establishing the details of air-conditioning system inspections
The Ministry of Industry and Trade (hereinafter referred to as the "Ministry") lays down the following, pursuant to Section 14(5) of Act No 406/2000 Coll., concerning energy management, as amended by Act. No 177/2006 Coll., (hereinafter only referred to as the "Act"), concerning implementation of Section 6(7) and (8) of the Act
Section 1
Decree applicability
This Decree implements the relevant regulations of the European Communities1) and governs a) the methods of performing air-conditioning system inspections and evaluation of inspection results, b) the level of qualifications for persons performing inspections according to point a).
Section 2
Regular inspection of air-conditioning systems
(1) The inspection of air-conditioning systems includes the following: a) air-conditioning identification in a scope according to the appendix, b) documentation inspection, assessing its completeness, update status and adherence to the following documentation, in particular: 1. air-conditioning system design documentation, including the initial energy balance, design and dimensioning of individual system parts, a list of system components, and I&C design for particular zones and for the entire system. 2. system commissioning documentation, i.e. results of air flow measurements in particular system zones, 3. documentation of system changes since its commissioning, 4. operating regulations from the manufacturers of air-conditioning system components, 5. local operating rules, if required by relevant regulations, 6. operational log of the air-conditioning system, if required by relevant regulations, and other operational documentation - records of cooling equipment maintenance including cleaning of both internal and external heat exchangers, and of coolant replenishment; records of air-conditioning

SSL-M-34 1 equipment maintenance including filter cleaning and replacement, as well as cleaning of heat exchangers and air inlet and outlet openings, 7. reports from previous inspections, c) visual inspection of the air-conditioning system, including the following: 1. identification of air-conditioning system components – verification of conformity of installed components with the design documentation, 2. checking the temperature difference between the inlet and the outlet of cooling aggregates – the temperature difference must be obvious when touching the delivery and the return pipe by hand; a small temperature difference indicates probable coolant leakage, 3. checking noise and vibrations when cooling aggregates are running – excessive noise and vibrations indicate poor technical condition of the machinery, 4. checking the thermal insulation on the coolant piping – insulation completeness and integrity, 5. checking correct functionality of the outer air inlet and of the warmed air outlet – unobstructed openings for the air input and output, cleanliness of heat exchanger surfaces and cooling fin integrity, and air intake filter condition, 6. checking air conduits including closing, control, and fire valves – integrity of air conduits and valve functionality, 7. checking the air-conditioning control system – identification of control system components (I&C), i.e. temperature sensors, servo-drives of fittings, air valves and timer control devices, verification of correct temperature sensor location, functions of servo-drives and fitting and valve control assemblies, correctness and suitability of timer settings, verification of heating & cooling control interlock, to prevent concurrent heating and cooling, d) air-conditioning maintenance status check, including the following 1. identification of obvious signs of maintenance work during the air-conditioning system visual inspection, 2. records of maintenance and repairs – checking filter and heat exchanger cleaning records, replacement of aggregates, equipment changes, general overhauls, and reconstruction, 3. check of documents related to maintenance and repairs, including their technical documentation, e) air-conditioning functionality check, including the following: 1. checking whether while in operation the air-conditioning equipment performs all functions according to the manufacturer's instructions for use, 2. checking air-conditioning system control functionality, which should be performed during operation and for a necessary period – control and regulation check, i.e. testing control and regulation functions, verification of environmental comfort in air-conditioned spaces on the basis of thermometer readings, as well as using the subjective assessment of building users, 3. identification of installed electricity consumption meters for ventilator motors, cooling compressors, and other air-conditioning system components, 4. checking energy consumption for building air-conditioning (based on meter readouts or according to the operator's operational data); where the air- conditioning power consumption is not evaluated, it is necessary to perform an expert evaluation using observed data from the main power input to the main electrical appliances, and their hours of operation.
(3) The air-conditioning system inspection report includes the following: a) building air-conditioning system identification data, b) assessment of air-conditioning system visual inspection results,
SSL-M-34 2 c) assessment of complete documentation status, d) assessment of the standard of maintenance of the air-conditioning system, e) assessment of air-conditioning system control (regulation), f) recommendations containing qualified proposals of measures aimed at removing possible shortcomings, as stated in the documentation assessment, in the assessment of the visual inspection, in the assessment of the standard of maintenance, and in the assessment of air-conditioning system control, having regard to cost-efficiency and feasibility.
(4) An air-conditioning system inspection report specimen is provided in the appendix to this Decree.
(5) The Ministry shall determine the level of personnel qualifications in qualification rules.
Section 3 Entry into force
This Decree shall enter into force on ... April 2007.
