MINUTES

I. Welcome and Call to Order Pledge of Allegiance and verbal roll call.

II. Approval of Agenda Kami Sabetzadeh requested Wildomar Liaison City Council be added to the Agenda as Discussion Item E and Heritage Park to the Committee Reports under Item D (Trails/Parks Committee). Discussion Item D was changed from Perret Park to Perret Park - Spanish Signs and Memorial Monument. Barbara Dye motions that PAC approve the Agenda with changes. John Garrett seconds the motion. All in favor, the Agenda is approved as amended.

III. Approval of Minutes Under Discussion Items A (Transportation), Barbara Harrison clarifies that her main concern was not the flashing lights but the hard fixed signs that do not correspond with the flashing lights at Butterfield Elementary School. Barbara Dye reports that Barbara Harrison should contact Paul Russell with Transportation in regard to the signs. EDA would like to correct the first sentence under Action Item A (Grand Avenue Improvements). The minimum amount was changed from $200,000 to $20,000. Barbara Dye motions to approve the minutes as corrected. Barbara Harrison seconds the motion. All in favor, the minutes are unanimously approved.

IV. Action Items

A. Adelfa Pump EDA requested a portion of the first sentence of the Adelfa Pump Status Report be removed, which states “as shown in the attached figure” because there is no attached figure to reference. Jeff George would like clarification on the source of

1 the $600,000 requested by the Water District EDA explains that there were discussion on the amount of funds from RDA. Originally, The amount was $1.2 Million.

Barbara Harrison expressed concern over the decreasing value of property which directly affects the amount of money available to the PAC. Barbara would like to evaluate the funds available and the funds being spent by the PAC.

A discussion was held regarding the cost and necessity of the Leaps Project. Some members are unhappy with the results of the Leap Project and are requesting additional information regarding the use of funds for the Adelfa Pump project. It was suggested that a representative of the Water District attend to speak to the PAC.

B. Membership Barbara Harrison motioned to have Charlene Cleary removed as a PAC Member due to the number of her absences. Barbara Dye seconds the motion. All is in favor, the motion was unanimously approved.

V. Discussion Items

A. Transportation No discussion pertaining to this subject at this time.

B. Community Center EDA reports that Wildomar City Council needs to review who will contribute and handle the operations of the Community Center. EDA asked the PAC to consider sending out a survey to Lakeland Village residents to get opinions on whether the residents want a community center, and if so which amenities they are interested in. It was decided that this discussion be continued to next month’s PAC meeting.

C. Fire Station EDA reports that the 4.7 acre property, which is located in the City of Wildomar off of Wesley and Palomar, was appraised high at $4m. EDA is currently waiting for direction from the supervisor’s office due to the recent incorporation of Wildomar. Kami would like to stay in contact with the City of Wildomar regarding the Fire Station.

D. Perret Park Signage and Memorial Monument Barbara Dye reports that the Lakeland Village Neighborhood Association is presenting a letter to Robert Caliva to give to Supervisor Buster regarding the Paul Bailey Memorial Monument. The Lakeland Village Neighborhood Association is requesting a Dedication Ceremony at Perret Park for the Paul Bailey Monument and Trail. They are requesting this to be done as soon as possible and that it should be done on a Saturday at 9:00 AM. They would like for Supervisor Buster to attend the dedication. All that they feel is needed is water and that it is advertised in The Press Enterprise and The Californian. The

2 Lakeland Village Neighborhood Association will bring ice and the coolers. Barbara Dye will need to be notified several days in advanced so that the plaques can be mounted the day before. Barbara reports that at an informal dedication for the families, a few people made suggestions for Perret Park. They suggested volley ball poles and net on the sand area which is something that adds to the park and is inexpensive. Another suggested that funds are made for Perret Park to have bricks engraved with names that can be posted along the sidewalk and along the gazebo. A fundraiser was suggested.

Barbara Harrison questions if the left over funds for Perret Park can be used for the Spanish signs. EDA responds that those particular signs were provided by the City of Lake Elsinore. The City must be contacted to see if this will be an issue or not and whether the signs must be done in Spanish.

E. Wildomar Liaison City Council Kami offers to volunteer as a Wildomar Liaison. Barbara Harrison adds that as long as Kami is going to the meetings, then that would be best. Barbara motions to create a Wildomar Liaison Committee and that Jeff George, Richard Heil, and Kami Sabetzadeh will be on the committee. Barbara Dye seconds the motion. All are in favor and the motion is passed. Wildomar City Council Liaison is permanently placed as Committee Reports F. Wildomar City Council Liaison.

VI. Committee Reports

A. Flood There are no further updates at this time.

B. Graffiti Debra Zubak-Wolar has been passing out flyers for the Graffiti Busters. Barbara Harrison inquires how to get a hold of the Lake Elsinore Graffiti Busters. Debra responds that the best resource is the Wildomar Voice and they have a contact for Graffiti Busters.

C. Facades John Garrett followed up on the issue of the Ly’s Gas Station lights that Barbara Dye had brought to PAC’s attention. As a result, John sent a link to the Façade group for full cut of lighting that confirms to our standards. EDA reports that the architect was hired by the owner and EDA picked up extra costs. Barbara reports that the owners are inquiring about the benches and the trash cans.

D. Trails/Parks Committee Kami states an additional meter could be installed due to the lack of water and the $9,000 connection fee could possibly be waved. The meter would be for watering the lawn. EDA will follow up with this matter.

Barbara Dye noted that the Regional Trail was approved on the 2003 General Plan and questioned why they must wait for the revised plan. EDA recommended this should be a listed as a Discussion Item at next month’s meeting.

E. New Land Development

3 Barbara Dye reported that the Planning Department has denied a housing project for 151 homes.

VII. Information Items The Lake Elsinore Elks Lodge Groundbreaking will be held on July 12, 2008, at 11 am. The VFW Grand Opening will be held on June 28, 2008 at 11 am.

VIII Setting Items for Next Meeting Kami requests that surveyor information for Lakeland Village will be available at next month’s meeting. An EVMWD representative will also be present. EDA requested that the PAC members consider not meeting in the month of August. EDA suggested that the members decide at the next PAC meeting.

IX. Public Comment A resident reported that during the July 1st City Ceremony there will be an unveiling of banners for 3 young men who gave their lives in Iraq.

X. Adjournment The Next PAC meeting will be held on July 16, 2008 at 7:00 pm. Barbara Dye motions to adjourn, JoAnn McCracken seconds, all in favor, motion passed.
