City Council Meeting

November 3, 2011

Aldermen present: Jeff Hayes, Mary Bohannan, Larry Walthall, David Rice & James Schmitz.

Absent: Chris Schaffer.

The meeting was opened by the Pledge of Allegiance and a moment of silence.

Mary Bohannan made motion to accept the minutes with a noted correction to the invoices from last month, which was voted to accept by motion from David Rice and seconded by Mary Bohannan. This motion was seconded by David Rice. Motion carried 5-0.

Proposals for Water audit-Beall Barclay & Co. of Ft.Smith sent a proposal as well as Hubbs,Lyon & Company of Van Buren. Mr. Josh Masters and Chris Cluck of Beall,Barclay was present to discuss the proposal. The estimated amount was $15,000 to $16,000. A proposal copy was handed to all councilmen from Hubbs, Lyon & Co. with an estimated amount of $5,700 plus expenses. The council discussed all options of both accountants. Mary Bohannan would like to see a sample of Hubbs, Lyon & Co. audit. Mary Bohannan made motion to table until the December meeting. David Rice seconded the motion. Motion carried 5-0.

Rodeo Committee- Cody Sosebee was present, representing Shane Storey, President of the Rodeo committee. They will be coming to the council requesting money from the rodeo grant. The dirt work is finished and they will start construction. He asked for approximately $15,000.00 of the money to purchase metal pipe for the arena. The goal is to get the main structure of the arena completed. James Schmitz made a motion to allow the $15,000.00 expenditure to go toward this request for the arena. David Rice seconded the motion. Motion carried 5-0.

Franklin/Sebastian Water Authority- The mayor received a letter from Joe Larkin stating he would like to decline reappointment from his term on the board. The mayor ask the council to be thinking of someone to appoint.

Ordinance 11-05-Levy taxes .06 mills- James Schmitz made motion to introduce Ord.11-05. Mary Bohannan seconded the motion. Motion carried 5-0. Mayor Hiatt read the Ordinance. Mary Bohannan made motion to dispense the second & third readings. James Schmitz seconded the motion. Motion carried 5-0. James Schmitz made motion to adopt. David Rice seconded the motion. Motion carried 5-0.

Ordinance 11-06-Levy taxes 1.1 mills- James Schmitz made motion to introduce Ord. 11-06. David Rice seconded the motion. Motion carried 5-0. Mayor Hiatt read the Ordinance. Ordinance 11-08- Levy taxes 2.9 mills- James Schmitz made motion to introduce Ord. 11-08. David Rice seconded the motion. Motion carried 5-0. Mayor Hiatt read the Ordinance. David Rice made motion to dispense second & third readings. James Schmitz seconded the motion. Motion carried 5-0. David Rice made motion to adopt Ord. 11-08. James Schmitz seconded the motion. Motion carried 5-0.

The Agreed Upon Procedures Report from State Auditors had been mailed to all councilmen. There was no discussion.

Proj.Cordinator report- Tracee presented her monthly report. She has turned in her resignation as of November 30, 2011, to accept another job.

Police Report- Chief Atchley presented his monthly report.

Superintendent Report- George was absent but left his monthly report for the council. Larry Walthall brought up the dumpster expense for the month is greater than the income again and this is a concern.

Christmas Bonuses-David Rice made motion to approve the $350.00 Christmas Bonus for all councilmen, and full time employees. Part time employees $100.00 and Firemen $32.00, as of this date. Jeff Hayes seconded the motion. Motion carried 5-0.

All invoices for the previous month of City General and Water/Sewer O & M accounts were presented to the council for review and discussion. After review, all paid invoices were approved by James Schmitz and seconded by David Rice. Motion carried 5-0.

Upon review of the water adjustments for the month, David Rice made motion to accept the adjustments. James Schmitz seconded the motion. Motion carried 5-0.

Mayor Hiatt appointed the Employee of the Year Committee to consist of himself, George Talkington, Billy Atchley and David Rice.

James Schmitz made motion to adjourn. Larry Walthall seconded. Motion carried 5-0. PROGRESS REPORT DECEMBER 2011

1. Prepared City Budget.

2. Met with OGE about lights at walking trail. The upfront cost was going to be minimal, but due to the amount of lights, the ongoing electric bill was going to be around $300/a month.

3. Working on vendors for 2012 Health and Fitness Fair. Date is Saturday, January 28. Met with Arkansas Blood Institute. There will be a blood drive at Health Fair.

4. I have updated Tonya on all current projects and have left detailed notes with all the files. As well as my phone number and email.

5. Tonya updated City’s website.

6. State Representative Gary Stubblefield called and said he had $5000 in GIF money for the City. He would be arranging a time to get the money to us. He also said he had given the Sr. Citizens Center $2500. And would probably be giving them $1000 more and also $1000 to the Fire Department.
