Athens Technical College Board of Directors Meeting Minutes Athens, GA

January 20, 2009 10:30 A.M.

CALL TO ORDER/WELCOME Chair Frank Christa called the meeting to order at 10:30 AM welcoming everyone to the January Board Meeting.

SPECIAL PRESENTATION Mr. Christa asked Andrea Daniel to introduce the guests and the program for the January meeting. Topic: “Adult Learning Center, Dr. Janie Rodgers, Executive Director of Adult Education and Dr. Katherine Allen, Adult Education Instructor”. Ms. Daniel introduced Dr. Janie Rodgers who spoke about Dr. Katherine Allen. Dr. Allen has been an Adult Education instructor in Taliaferro County since 1999.

Dr. Allen presented on the new Adult Learning Center being built in the City of Crawfordville in Taliaferro County. In September, 2005, the center received $500,000 in HUD funds for a new building. The building will be 3,240 square feet and will be completed in March, 2009. The center will offer GEDs, technical certificates of credit and dual enrollment classes. The center will continue its partnership with East Central Georgia Department of Labor to offer construction classes.

Dr. Allen thanked Dr. Tydings for her strong letter of support and Ms. Daniel for her help.

APPROVAL OF MINUTES Mr. Christa called for approval of the November minutes for the Local Board. After reviewing, Don Fortson made a motion to approve the minutes and Bill Cabaniss seconding the motion with the remainder of the board in agreement. Local Board Meeting January 20, 2009 Page 2 of 5

The minutes were approved with no changes or corrections.

COMMITTEE REPORTS

STUDENT AFFAIRS/INSTITUTIONAL ADVANCEMENT Dr. Tydings announced that Ms. Andrea Daniel is now the Vice President of Student Affairs. Her position as Vice President for External Affairs was eliminated in an effort to save money. She will continue to administer Adult Education and the Athens Tech Foundation. Mr. Dan Smith will be handling marketing and public relations.

Ms. Andrea Daniel gave the board members a newspaper article regarding the naming ceremony of the Dr. Kenneth C. Easom Building.

Ms. Daniel gave the board members a newspaper articles from the “Athens Tech Gives Back Day”. Over eighty employees from the college volunteered at the Northeast Georgia Food Bank. The college collected over 2,000 pounds of food.

Donations: Ms. Daniel thanked Mr. Stephen Felker, Jr. and The Felker Family Foundation for their donation. A donation of $100,000 was made by Mr. Frank Coggins for the Elberton Technical and Industrial Building.

Ms. Daniel updated the board members on the church bus purchase. The Chipman-Union Foundation donated $60,000 for the purchase of a church bus for transporting students to and from the Greene County Campus. We have received the first installment of $15,000 and a church bus has been purchased. There will be remaining funds to cover insurance, maintenance and a driver.

Ms. Daniel introduced Ms. Tara Wolfe, the new Director of Institutional Advancement.

Events: “Puttin on the Ritz”, February 24, a culinary fund raiser in conjunction with Paul Cramer and The Classic Center.

Ms. Daniel announced that student enrollment for Winter Quarter is the largest it has ever been with a little over 3,900 students enrolled.

FINANCE AND ADMINISTRATION Ms. Kathryn Thomas provided information to the local board regarding the Budget Amendments. There are roll over funds in Adult Education and Perkins. The DHR Training Center Grant funds began in October, 2008 and will run through September, 2009. There is an extension in the Walton County Adult Education WIA funds. The amendments were approved with Stephen Felker, Jr, making a motion for approval and Vince Dooley seconding the motion with the remainder of the board in agreement. Ms. Thomas presented the Financial Report as of December 31, 2008.

Ms. Thomas reported there were no audit findings this year. Board members received a copy of the audit by mail.

INSTITUTIONAL EFFECTIVENESS Mr. Smith discussed the Alumni Outcomes Survey. This survey pertains to job related outcomes which include job satisfaction, salary, and institutional impact. There was a response rate of 26%. Almost 50% of our graduates are starting out with salaries over $30,000.

Mr. Smith discussed the IPEDS report. The college is embarking on a strategic planning process which benchmarks us against other institutions. The report is automatically generated in comparison with thirty-one other institutions in eight states. Our student enrollment is higher than others in our peer group due to the programs we are offering and our diverse population.

Mr. Smith handed out a survey for the board members to fill out. The survey is part of the strategic planning process so the college can receive feedback on its strengths and weaknesses and what it should look like in 2015.

OFF-CAMPUS OPERATIONS Dr. Siefferman spoke about the “Athens Tech Gives Back Day.” The Elbert County campus collected 441 pounds of food.

Some of the employees at the Elbert County campus sponsored a family in need for Christmas through the Salvation Army.

Dr. Siefferman updated the board members on the truck driving modular building for the driving range. It will be delivered by the end of February and setup should be complete by the end of March.

A 200 foot well has been drilled on the Elbert County Campus which is producing around 100 gallons of water per minute. The water will be for drinking and supplying the restrooms in the modular building. Permits have been obtained to install a septic system.

Elbert County High School and Middle School students toured the Elbert County campus in November and December.

Faces of the Future Survey results were good. Results showed 94% of the people surveyed would recommend Athens Technical College; 6% (10 students) had no opinion; and no one said they would not recommend the college. Local Board Meeting January 20, 2009 Page 4 of 5

The Washington-Wilkes Chamber of Commerce Annual Meeting is this week and the Hart County Chamber of Commerce Annual Meeting and banquet is next week.

PRESIDENT'S REPORT Dr. Tydings updates:  Governor Perdue’s Budget for the Technical College System of Georgia for 2009 - The budget recommendation is $343.06 million which maintains the 8% reduction we currently have. There is $17.5 million for enrollment growth which is the first time in history we have received this. The budget also includes $134.575 million in new capital outlay which includes $20.09 million in new building equipment, $14 million for obsolete equipment and $20 million for minor repairs and renovations. These are the highest amounts ever recommend by a Governor for our system.  Tough Choices Tough Times is a publication that addresses national education. Mr. Charles Knapp, former President of the University of Georgia, and Mr. Dean Alford, who is on our State Board of Directors, was appointed by the Governor to study the publication. The draft outline of recommendations is for secondary school teachers to be prepared in a core subject and the pedagogy skills to be taught by technical colleges. Learning how to teach is part of workforce development and technical colleges should be preparing teachers with the pedagogy of learning how to teach. Any two year associate degree offered in the State of Georgia will no longer be taught at a Board of Regents facility but will be taught at the Technical College System of Georgia level. This will build a Technical and Academic College System of Georgia.  We received the Career Academy grant.

FURTHER BUSINESS Mr. Christa brought before the board a motion made by the committee for the naming of the Elberton Technical and Industrial Building in honor of Mr. Frank Coggins. He has made many contributions to the college including donating the land the Elbert County Campus is on. He has contributed $200,000 to the Elberton Building and made calls to ensure everything was on track with the building.

I would like to suggest the naming of the Elberton Technical and Industrial Building for Mr. Frank Coggins. Mr. Frank Coggins has contributed a lot to the community and to the college.

Motion was made by Don Fortson for approval and Stephen Felker, Jr. seconding the motion with approval by the remainder of the board for submission to the state board for the naming of the Elberton Technical and Industrial Building for Mr. Frank Coggins. ADJOURNMENT Being no further business, Chair Christa adjourned the meeting with appropriate motion and second at 11:40 a.m. Lunch was served immediately following the meeting.
