11/15 Minutes of PC meeting dated 21/1/2014, these were approved and signed by the Chairman subject to a change as recorded in 09/15 second point

12/15 Matters arising  Parish Council web-site, Bethany Jenkins reported by email that she is waiting for an update from the East Riding Council. Gordon Hawcroft reported that when googling HOSM PC the page of websites listed do not do justice to the village  Wind turbine Community Funds, nothing to report  Cemetery report, new burial charges have been announced for 2015 by the Church of England, Cemetery fees based on these charges were approved and will be sent to Funeral Directors. Movement of Memorial to Tom Cooper ongoing  Handyman issues, tractor has been re-taxed for a year at no charge, tracker membership is due for renewal. A list of residents requesting door chain locks has been given to Peter Wiles to action. It was noted that the garage rent is due for renewal at the end of March and it will be discussed at the March meeting whether to renew the rental  Grapevine, February edition was delivered Sunday 15 February, Clerk reported that the delivery problems in December had been discussed with the Community Pay Back Team and managers were happy to attend a Parish Council meeting if necessary or Parish Councillors could accompany them for part of the delivery. All agreed that the Grapevine was well presented. There were no comments on the emails circulated to Parish Councillors by Alec Wild  Local Grant Fund 2014/15 waiting on application to improve Village Hall toilets  Meadowfields housing issues, waiting for follow ups  Proposed twinning with Baigneux-Les-Juifs, meeting has been arranged for 6pm on Thursday 26 February in the Methodist Church Hall with interested parties. This has been advertised in the Grapevine and it was hoped for a good attendance  Litter bin and doggie bag dispenser siting at snicket adjacent to Methodist Church, the litter bin has now been sited, Clerk to arrange the doggie bag dispenser  Adoption of BT telephone box Back Lane, the formal agreement has been received and is being checked. The signed agreement and cheque for £1 will be sent shortly  Pedestrian crossing at the centre of the village, petition forms have been prepared and are in Katherine’s Barbers shop for signing, this has been advertised in the Grapevine  Commuted sums for Holly Bank development (£74,000) and Peter Ward development (amount to follow) have been announced and the procedure for claiming money will be announced shortly  Parish Council Facebook page, discussion was held over until the March meeting  Tour de Yorkshire 2 May 2015, little information is available. It was agreed that Gordon Hawcroft would attend a roadshow in Market Weighton and that Louise Ratcliffe would form a group to plan how this event should be celebrated  Letter from Mr & Mrs Atkinson re turning circle etc at Church View. The letter asking for work to be done on the area had been circulated and Parish Councillors considered that local residents should arrange for the area to be tidied, it was felt that the Parish Council could get involved in trying get Church View adopted and this may help.  Local Plan information and meetings with Stephen Hunt, Gordon Hawcroft suggested that information on the extra 55 houses that were proposed to be added to HOSM’s allocation in the Local Plan should be circulated to residents to ensure that they were aware of facts. Ward Councillor Nigel Wilkinson informed that the extra allocation of dwellings in larger villages was to compensate for reduced numbers in areas where flooding was an issue and commented that 55 dwellings was actually an extra 3 per year over the life of the Local Plan. Clerk to prepare a draft letter to residents for comment  Clerk informed the meeting that a meeting had been planned at 10am on 26/2/2015 with the grass cutting team at the East Riding Council to discuss the coming season

13/15 Planning applications 14/04008/STVARE Variation of Conditions 2,3,21,26 and 40 of planning permission Ref 11/00552/STVAR to facilitate: the use of cell 11a for the disposal of stabilised non-reactive hazardous waste; alteration to the approved phasing scheme to enable concurrent land filling of stabilised non-reactive hazardous waste and non-hazardous waste in separate cells; and amendment to the pre-settlement contours to accommodate reduced settlement characteristics of stabilised non- reactive hazardous wastes at Gallymoor Landfill Site, Holme Road for FCC Environment (UK) Ltd. Parish Councillors objected strongly to the application on the grounds that water from the hazardous waste will leach out into the watercourses in the surrounding area, the waste site is bad enough now and the parish should not have to put up with any escalation in hazardous waste. 16/15 Holme PC Heritage Project inc PROW. A report from Gordon Hawcroft was handed out, Gordon confirmed that all footpaths were being looked at although some are taking priority where signs are missing or crossing roads are a problem. The group is working with the East Riding Council Countryside Access Team to improve walks, help crossing of roads and utilisation of verges. Gordon also reported that the committee is waiting for prices for interpretation boards plus a map dispenser for the Heritage Board

19/15 Reports  Mike Wright reported a streetlight out outside 8 Snowdrop Garth  Gordon Hawcroft reported concerns with issues of confidentiality and asked for this to be an agenda item at the March meeting  Ernest Smith reported a large pot hole on Baileywood Lane  Madge Johnson reported the use of quad bikes on the football field plus a street light fault number 10 on Baileywood Lane plus Beacon View problems of cars blocking garages plus concerns at the lack of light for pedestrians crossing from Beacon View to the Village Hall plus problems with traffic at Runner End plus problems with a tree outside 57 Beacon View  Peter Hastings reported information from the Community partnership meeting, a Police reorganisation should mean more Police on the streets  Ann Dowson reported a noisy bird scarer
