Town of Catskill Planning Board Planning Board Meeting January 10, 2017 7:00 PM Catskill Town Hall

Present:, Chairman-Joe Izzo, Reid Mower, , Charles Holtz, Larry Federman Tom Decker ( Alternate), Kevin Conklin, Secretary Patricia Case-Keel.

Absent: Larry Federman, Dan Arshack, Vice Chairman-Harry Sacco.

Joe Izzo opened the meeting with the Pledge of Allegiance to the flag.

NEW BUSINESS: OPEING OF PUBLIC HEARING AT 7:00 pm

Public Hearing Opens -Special Use Permit SUP-1-2017 North Mnt. Game Farm LLC104 Haines Rd. Catskill.

Chairman Joe Izzo opened the Public Hearing for Special Use Permit SUP-1-2017 North Mnt Game Farm LLC, Catskill. The Notice of Public Hearing was published in the Daily Mail on February 22, 2017 and February 23, 2017 The Planning Board Secretary read the notice of Public Hearing.

NOTICE OF PUBLIC HEARING The Town of Catskill Planning Board will hold a Public Hearing on application Special Use Permit SUP-1-2017pursuant to Section 160-10 of the Town of Catskill Zoning Code to allow Development of a shooting range on lands owned by North Mnt. Game Farm LLC located at 104 Haines Rd. Tax Map # 152.00-2-13. The Public Hearing will be held on the 14th day of February, 2017 at 7:00 PM , at the Town Hall located at 439-441 Main Street, Catskill, NY. to allow public comment on the above application. The application is open for inspection at the Planning Board Office located at 439 Main Street, Catskill, New York between the hours of 8:00 a.m. and 4:00 p.m.

The applicant had submitted the receipts from the certified mail.

Mr. Izzo stated this application had been sent to the Greene County Planning Board as part of the 239 Review requirements .The County did respond and indicated that the County Planning Board did not have a quorum therefore the County made no recommendations. Also this application was sent to the Town of Cairo since the parcel is on the Border line of the Town of Catskill and the Town of Cairo, but the Town of Cairo has not responded.

Mr. Izzo asked if there are any questions or comments regarding SUP-1-2017.

Warren Heart is the Director of Economic Development for Greene County. Mr. Heart stated he had reviewed the application and did have an opportunity to speak with the applicant. The County did not have a Quorum and could not take action but the staff report did want to recommend an approval for this application. He would like to speak in favor of this application on behalf of his office of Economic and Development and Tourism and Planning. Just a couple thoughts he wanted to share and have put into the record. He believes this will be a beneficial use for the County and is consistent with the efforts his office makes towards hunting, fishing, shooting and sportsmen in this County. The Greene County Sportsmen Federation works hard to promote supporting activities in the County that also advertises to attract hunting and fishing and sportsmen. This area has that upstate culture, with land that allows activities such as this use to take place .It will be an economic benefit to the County, its an economic opportunity for a facility like this , which he understands there are not may facilities like this in the North East and has the potential to attract users and the results of people coming to the County using the facilities , staying at hotels and buying local services. He believes there is a unique opportunity for a business to come in and grow into something that could be an economic benefit to the County.

There were no other questions or comments.

Mr. Sacco made a motion to close the Public Hearing for SUP-1-2017, seconded by Mr. Holtz

Review of SEQRA Subdivision SUB-1-2017 Frank Dovigh Rt. 32 Catskill.

Chairman Joe Izzo read aloud part 1 and part 2 of the EAF for SUB-1-2017.

The Board discussed the factors on the EAF form Part 2 for Frank Dovigh SUB-1-2017 with all answers being of no significant impact.

Mr. Holtz made a motion to accept this SEQR Negative Declaration for Frank Dovigh SUB-1- 2017, seconded by Mr. Decker.

Ayes 6 Nays 0, Absent, 2, Motion Carried.

NEW BUSINESS

OPENING OF PUBLIC HEARING AT 7:30PM

Public Hearing Opens -Subdivision SUB-1-2017 Frank Dovigh Rt. 32 Catskill.

Chairman Joe Izzo opened the Public Hearing for Subdivision SUB-1-2017 Frank Dovigh Rt 32 Catskill. The Notice of Public Hearing was published in the Daily Mail on February 8, 2017 and February 9 2017 The Planning Board Secretary read the notice of Public Hearing.

PLEASE TAKE NOTICE, the Town of Catskill Planning Board will hold a public hearing in accordance with Town Law § 276 and the Town of Catskill Subdivision Regulations on February 14, 2017 at 7:30 PM at Town Hall, 439-441 Main Street in the Town of Catskill, to consider a two lot minor subdivision of land located on Rt. 32 Catskill, proposed by Frank Dovigh. Written and oral comments will be accepted until the close of the public hearing. Mr. Izzo asked if there were any questions or comments regarding SUB-1-2017. There were no questions or comments.

Mr. Sacco made a motion to close the Public Hearing for SUB-1-2017, seconded by Mr. Conklin.

Ayes 6, Nays 0, Absent, 2, Motion Carried.

Public Hearing Closed at 7:31 PM

OLD BUSINESS:

Subdivision SUB-1-2017 Frank Dovigh Rt. 32 Catskill.

The applicant was not present at this night’s meeting but was represented by Gary Harvey. The applicant has submitted a final plat.

The Board reviewed the plans.

Mr. Mower made a motion to accept the plat submitted for SUB-1-2017 seconded by Mr. Izzo.

Ayes 6, Nays 0, Absent, 2, Motion Carried.

Mr. Izzo read aloud a resolution adopting SUB-1-2017.

Mr. Izzo made a motion to adopt the resolution approving SUB-1-2017 Roll Call Vote :

OTHER BUSINESS:

The Board discussed recommending Bridgett Hendricks to fill the position as an alternate Planning Board member .

Mr. Mower made motion to recommend to the Town Board, Bridgett Hendricks as an alternate Planning Board member, seconded by Mr. Izzo.

Ayes 6, Nays 0, Absent 2, Motion Carried

Mr. Holtz made a motion approving the meeting minutes of January 10, 2017 as written, seconded by Mr. Izzo.

Ayes 6, Nays 0, Absent 2, Motion Carried.
