REQUEST FOR PROPOSALS

COST ANALYSIS OF SEXUAL AND REPRODUCTIVE HEALTH SERVICES PROVIDED AT SERVICE DELIVERY POINTS OF RAHNUMA FPAP

BACKGROUND

Pakistan is in the midst of a “youth bulge” with 69 percent of its population under the age of 30 years and 41 percent between 10 to 29 years in 2011.1 The youth represent Pakistan’s prospects for economic and social development and the potential for change. Hence, investment in their education, health and development can make a significant contribution to the economy and to the country as a whole. Young people are often ignoring when it comes to information and education about sexual and reproductive health (SRH) and rights in the name of morality the subject is considered to be a ‘private’ domain. Unavailability of information among young people about issues related to puberty, regarding sexual and reproductive health issues as well as discomfort in the society to openly discuss these issues is common in Pakistan. Lack of information, knowledge, and access to youth friendly health services and lower status of SRH of young people in the eye of government increase the vulnerabilities to early marriages and early initiation of childbearing, sexual abuse/ violence, an increase in HIV-infections and life-long psychological and physical damage to young people.

PROJECT OBJECTIVE

To improve the sexual and reproductive health of young people (10-24 years) by increasing young people’s uptake of SRH services and to support Poor Marginalized Socially Excluded and Underserved (PMSEU) group of the young people to avail the services at Rahnuma-FPAP SDPs at project locations.

PURPOSE OF THE ASSIGNMENT

Rahnuma- FPAP would like to provide fee subsidy/ exemption on its services to the young PMSEU clients in its targeted communities. The purpose of the assignment is to undertake a detail cost analysis of the SRH services being provided to the young people at the Rahnuma-SDPs in order to determine the mechanism for ascertain the cost of such fee subsidy/exempted SRH services to young people.

SCOPE OF WORK

Rahnuma-FPAP is accepting proposals to analyze the cost of SRH services being provided at its service delivery point (SDPs). To conduct a comprehensive cost analysis of SRH services provided through Rahnuma-FPAP, SDPs in Lahore will be studied for developing mechanism for fee exemption and its recording and reporting. Suitable policy for the same is also expected to be suggested by the Consultant.

TIME LINE

1 Finance Division (2011) Economic Survey of Pakistan 2010-11’ Government of Pakistan  Proposals are due no later than 12:00 pm/noon PST, Wednesday, April 30, 2014  The proposal can be submitted via email or post. Please write “Cost analysis of the Rahnuma-FPAP SRH services at SDPs” in the subject line of the email/on envelop.  Proposal will be evaluated thereafter. During this time, we may require interviews at our office with our evaluation team. You will be notified if this is requested.  The name of the candidate firm who has been selected will be decided on or about May 5, 2014  Expected date of initiation of assignment is May 8, 2014.  The assignment must be completed within 30 days from the signing of contract.

REQUESTED DOCUMENTS

The proposal should consist of the following documents:  Cover letter (1 page)  Updated profile of the individual Consultant or Company (Maximum 5 pages)  Proposal including cost of assignment covering all expenses (Maximum 5 pages)

DELIVERABLES

A comprehensive report covering the following:  A comprehensive cost analysis of SRH services provided to the young people through Rahnuma- FPAP SDPs in Lahore  A mechanism for fee exemption, reporting/recording and a policy for the same

PAYMENT SCHEDULE

40% advance payment will be made on signing of contract for the proposed assignment as first installment. 30% will be paid on the receipt of 1st draft of deliverables while remaining 30% payment will be made upon satisfactory submission of finalized deliverables approved by Rahnuma-FPAP. All payments will be made through Cross-Cheque. Tax will be deducted as per laws of Government of Pakistan.
