MINUTES OF MEETING OF BARNHAM BROOM PARISH COUNCIL HELD ON 15th OCTOBER 2015 AT 7.30 PM IN THE VILLAGE HALL

Present: Cllrs Read (BR)(Chair), Ewles (JE) and Garrard (PG).

In attendance: Heidi Frary (Clerk), DC Edney, CC Dewsbury and 2 members of the public

1. Apologies. Cllr Cowan (JC)

2. To accept any declaration(s) of interests PG – Planning for Beggars Roost – non-percuniary interest PG – Memorial Garden update – percuniary interest

3. Adjournment for Public Participation The meeting was adjourned at 7.31pm to allow a member of the public to speak.

Mr Edward felt that speeding through the village is an issue. BR explained that the SAM2 sign which was used in the village for two months every year showed very few speeding vehicles, with only one vehicle exceeding 40mph being recorded. Mr Edward would be keen to become involved in fundraising to purchase another sign. There was discussion about parking during school time and the possibility of a community speedwatch team.

The Clerk explained that there need a minimum of six volunteers for speedwatch, and previous requests for volunteers had not been successful. Mr Edwards will approach parents from the school and report to a future meetings. He also suggested children design signs to put below the 30mph roundels to encourage people to slow when entering the village.

Meeting opened at 7.50pm

Clerk to contact Highways for information about extra signage, Mr Edwards to look at fundraising and ask for volunteers for speedwatch. To be added to the next agenda and Group News.

4. Co-option onto the Council Jamie Edward (JE) stood for co-option, he was proposed by BR, seconded by PG and accepted pending completion of acceptance of office and declaration of interests forms.

5. The Minutes of the meeting held in September 2015 had been circulated before the meeting and were approved.

6. Matters arising from the minutes of the last meeting (not already included on the agenda)  Item 7 – Standing Orders have been circulated  Item 10 – BT have informed the clerk that the fibreoptic cabinet has not been connected so cannot be affecting the broadband issues being experienced throughout the parish.

7. Correspondence  Crime Figures August – 1 x theft from motor vehicle  NCC – A good school for every learner. Taken by JE

1 8. Fen Trust update from Paul Jelley and request for the Parish Council to provide financial support Meeting suspended at 8pm to allow a member of the public to speak

Paul Jelley had previously circulated a paper explaining the current situation of the trust. Paul Frary (PF) attended the meeting on his behalf and expanded on the document adding that first step in securing the future of the trust is to register ownership of the fen with the Land Registry which is likely to cost in the region of £600. He asked the Parish Council to provide financial and administrative support in proceeding with this.

There was discussion surrounding allocation of money and PF explained that Paul Jelley had been told by the Charity Commission that they would prefer one large sum to be donated each year rather than many small donations. When money is allocated this year, people will be informed that this may be their last benefit if the Trust change the way they operate.

Meeting opened at 8.15pm

The council agreed to provide financial and administrative support to register the land. Paul Jelley to inform the Council when the trust require support.

9. To consider the view of the Council about the following planning applications  2015/1027: Beggars Roost – Norwich Road. The Clerk explained that the application was being discussed by South Norfolk Council Planning Committee with the recommendation to approve.

10. Village Issues a. To updated progress towards a memorial garden. PG has contacted the Village Hall and they support the reduction in height of the trees next to the garden. DC Edney offered £250 from his members ward budget to complete this work. Clerk to obtain quotes. b. To consider whether to try and form a speedwatch group in the Parish. JE to action and report to November meeting. c. Other issues – it has been reported that the street light in Hillside is not working. Clerk to report

11. Payment of Accounts and precept update The following payments were agreed. • Barford & Wrmaplingham Parish Council (donation for insurance advice) chq 007 £40.00 • Clerks reimbursements chq 008 £10.00 • Mazars for External Audit chq 009 £150.00 Proposed: JE, seconded: PG.

12. Future Business Payment of mileage for JC attendance at information session. Speeding in the village Precept (to be finalised at the January meeting)

15. Dates of future meetings 26 November 2015, 14 January, 11 February, 10 March, 14 April, 12 May, 9 June, 14 July, 8 September, 13 October and 10 November. All at 7.30pm Barnham Broom Village Hall.
