 in the Kibbie Dome, Moscow/Holt Arena, Pocatello, and/or Bronco Stadium, Boise.

Example: Pocatello travels to Moscow for final round. Moscow is 524 miles from Pocatello. Therefore, they would receive 524 x3 = $1572 for mileage. Because they are a 5A school traveling over 450 miles, they would receive $2800 additional. The Board has no adopted formula for division of gate revenues for doubleheaders and tripleheaders. The Board will review each on an individual basis. 11 Officials Selection and assignment of officials for state level competition is administered by the IHSAA.

Time Schedule for the Finals Sites and times will be announced on Monday, November 15.

Awards Trophies will be awarded to first and second place teams and a third place trophy to those divisions with 8 teams. Medals will be awarded to the team members of first and second place teams. At the conclusion of each championship game, the two teams are to line up on the 40-yard line facing each other. The captain and the head coach should move forward to the 45-yard line where the trophy and medals will be presented to the coach and captain. (The runner-up trophy will be presented first.) The coach will be given the medals in a box. It should be pointed out that it is doubtful that any school will receive as many medals as they need because we order conservatively for financial reasons. On Monday following the championships, we encourage your principal to call the IHSAA office and order the additional medals needed for your team members.

National Anthem The National Anthem will be played at the beginning of Game One of each session. The National Anthem will follow the introduction of players. The introduction of players for the games will begin ten minutes prior to the scheduled starting time.

T-Shirts T-shirts will be sold at the tournament sites by McU Sports.
