VOLLEYBALL RULES AND BY-LAWS

1. LEAGUES 1. Men’s League (spring) - A player must be 16 on or before October 16, 2015. 2. Women’s (spring) - A player must be 16 on or before October 16, 2015. 3. Men’s League (fall) - A player must be 16 on or before October 16, 2015 4. Women’s League (fall) - A player must be 16 on or before October 16, 2015.

A PLAYER MAY PLAY FOR ONLY ONE (1) VOLLEYBALL TEAM IN THEIR LEAGUE.

2. SPONSORING ORGANIZATION The leagues are sponsored by the Person County Parks and Recreation Department.

3. PRINCIPALS OF YOUTH AND ADULT ATHLETICS 1. It is the aim of the Person County Parks and Recreation Department to provide organized games and activities, recreation facilities, supervision and leadership in the area of leisure time activities and/or its organization. 2. To promote the ideals of good sportsmanship, teach basic skills, develop individual talents and provide the County’s residents with the opportunity to enjoy the best possible recreation advantages and atmospheres. 3. To recognize the youth participant as an individual with particular abilities and limitations. A great deal of consideration must be given to his/her physical, mental, emotional, and social development to its highest potential.

4. DUTIES OF THE COACHES 1. To teach sportsmanship and volleyball skills and rules to all players and provide recreation opportunities for all. 2. To attend all coaches’ meetings held by the Recreation Department. 3. Coaches should be aware of team fans’ conduct and help control their fans. 4. Coaches should abide by the Coaches’ Code of Conduct. 5. It is the duty of the coach to see that the roster, all contract forms, and a birth document for all youth participants are delivered to the Recreation Department by the stated deadline. After submitting roster, it is the coach’s responsibility to contact the Recreation Department prior to his/her team’s first game to insure all players have proper documentation. Proper documentation for all players must be turned in to PCPRD by 5:00 p.m. of game day. 6. The coach shall see that the every player has adequate insurance. 7. Coaches must be 18 years of age by October 16, 2014.

5. ROSTER, ENTRY FEES, LATE FEES-DEADLINES 1. Total entry fees and rosters are due July 17, 2015. Teams will not be accepted in to the league without entry fee and roster. If a team drops out after the entry deadline they will forfeit their entry fee. The coach must submit original player contract forms (NO FAX). The contract forms must be filled out completely with names, addresses, telephone numbers, and signatures (parent if under 18 years of age). Player Contract Forms are due in the office before 5:00 pm on the day of the first game. 2. It is the coach’s responsibility to contact the Recreation Department prior to his/her team’s first game to insure all players have proper documentation.

6. ELIGIBILITY 1. Each league team will be limited to 12 players. 2. A participant who registers with a team and plays his/her first game with that team is bound to that team until he/she is released by the team’s manager/coach. A player that is released by a team and registers with another team must sit out the next game that his/her new team plays. 3. To be eligible for the play-offs a player must be on the roster before 5:00 p.m. on August 18th. A player can be added to the roster after these dates and play the rest of the regular season, but not the tournament. 4. Any team found guilty of using ineligible players will forfeit all games in which the player has participated. No written protest is necessary. 5. Only amateur players and teams are allowed to compete in the matches. 6. Birth documents and parent signatures will be required for all youth sports participants. No participation without it. Penalty: Forfeit match. 7. Adult and Youth NON-RESIDENT RULE 1. All participants who are not Person County residents will be charged a $30.00 (adult), $20.00 (youth, age 18 and under), non-resident fee per sport or activity or a fee of 50% greater than resident fee (whichever is less).

7. STARTING TIME AND SCHEDULE CHANGES 1. No cancellation of games except for death. After schedules have been completed teams may switch game times/locations with another team. All teams must contact the Recreation Department to notify the Athletic Supervisor. Games will not be rescheduled by Athletic Staff. 2. Forfeit time is five (5) minutes after match time for the first match. After the first match, forfeit time will be match time. After the grace period has expired the match will be forfeited to the opposing team. The scorekeeper will be the official timekeeper. 3. Tournament games will begin immediately following the conclusion of the regular season. 4. For games that need to be made-up, coaches have 24 hours after they are called or by 5:00 p.m. the next working day to let us know if they cannot play on the make- up date.

8. PROTESTS 1. No protests in Adult leagues are accepted with the exception of player eligibility. Questions on player eligibility do not require a written protest and may be addressed to the Recreation Deparment. 2. Protests on matters of judgment as rendered by an official will not be considered. Protest on eligibility or interpretation of the rules will be heard. 3. The manager or acting manager of the protesting team shall immediately notify the head officially that the game is being played under protest. The head official shall in turn notify the official scorekeeper and opposing manager, if possible. The protest will be recorded in the official scorebook. The protest will not be recognized unless the officials are notified at the time the play under protest occurs. A protest arising on a game ending play may be filed until noon the following day at PCPRD. The written protest, supporting documentation and a protest fee of $50.00 CASH must be submitted to the Recreation Department in writing by noon of the next working day. The opposing manager/coach will be notified if protest is submitted. 4. If the protest is valid, the $50.00 fee will be refunded. If the protest is not valid, the $50.00 will go into the general revenue fund. PCPRD has the responsibility of deciding on protests. Final decisions are made by the Director. 5. Decisions on protests involving regular season games will be made within three (3) working days after the day it is received. Decisions on protests involving tournament games will be made within one (1) working day after it is received.

9. EQUIPMENT 1. Tennis shoes are required. 2. All teams must furnish their own uniforms with jerseys alike in color and high school regulation printed numbers. Players on the same team cannot wear the same number.

10. DISCIPLINARY ACTIONS ***SEE RULES OF CONDUCT NOTE: A suspension includes not being allowed to participate, not being allowed to attend any function sponsored by the Person County Parks and Recreation Department and not being allowed to be a spectator at events. No player or coach shall be permitted to address persons of another team, whether by name, number, or position for the purpose of harassment. If such abuse or any other flagrant violation of the spirit of good sportsmanship takes place, the umpire shall warn the offending team, and if the abuse continues, he/she may declare the game forfeited. Flagrant abuse is grounds for protest by the team being attacked.

11. AWARDS Given to the regular season champion, tournament champion, tournament runner-up and sportsmanship. 12. RULES 1. Season ties will be handled as follows: 1. Two Way Tie- The team with the better record in head to head competition between tied teams will get the high seed. If the teams involved split in head to head competition, the two teams will draw. 2. Multiple ties- Pairing will be drawn. 2. Tournament Play: A double elimination tournament will be scheduled at the end of the regular season. 3. A team forfeiting (due to not enough players at site to begin match) three (3) matches will be dropped from the league. 4. Teams must call every Friday to book a practice for the following weekend. We will know longer be booking practices for the entire season. If you do not show for one weekend you will not practice the following weekend. 5. No smoking or any tobacco products in the gym. No advertising of tobacco or alcohol products on uniforms. 6. For all leagues: Rally scoring will be used for each game of a match. The first two games will be played to 25 points. If a match should reach a third game, the third game will be played to fifteen (15), instead of twenty-five (25). Two time-outs are still awarded to each team and the winning team still has to be two (2) points ahead. Exception: All tournament matches will be played to twenty-five (25), including third game of tournament matches.

*****Person County Parks and Recreation reserves the right to change or amend these rules during the course of the season if it is deemed for the benefit of the program.

Miscellaneous Information…

--Season will start on August 3rd. Games will be played at Huck Sansbury and if needed Olive Hill. Games will be played on Mon, Tues, and Thurs.

--Schedules will be ready on July 24th. Due to the overwhelming number of playing requests that we have encountered in the last year we will no longer be honoring requests given. You will play on Mon, Tues, and Thurs.

--Please note on your paperwork if you can do double games in a single night.

--Tournament will start immediately after regular season.

--Season will be a ten game season with a double elimination tournament.

--Teams do need to have the same color of shirt with visible numbers.

--You are allowed to switch game times/dates with opposing teams but you MUST have approval from the Athletic Department.

--We will not be booking practices for volleyball until Monday July 13th for the weekend of July 18th.
