III. APPROVAL OF MINUTES A motion to approve the minutes of the June 10, 2003 meeting was made by Jolene Northrop of Kennedy/Jenks and seconded by Natasha Forbes-Celise of SDSU MEP. The minutes were approved.

IV. DEAN’S ADDRESS Dean Hayhurst attended our first meeting of the 2003-04 academic year to address the IAB. This is a synopsis:

San Diego State University is the second largest California State University with over 34,000 students enrolled. Our College is 4% of the total student population: 1,933 undergraduates. This year the SDSU College of Engineering saw a 7-8% increase in freshman enrollment. We now offer seven degree programs, including: Aerospace, Civil, Computer, Construction Management, Electrical, Environmental, and Mechanical Engineering. The Construction Engineering and Management degree program has received an endowment for three professors’ salaries by a local engineering firm. We also have a new Joint Doctoral Program with UCSD.

Our current engineering research activities include: L3 Hybrid Electric Vehicle, Soil Erosion Lab, Virtual Reality in Education, Anthrax Elimination in Ozone, and Project Lead The Way – a teacher training program that “teaches teachers how to teach engineering in high schools throughout California.”

Immediate initiatives include developing strategic and tactical engineering advisory committees, five new faculty have been hired with an additional eight to be hired next year, re-evaluate program offerings, strengthen alliances, build a new on-campus facility to support 21st century engineering education, and to establish an internationally recognized reputation for research excellence that supports local industry.

Above all, Dr. Hayhurst extends a warm thank you for your continued partnership.

V. PROGRAM UPDATES A. MESA Engineering Program (MEP) Theresa M. Garcia, MEP Director, presented all items for MEP unless otherwise noted. 1. 2002-03 Summary/Highlights A summary of our 2002-03 events was handed out, highlighting events we sponsored, the number of participants in attendance, and which events are supported by the IAB – either monetarily or by volunteering time. Please contact Theresa Garcia at [email protected] for a copy of the summary.

2. Budget Update We are currently funded through December 2003, with new budget projections expected by mid-September. Additional cuts up to 20% may be incurred due to the California budget crisis. Additional funding for our Academic Excellence Workshops has again been obtained from EOP and Caltrans has again renewed their contract of support. We will continue to keep the IAB informed on budget updates as they are given to us from MESA Statewide.

3. Preview 2003-04 Calendar & Goals A joint calendar of events as well as a list of our goals for this year were handed out. The calendar included the fall dates of NSBE, PASE, and SHPE meetings and some of the organizations’ fall events as well as the MEP/MSP events for the fall semester. The Alliance-sponsored student organizations will be meeting on 8/15/03 at Qualcomm to collaborate on a joint organization calendar (see Item VII. A.). Please contact Angelíc Willis at [email protected] for a copy of our calendar and goals for the 2003-04 academic year.

B. Mathematics Engineering Science Achievement Program (MESA) Robert W. Goode, MESA Pre-college Director, presented all items for MESA unless otherwise noted. 1. Preview 2003-04 Calendar of Events Page 3 of 3

The MESA Pre-college calendar of events will be handed out at the October 14 th meeting. Some upcoming events include: 9/27 – SDMA Walk On Water Competition; 10/4-5 – Senior Retreat: senior camping trip to prepare personal statements and work on college entrance forms.

2. Budget Update The MESA Pre-colleges throughout the state have been cut by 50% of their normal annual budget due to California budget cuts. A mandatory MESA Center Director’s meeting will be held on 9/19/03 after which Robert will have more information for the Board. Our Center is not expected to close due to our exemplary participation. Like MEP, MESA Pre-college has been funded through December 2003. This year we will need $4,000 to 5,000 in scholarship funds from outside sources in order to provide scholarships at our banquet this year. The banquet will be held on 5/25/04, site to be determined. Please contact Robert at [email protected] or (619) 594-4197 to contribute to the MESA Scholarship Fund.

3. School Program Updates We will be opening an Imperial County MESA Center this fall. The teacher/advisor training will be held at SDSU on 9/13/03. This year we plan to serve thirteen schools. We are losing Lincoln Academy (under renovation until 9/2006) and will be adding three new school sites: Chula Vista High, Chula Vista Middle and Mann Middle Schools.

4. Statistical Information Last year we served five hundred students with Montgomery High as our largest school (over 120 students). Castle Park Middle was the largest junior high population with over 85 students. More statistics will be given at the October meeting.

C. Student Chapter Organizations 1. Society of Hispanic Professional Engineers (SHPE) – Louis Ruvalcaba, President The major focus of SHPE for the 2003-04 academic year is to increase networking and visibility within the SDSU and San Diego communities, and with other student-run organizations. San Diego Professional Chapter of SHPE is encouraging us to network with Southwestern and City Community Colleges as well as UCSD student chapters of SHPE. We are also focusing on increased student outreach. Our upcoming events include La Familia Technology Week, Jr/Sr High School Conference, the SHPE West Coast Conference, and the SHPE National Technology Career Conference. We need your help in order to send more SDSU SHPE members to these conferences. Please contact Louis Ruvalcaba at [email protected] for more information on SHPE’s upcoming events.

VI. MEMBERSHIP COMMITTEE A message from both Directors: Please feel free to invite your colleagues to our industry advisory board meetings.

VII. PROFESSIONAL DEVELOPMENT COMMITTEE A. Alliance Officer Planning Meeting – Theresa M. Garcia This year the Alliance will have a joint student organization meeting on 8/15/03 sponsored by Qualcomm, rather than a separate meeting at each campus as in previous years. The student officers will network and plan a joint calendar, meet alumni professionals who were past officers and participate in professional development workshops. We are the only MESA Alliance to host a joint student organization meeting. Results from this meeting will be shared at the October meeting.
