SWPP – Aquila OASIS Transition

The Southwest Power Pool (SWPP) Open Access Transmission Tariff (OATT) will expand to include the Aquila (AMSI) transmission facilities (Missouri Public Service (MPS) and West Plains Energy (WPEK) July 1, 2005. The SWPP tariff will be effective for point-to-point service on these newly transferred facilities. The SWPP OASIS node has been configured to allow transmission service to be reserved on the AMSI transmission facilities.

MAPP Schedule F OATT Transmission Reservations Effective July 1, 2005, AMSI transmission facilities will not be available under the MAPP Schedule F tariff. All MAPP Schedule F transmission requests that achieve a confirmed status before July 1, 2005 will not transfer under the SWPP Tariff. These MAPP Schedule F reservations will remain on the MAPP tariff page on the MAPP OASIS node.

MPS and WPEK OATT Transmission Reservations Unconfirmed and still active MPS and WPEK transmission service requests on the their respective pages on the MAPP OASIS Node will be consolidated and placed on the SWPP OASIS node with SWPP shown as the Transmission Provider. This process of consolidating these active, but not yet confirmed reservations will establish their SWPP queue position (based upon the transmission service request’s queue time on the MAPP OASIS Node). All consolidated requests, with a Start Date prior to July 1, 2005 and an End Date after July 1, 2005, will be assigned a new Start Date of July 1, 2005 on the SWPP OASIS node. The purpose of this change is so that these reservations do not go to Settlements and get invoiced under the SWPP OATT for the period prior to July 1, 2005.

Customer and Transmission Owner Review of “Converted” Service

As mentioned above, existing OATT service will have been pulled from the MPS and WPEK OASIS tariff pages on the MAPP OASIS node and placed on the SWPP OASIS node with SWPP listed as the transmission provider. Some “mapping” of information will be necessary in order to make the information conform to SWPP methodology (e.g. PORs/PODs, sources/sinks, products, etc.). The intent of this mapping is to give the customers the same service they had requested previously, but to use consistent nomenclature. Pricing of the transmission service will also change to reflect SWPP OATT transmission rates. Transmission Customers and AMSI along with SWPP are expected to review the data on the SWPP OASIS to ensure that the information was converted properly and to notify SWPP of any real or perceived inconsistencies.

Grandfathered Service

AMSI will provide SWPP with a list of grandfathered transmission service (i.e. service sold prior to MPS or WPEK OATTs being placed in service). AMSI must inform SWPP of all its grandfathered transmission service, including the OASIS number and tariff provider (MPS or WPEK), documented on the MAPP OASIS node.

Requesting Service on the AMSI (MPS or WPEK) Transmission System from June 22, 2005 through June 30, 2005 and from July 1, 2005 forward

There will be no change for reserving service from June 22, 2005 through June 30, 2005. MPS and WPEK Transmission customers that need service for the period on or after July 1, 2005 are required to reserve transmission service requests on the SWPP OASIS node with the assumption that AMSI will successfully be incorporated under the SWPP tariff on July 1, 2005

The only change in the POR/POD selection for SWPP OASIS request is WPEK and MPS become SWPP tariff members and are no longer 1st tier MAPP members. OPPD, NPPD, LES, MEC & SECI remain 1st tier MAPP members when reserving from SWPP to MAPP or MAPP to SWPP.

NOTE: For request entirely internal to WPEK, WPEK should be listed as the POR & POD. The true source and sink should be shown. a. Example: Source = Ashland, POR = WPEK, POD = WPEK, Sink = Attica

SWPP Tariff Administrators will coordinate internal request with the WPEK Transmission group.

If Transmission customer requests transmission service on the MPS or WPEK tariff pages on the MAPP OASIS node and fails to submit a transmission service request on the SWPP OASIS node after July 1, 2005, then the Transmission customer will not have complete path transmission service under on the SWPP system, even if the MAPP OASIS request is confirmed.

Additionally, it is necessary for customers to begin utilizing the SWPP node in order to become familiar with the SWPP OASIS node and business processes. Note that customers must have completed the customer registration process in order to submit requests on the SWPP node. Timing requirements and Evaluation Authority The “no later than” – “no earlier than” periods identified in the SWPP attachment P timing rules will be enforced during the transition period. The transmission requests received during this transition period prior to July 1, 2005 will be processed as follows:

a. If a transmission service request’s Start and Stop Date are both before July 1, 2005, then AMSI shall process the request and approve/disapprove as the administrator for the MPS and WPEK tariffs. No duplicate transmission service request is required on the SWPP OASIS. b. New transmission service request submitted on the MAPP OASIS site under the MPS and WPEK tariff should have an End Date of 00:00 July 1, 2005. If a transmission service request Start Date is before July 1, 2005 and the Stop Date is after July 1, 2005, the AMSI and SWPP will coordinate action to be taken on the requests. c. If a transmission service request Start Date is on or after July 1, 2005, it should be submitted on the SWPP OASIS node. SWPP shall have the authority to process the request under the SWPP OATT. d. On July 1, 2005 point-to-point or network requests will not be available under the MPS or WPEK tariffs.

Requests queued after July 1, 2005

For transmission service requests queued after July 1, 2005 on the SWPP OASIS node will establish the queue position for competing requests.

Scheduling with SWPP for MPS and WPEK

For business beginning July 1, 2005, all tags created for MPS and WPEK transactions regardless of the type of transmission service should be created following SWPP Regional Scheduling Business rules. SWPP must be a scheduling entity between MPS and WPEK and any other scheduling party.

Please do not enter any tags for MPS or WPEK using SWPP OATT service (for July 1st and beyond) until Tuesday June 28th, 2005.
