We have also successfully conducted remedial investigations and soil and groundwater remediation projects throughout the country. Environmental Site Assessments Whether a Phase I Environmental Site Assessment, a subsurface investigation or an asbestos survey, CBRE’s team of Environmental Professionals and technicians provide a comprehensive range of environmental assessment services that fit our client’s needs. For the lender, our quick turnarounds and pragmatic approach to Phase I Environmental Site Assessments insure a satisfactory closing. For the property owner, our subsurface investigations, remediation expertise and client advocate approach provide cost effective solutions to your environmental challenges.

Phase I Environmental Site Assessments CBRE conducts Phase I Environmental Site Assessments (ESAs) in accordance with American Society of Testing Materials Practice E-1527. Typically, our ESAs are enhanced with a screening for ASTM non-scope items such as asbestos, lead based paint, vapor intrusion, mold and radon. The following is conducted as part of our ESAs:  Research of regulatory agency records, historical property and adjacent property use, and the review of geological and hydro-geological data.  Site reconnaissance of the site and nearby properties  Interviews with local regulatory officials/individuals with specialized knowledge of the asset  Preparation of reports which include observations, findings, conclusions and recommendations

Phase II Environmental Site Assessments In the event that subsurface contamination is suspected, CBRE conducts Phase II Environmental Site Assessments ranging from soil and groundwater screenings to comprehensive soil and groundwater testing and the preparation of remedial action plans.

Site remediation means many things to many people: removing pollutants from soil or groundwater, addressing leaking underground or aboveground storage tanks, cleaning up active industrial facilities, or restoring abandoned (Brownfield) sites for redevelopment. Each situation presents a unique scenario of technical and regulatory issues that must be balanced in the most cost-effective and practical manner.

We offer a full arsenal of investigative tools and analytical techniques for modeling the transport of contaminants in soils, groundwater, surface water, sediments and air, and, where appropriate, use risk-based assessment techniques to evaluate the impact of such contaminants.

To mitigate organic and inorganic chemicals in the subsurface, our geologists, hydrologists, chemists, and environmental engineers go beyond traditional “dig and haul” strategies, if warranted. By employing innovative in-situ approaches, such as barrier technologies, chemical oxidation, bioremediation, and phytoremediation, we can help you reduce costs, site and operational disturbances, and shorten the clean-up schedule. CBRE has extensive hands-on experience with Fenton’s Reagents, a chemical oxidation method, successfully cleaning-up numerous sites. Our regulatory specialists are well-versed in programs such as CERCLA (Superfund), RCRA and state- level rules so they can ensure your site’s compliance with standards and assist in negotiated voluntary cleanups. Asbestos Surveys and Abatement Throughout the past 20 years, CBRE has established itself as an industry leader in the field of asbestos assessment, management, testing, consulting, and abatement. We have successfully completed thousands of asbestos surveys and have designed and managed hundreds of abatement projects.

CBRE helps building owners and managers meet their regulatory requirements to test suspect materials for asbestos prior to renovation or demolition activities. To ensure quality, our certified professionals perform investigative field work in accordance with USEPA, AHERA and state and city level protocols. Following field and laboratory work, CBRE provides a comprehensive report of findings that includes asbestos locations, sample results, quantities, material condition, potential for disturbance, and cost estimates for removal.

CBRE obtains competitive prices from abatement contractors, and our project managers ensure that the work is properly performed. CBRE provides turnkey asbestos management services from testing and investigation, to the development of drawings and specifications, contract preparation and solicitation, and project monitoring through final clearance air testing and project close-out. Our drawings and specifications provide contractors with project requirements and a well-defined scope of work, ensuring success while minimizing change orders.

CBRE coordinates and manages all aspects of asbestos abatement projects. Before abatement work begins, CBRE ensures that the containment and decontamination facilities are properly constructed. During the project, the CBRE project monitor conducts required air monitoring and observes the contractor’s activities to ensure that the work is properly performed. Once abatement is completed and before the containment is removed, the CBRE project monitor performs a visual inspection and conducts an aggressive clearance air monitoring to ensure the area is safe for re-occupancy and will obtain regulatory closure.

For most buildings with asbestos, the EPA recommends the development of an asbestos operations and management program to communicate the locations of asbestos to appropriate parties and train building employees on how to work safely around asbestos-containing materials.

Our asbestos operation and management program manual includes:  Written procedures for working safely on or around asbestos  A copy of asbestos survey report, should such a survey exist  Asbestos notifications  Emergency response procedures and contacts  Asbestos warning signs for posting in maintenance areas

Zoning Compliance CBRE’s staff of land use professionals and researchers has completed thousands of zoning analyses nationwide on behalf of lenders, law firms, real estate brokers, title companies, and property owners. Although we serve a wide range of clients with differing needs, all of our clients receive the same high level of service, attention, and expertise on every assignment. Our staff is ready and able to help you identify and resolve potential zoning or regulatory issues in order to facilitate a timely closing.

CBRE’s zoning and regulatory compliance analyses are an important component of the due diligence process, which can be purchased as a standalone product or to complement our Property Condition Assessment and Phase I Environmental Site Assessment services. Throughout the past 35 plus years of providing commercial real estate due diligence services, CBRE has developed an extensive database of municipal contacts allowing us to expeditiously obtain required information in an efficient manner.

Additionally our nationwide presence and use of either direct contact or overnight mail allows us to timely obtain site specific and general zoning information from even the most unresponsive municipalities.
