VII. Closing comments/Adjourn Welcome and Introductions: Good afternoon and welcome to the Applicant’s Conference for the Yuba County Health and Human Services’ Registered Dietitian RFP. My name is Marge Troester, and I am the Project Administrator for the Supplemental Nutrition Assistance Education program, also referred to as SNAP-Ed. With me today are Elise Zink, the Project Coordinator, Jolene Harper, Administrative Analyst with Yuba County Health and Human Services, and Carmen Betts, the Project’s Office Specialist who will be taking minutes for today’s meeting. As we outlined in the Introduction Section of the RFP, the Yuba County Health and Human Services Department is soliciting proposals for a Registered Dietitian for the SNAP-Ed program. We have two hours scheduled for this meeting and will take as much of that time as necessary to ensure that all applicant questions get answered. The format for the meeting will be a Question/Answer session. Carmen will write the questions on the tablet up front to make sure they are expressed as the Applicant intended. Please let us know if we have not gotten the wording right and we will correct it. The minutes of the meeting will be expressed in a Q/A format and will be posted on the County’s website as an addendum to the RFP. Please note that this website location is more specific and provides easier access to these documents than the general county website that is provided on page 10 of the RFP. Purpose of Applicant’s Conference: The purpose of this Applicant’s Conference is to provide you with information necessary to properly submit your proposal. RFP Schedule and timeline: The Schedule of Events is located on page 5 of the RFP.

RFP SCHEDULE OF EVENTS NOTICE: The County reserves the right, at its sole discretion, to adjust this schedule as it deems necessary. The County will communicate any adjustment to the Schedule of Events to the applicants from whom the County has received a proposal. Note: ALL dates are County Business Days.

One original and four copies of the proposal must be received by 5:00 pm on February 15. Faxed or electronic proposals will not be accepted. Proposals must be submitted in a sealed envelope clearly marked “Registered Dietitian Proposal in Response to RFP- Do Not Open”. See page 6 of the RFP for address for submission. Late proposals will not be accepted.

RFP Overview and Key Elements:

The SNAP Ed program is a USDA funded program to promote good nutrition and physical activity to people who are eligible for the Cal Fresh program, also known as the food stamp program. Funding is also provided to establish a county collaborative to develop a “County Nutrition Action Plan”. The Registered Dietitian will provide consultation to the Project Coordinator and Peer Educators as they carry out nutritional education activities in the community and will assist in the development of a County Nutrition Action Plan. Please note that although it is not specified in the RFP, part of the assistance required in developing the County Collaborative and County Nutrition Action Plan may include participation in authoring the written County Nutrition Action Plan. The RD may also be called upon to provide the nutrition and physical activity education directly as need arises. The Registered Dietitian will also perform related administrative and programmatic oversight duties as assigned, which may include submitting reports, drafting or revising policies and procedures, and completing appropriate written documentation for all activities conducted.

Applicants must possess a valid California Driver’s License, automobile insurance, and be able to provide own transportation to travel to county locations and out of county trainings as required. All applicants must provide documentation of Automobile Liability Insurance with a limit not less than $1,000,000 per accident for bodily injury and property damage, and general liability insurance with a limit not less than $1,000,000 per occurrence. Agencies or organizations who are submitting proposals must also provide documentation of Worker’s Compensation Insurance and Professional Errors and Omissions Liability insurance. For more details on insurance requirements see pages 7-8 of the RFP.

Evaluation criteria are outlined on page 10 of the RFP. The County will consider qualifications and experience, technical approach, and cost in the evaluation of proposals. The maximum points that shall be awarded for each of these categories are detailed below.

Questions and Answers: Q. Please verify the length of the contract A. The contract term ends September 30, 2012.

Q. Is this a renewable contract or is it finite? A. At this point it is not renewable. The grant we received from the USDA is only funded through September 30, 2012. It is uncertain if further funding will be available through USDA or not. Q. Can this be performed in a part-time capacity? A. It is not anticipated that it will require full time work, but it is really up to the applicant to propose what they feel would be necessary to complete the job. It might be helpful if we provide a bit more detail about the Scope of Work. The RD participation in establishing a County Collaborative and developing a County Nutrition Action Plan will require at least monthly meetings. The RD will also help to select USDA materials for use in nutrition education, attend trainings related to the Scope of Work, and assist us in reaching 750 unduplicated CalFresh eligible individuals to provide education sessions on nutrition and physical activity. This may be done either through consultation and training of other staff, or by direct education to the public.The classes are a minimum of 15 minutes and up to one hour in duration.

Q. Would the diabetes population be a target group for education? A. No, this is limited to physical activity and nutrition education, and developing a County Nutrition Action Plan. We are not doing any targeted education to people with diabetes.
