A general message will be sent to the SGPs suggesting MG and OFS submission emphasizing the 15 Feb deadline- ETIC 20 Dec. The Com- mittee will send a letter to the BOG and former Schafer award winners asking for submissions. There are 4 old award nominations which will expire after this year- ETIC 10 Jan. A draft the letter to the MAJCOM/SGs to seek the MG and OFS award MAJCOM nominees- ETIC 15 Jan will be sent as well.

6. Constitution and By-Laws Committee: a. Constitution and by-laws stipulate that non-USAF flight surgeons may become associate members with privileges to speak, but not vote. Non-USAF non-flight surgeons may become subscribers.

b. Associate Members. These shall be individuals who do not meet the qualifications of the other classes of membership or are otherwise not eligible for membership but are bona fide flight surgeons with either the Aerospace Medicine Primary Course or comparable training from a U.S. or foreign military service. Associate Members will have the privilege of the floor at annual meetings, but will not have the privilege of voting. Associate Members are required to be members of the parent organization, the Aerospace Medical Association. Applicants pending AsMA acceptance may receive the Society newsletter for one (1) year.

c. Subscribers. Individuals not eligible for membership in the Society may subscribe to The Society of USAF Flight Surgeons Newsletter. Additionally, Air Reserve Component flight surgeons may elect to be subscribers at the full annual dues rate if they are a current member of their respective affiliate organization (i.e., Alliance of ANG Flight Surgeons or Association of USAF Reserve Flight Surgeons). The subscription fee will be determined by the Board of Governors. They will have no duties or privileges associated with membership.”(CLOSED – Col Knight)

7. History and Archives Committee: Materials have been collected and are presently being digitized for placement on the SoUSAFFS website. Posters will be produced for AsMA depicting some history of USAF Flight Surgeons. (OPEN – Maj Bohnsack)

8. Membership: Lt Col Givens was not in attendance.

Current membership roster is as follows as posted on the SoUSAFFS website. Active 472 (up from previous 426) Active-Life 71 (no change) Emeritus 45 Emeritus-Life 13 Honorary 3 Organizational 12 Provisional 0 Subscription only 16 USAF 441 (up from previous 401) USAF-Life 58

9. Program Committee: No report. Gen Robb will contact Steve Merchant for the SoUSAFFS social at the AsMA LA meeting. (OPEN)

10. Reinartz Education and Training:

a. The Heritage Foundation is low in stock on current Mishap Guides, approximately 10-20 left in stock with projection for 150 on order. Production prices have increased making the current $30.00 price point impossible. Cheaper alternatives include changing the paper to a laminate, non-water resistant cardstock potentially decreasing the price to approximately $23.00 a book. Col Fisher also suggested that interim update “inserts” be available for purchase. Additionally need to coordinate with Lt Col Heupel at the AF Safety Center for a “quick fix” solution and perhaps update an AFMAN that the Society can then use to create a SoUSAFFS publication product for sale. BG Wyman suggesting tabling this item and readdressing telephonically. Lt Col York will continue to engage with Lt Col Heupel. (OPEN – Lt Col York) b. Aluminum Travel Mugs with SoUSSAFS emblem have been ordered with ETA of 19 Dec 08. Cost is $2.87 each with a selling price of $10.00. (CLOSED) c. Essentials Board Review books are out of print and out of stock. Both publisher and author are unresponsive to email or phone calls. (OPEN – Lt Col York)

11. Resolutions Committee: Lt Col Coakwell was not in attendance. He reported in absentia that there were no new resolutions in progress at this time.

12. Nominations Committee: Lt Col Andrus was not in attendance. He has been in touch with AsMA nominations committee but the Society needs to know the status of next year’s SoUSAFFS board election candidates. (OPEN – Lt Col York)

3 SOCIETY OF USAF FLIGHT SURGEONS BOARD OF GOVERNORS MEETING MINUTES 10 DECEMBER 2008

13. Webmaster: Accurate and UTD. There is currently no electronic Flightlines pdf for 2008 year. Have been in contract with printer to obtain files; however, we may need to manually scan the issues to update the online Flightlines library. Flightlines availability will be “behind” the log-in so that access is restricted to paying members. Gen Wyman suggested a “table of contents” in front of the firewall as an enticement to gain access to Flightlines. (OPEN – Lt Col York)

14. AFRC: Col Brockway was not in attendance. No report.

15. ANG: Col Ferrar passed on his appreciation to USAFSAM for the AMP UT&W.

16. Flightlines Staff: Nothing to report; still finalizing the fall version of Flightlines with estimated print date of Jan 09.

17. OLD BUSINESS:

a. 2009 State of the Flight Surgeon survey POC is Lt Col Waldrup. Subject: Flight Surgeon training and job satisfaction. Working with Gen Wyman to finalize questions. A spreadsheet with all mandatory training and whether/not training has been completed and/or is value-added has been added to this years iteration. PACAF surveyed their flight surgeons last year and training was <50%. Feedback from this survey will be used to amend or delete training items. (OPEN – Lt Col Waldrup, BG Wyman)

b. An award to a joint and/or foreign flight surgeon does not violate the by-laws. Suggestion for 2 awards: a younger (CGO) and an established flight surgeon were tabled. Gen Robb will write criteria for one/both award(s) to include dedication/contributions to the USAF. Col Fischer suggested the award be limited to international flight surgeons trained by the USAF (should have a concrete linkage to the USAF). Final approval at AsMA in LA. (OPEN – BG Robb, Col Fischer).

c. Guest Speaker for AsMA Luncheon. No decision. Suggestions included: The sister of a recovered Vietnam MIA, Tredeci or other USAFSAM legends, Doolittle Raiders, Roy DeHart and RPA program. A short honorarium for George Martin will be part of the program. (OPEN – BG Wyman)

18. NEW BUSINESS:

a. We will be losing Brooks Heritage as a retail venue to sell Society products which is a big chunk of our revenue. WPAFB Museum is not interested in selling our products that they will not profit from. Other potential venues include a USAFSAM Schoolhouse gift shop (run by a booster club, volunteers) or AFIT. Most likely outcome will be a venue in the USAFSAM

building manned by USAFSAM people. Will also contact USUHS to sell merchandise there. (OPEN – Lt Col York, Col Bachman).

b. Pay for transport of merchandise by Ms. Klein to AsMA. Cost is approx $800. If we sponsor Ms. Klein, merchandise payments can be made by credit card. Last year the RAM class brought items over and manned the table and payment was cash only. A comparison on sales will be made between last year and the year prior to see if we made more money based on the use of credit card. (OPEN – Lt Col York).

c. The SoUSAFFS will be sponsoring a Validating Flight Surgeon Symposium at AsMA. We should continue to look for other sessions that SoUSAFFS can potentially sponsor. Topics/panels should be vetted for quality, utility and timeliness of topics. The creation of a Scientific Program Committee was proposed to take on this task. A suggestion was made to sponsor a panel on rotary wing transport. (OPEN – Lt Col York).

d. Around the table: Nothing further.

19. Meeting Adjourned, 1703 CST.

Respectfully submitted,

EVELINE F. YAO DANIEL WYMAN SoUSAFFS Secretary SoUSAFFS President
