V. ACCOMPLISHMENTS AND PROJECTS INITIATED

In Tourism

Showcased the tourism offerings of Central Luzon in Intramuros, Manila on December 5-15, 2008 with the cooperation of the seven provinces of the region each one exhibiting their tourist attractions, products and other services in vivid photographs and craft demonstrations

Initiated the 1st North Philippines Tourism and Travel Fair, November 14-16, 2008 at SM City Clark with the support of the tourism regional offices of CAR, Region I and II and the Central Luzon Tourism Council in cooperation with the Philippine Exhibits and Themeparks Corp

Helped organized and promote the Clark- Cebu-Clark domestic flight operation of Cebu Pacific Airways, Inc. via Diosdado Macapagal International Airport effective October 26, 2001 to 2002 which resulted in the operationalization of the Clark airport - domestically

Initiated in 2001 the organization of the Pampanga Tour Guide Association and reorganization of the Asociation of Travel Agencies of Pampanga as part of the marketing campaign for the Cebu Pacific flight operation in Clark; assisted in the organization of the North Philippines Tourism Council composed of local travel executives and tourism officials in Regions I, II, III and CAR

Initiated in 2001 the conduct of a series of seminars on Tourist Reception and Tour Guiding Techniques cum Mabuhay Host Program in the provinces of Pampanga, Bulacan and Nueva Ecija in preparation for the operationalization of Clark as a major gateway to the North Philippines

Initiated the 1st Mt. Pinatubo Millennium Trek on November 30, 1999 with over 150 participants taking part in the historic ascent to the crater of the world-famous volcano and contributing some PhP100,000 to the local host community of Sta. Juliana in Capas, Tarlac. Since then the trekking activity has become an annual event of the regional office

Organized and still operates the community-based Mt. Pinatubo Ecotourism “Kabuhayan sa Turismo” Project in Brgy. Sta. Juliana, Capas, Tarlac in May 1999 to present that generated income and livelihood for the host community as a result of its being the gateway to the crater of Mt. Pinatubo. The project adopted the theme “Better quality of life thru travel and tourism”. Some 300 local host residents benefit from the influx of tourists to their community as mountain guides, porters, souvenir makers, tricycle/jeepney drivers, homestay participants and volunteers

Was honored with an award by the ASEAN Tourism Association (ASEANTA), based in Singapore, for the ASEAN Best Conservation Effort on January 25, 2002 in Yogyakarta, Indonesia during the annual ASEAN Tourism Forum on January 21-28, 2002

Was honored with a Kalakbay award (as Best Ecotourism Product) for its Mt. Pinatubo Ecotourism “Kabuhayan sa Turismo” Project from the Department of Tourism on December 7, 2001 in Malacanan Palace with President Gloria Macapagal Arroyo and Secretary Richard J. Gordon giving the trophy to the Sta. Juliana Tourism Council, Inc.

Was honored with a Gold Award by the Pacific Asia Travel Association (PATA) as the Best Ecotourism Project in the Asia Pacific for its Mt. Pinatubo Ecotourism “Kabuhayan sa Turismo” Project during its golden jubilee conference on April 7, 2001 in Kuala Lumpur, Malaysia with Secretary Richard J. Gordon receiving the trophy for and in behalf of the regional office; the story of the same project was made part the association’s Best Tourism Practices Paper which was distributed worldwide; the World Tourism Organization (WTO) also made the project part of its own publication called Compendium of Best Sustainable Tourism Practices Worldwide

Participated in the celebration of the 10th anniversary of the eruption of Mt. Pinatubo on June 15, 2001 thru an essay-writing contest initiated by Phivolcs entitled “My Life with Pinatubo Volcano/Eruption Experience Story Contest where Director Ronaldo Tiotuico won 2nd place

Initiated the Millennium Countdown called Salubong ng Kapampangan sa Bagong Milenyo, September 23 – December 31, 1999 at the Bayanihan Park, Clark Field, Pampanga, to usher in the advent of the new millennium Provided technical assistance in 1999 to Mary Help of Christians School in Mabalacat, Pampanga in establishing a travel technology course for indigent students

Participated in the opening of the Expo Pilipino – a tribute to the country’s 100-years of independence from Spain- on June 12, 1998, Clark Field, Pampanga under the leadership President Fidel V. Ramos

Helped organized in 1999 the regional delegation to the USA Discovery Sales Mission where local tourism officers and stakeholders in Central Luzon participated – then under the leadership of Secretary Gemma Cruz Araneta

Spearheaded in 1998 the development of the first-ever digitized interactive CD-ROM on travel and tourism in the Philippines and Central Luzon which saw the production of some 1,000 CDs for distribution to all tourism-related offices and individuals – here and abroad; developed the first tourism-related regional homepage in the Internet

Initiated the 1st Mt. Pinatubo Crossing on February 2, 1998 via Clark Field where three American balloon pilots tried and succeeded in flying a hot-air balloon across the 2.5 kilometer crater lake of Mt. Pinatubo – a feat for the first time made possible under unpredictable weather; a beautiful postcard was produced to commemorate the historic event

Participated in the organization of the 1st Florikultura/Gardens of the World international exhibition held on February 11-21, 1998 at Paskuhan Village, San Fernando, Pampanga under the leadership of then Secretary Mina T. Gabor

Participated in the Hong Kong Sales Mission to promote the Clark- Hong Kong flights via Clark International Airport, February 13-17, 1998 in cooperation with the local travel trade community

Participated in the promotion of the Clark-Taiwan inaugural flights via Clark International Airport on September 4, 1998 with the support of TransAsia Airways, Inc.

Participated in the annual conference of the World Tourism Organization as chairman of the press and media relations held on May 17-21, 1997 at the Holiday Inn – Manila; participated in the World Tourism Leaders Meeting (WTLM) on May 22-23, 1997 at the Philippine Plaza, Manila

Initiated in 1997-98 the establishment and operation of tourism sub-offices in Clark and Subic to provide services to local and foreign tourists traveling via the two major international gateways

Initiated in 1996 the organization of the Association of Travel Agencies of Pampanga (ATAP) and the Hotel and Restaurant Association of Pampanga (HARP) as partners in the growth and development of the local tourism industry

Initiated the 1st Philippine Hot-Air Balloon Festival in February 1994 under the leadership of then Secretary Mina T. Gabor where some 28 international balloon pilots from all over the world took part in a festival of air sporting events in Clark Field, Pampanga. Since then the festival became an annual event of the tourism department

Institutionalized the organization of the Central Luzon Tourism Council in 1994 composed of members of all provincial, municipal and city tourism councils and tourism officers throughout the region which resulted in the conduct of an annual regional tourism assembly

Organized in 1994, in cooperation with the Mt. Pinatubo Commission, the Mt. Pinatubo Ecotourism Program which helped Pinatubo victims in the town of Botolan in Zambales, particularly the indigenous community of Aetas, promote their resettlement sites as travel destinations (e.g. Loob-bunga, Poonbato and Baquilan resettlement sites)

Initiated in November 1994 the first Pinatubo Trek to the slopes of the volcano via the Sapangbato gateway with the support of media members, government officials and photographers; event was later featured in various international magazines such as Action Asia, Mabuhay, among other notable publications

Initiated in 1993 the promotion and marketing of Central Luzon as an interesting destination for ecotourism and adventure travel (e.g. Mt. Pinatubo in Zambales, Mt. Arayat in Pampanga, Biak-na-bato in Bulacan as well as the caves in the region); pioneered the conduct of the Mt. Pinatubo Travel and Study Program designed to help in the rebuilding of lives thru travel and tourism; initiated the building of a Mt. Pinatubo Interpretive Museum at Paskuhan Village, San Fernando, Pampanga where vivid photographs and video clips of the 1991 eruption were depicted for students to visit

Spearheaded the Heritage of Man Conference ’93 – a seminar/workshop for the improvement of the quality of lives of culture-laden population, particularly the Aetas of Zambales Caused the printing and distribution of thousands of Pinatubo Postcards – the proceeds of which were channeled to a welfare fund for the Pinatubo victims in Pampanga and Zambales

Initiated in 1993 the conduct of a series of medical missions for the benefit of the Aeta communities in Pampanga with the support of the travel trade sector

Spearheaded the search for the Most Outstanding Tourism-Oriented Establishments in Angeles City in May 1983 – a project which spurred the facelifting and renovation of tourist facilities in the city

Pioneered the 1st Angeles City Hotel and Restaurant Association (ACHRA) Sportsfest ’83 for the benefit of members of the association

Was instrumental in earning the distinct honor of being the Top Grosser in the collection of licensing fees for three consecutive years (1979-82) which resulted in the granting of a plaque of appreciation from the then Ministry of Tourism

Initiated in 1978 – 82 the conduct of Seminar/Workshops for Bellboys and Foodhandlers in the hospitality industry to upgrade and professionalize the delivery of basic services in hotels and restaurants in the region and at the same time provide livelihood/jobs for fresh graduates

In Community Service

Initiated a project dubbed as “Kabuhayan para sa PWDs” in May 2008 where some fifty (50) persons with hearing impairment were given livelihood in bakeshop business complete with a small building for their daily operation at the grounds of Angeles Elementary School in Brgy. Pulungbulu, Angeles City. Donations were acquired from a Chinese businessman and philanthropist named Chin Ho.

Acquired donation of more than 100 computer (IBM) units from ABC Hotel in January 2008 which were entrusted to some ten (10) public elementary and high schools in Angeles City and Bataan for their computer literacy program

Initiated and chaired the conduct of the Search for Outstanding Government Offices (SOGO) in 1995 under the auspices of the Central Luzon Association of Regional Officers (CLARO); the regional office won the 2nd place award

Initiated the conduct of a Membership Survey on the profile of members of the Angeles City “Kuliat” Jaycees, Inc. in 1983 – the results of which were used as benchmark information for planning and management of the Jaycee’s community projects Initiated the first Public Dialogue for all political candidates running for the National Assembly in 1984 for a more honest and clean elections

Participated as member of the screening committee for the Search for Ten Outstanding Public Elementary School Teachers (TOPEST) in Angeles City, July 1995

Initiated the conduct of a multi-sectoral crisis management workshop composed of leaders of various civic-oriented organizations in Pampanga to deal with the Gulf War – related problems in January 1991

Initiated the conduct of Project Phoenix which brought together members of the Angeles City “Kuliat” Jaycees, Inc. and solicit cash and material contributions from the public during and immediately following the catastrophic eruption of Mt. Pinatubo in June 1991; the project saw the collection of a record high of P300,000 in three days time

Initiated the conduct of a series of seminars on soap-making, crispy dilis-making and banana chips-making for out-of-school youth and residents of Sta. Teresita, Angeles City, April 1991

Appointed as convention director for the 43rd Philippine Jaycees National Convention for October 11-13, 1991 to be held in Angeles City – but was eventually transferred to Manila due to the eruption of Mt. Pinatubo
