SUBJ: MILPAY Application for VA Readjudication of Nehmer Claims

Purpose

This letter establishes Compensation and Pension (C&P) Service policy for employees who will access the inquiry-only database of Defense Finance and Accounting Service (DFAS) military payments for Veterans identified under Nehmer.

Background

The military payment (MILPAY) information in the database consists of retired, severance, separation, and readjustment payments for Veterans who served on active and/or reserve duty in the United States Army, Navy, Air Force, or Marine Corps. The database inquiry displays specific military payment amounts and the associated effective dates. All data in the MILPAY application is static in nature and spans from March 1985 to May 2010.

Instructions

The MILPAY application is accessible through the VBA intranet and supported under VBA Common Securities. Veteran-specific military payment information may be searched in the database by using a Veteran’s social security number. MILPAY access is restricted to VBA Veteran Service Center employees only.

Field users must request access through their local ISO before they can access the database. VA Form 20-8824e will be used to request and approve new, updated, or deleted access for sites that are not currently using the Common Security Employee Manager (CSEM). VA Form 20-8824e supersedes all previous PDF versions; however, the Office of Field Operations and Region 5 encourage the use of CSEM. CSEM was implemented via VETSNET release VR7 on June 28, 2010, and it replaced the paper VA Form 20-8824e. Page 2

The MILPAY application became available on December 6, 2010 and is accessible on the intranet at https://milpay.vba.va.gov.
