Section 011000 General Requirements

SECTION 011000 – GENERAL REQUIREMENTS

1.1 RELATED DOCUMENTS A. General provisions of the Contract, including General and Supplementary Conditions and other Division 1 Specification Sections, apply to this Section. 1.2 WORK COVERED BY CONTRACT DOCUMENTS A. Project Identification: Project consists of demolition of metal halide fixtures and installation of new LED fixtures which meet energy standards. 1. Project Location: Army Aviation Support Facility (AASF), Buckley Air Force Base, Aurora, CO. 2. Owner: Colorado Department of Military and Veterans Affairs 6848 S. Revere Parkway Centennial, CO 80112. B. Project Coordinator: Mr. Michael Jaurrieta has been appointed by Owner to serve as Project Coordinator Phone: 720-250-1456. C. Definition of The Work: Remove existing fixtures, mount and electrically wire LED fixtures at AASF in Aurora, CO. It is necessary that the lights meet the specifications listed in the Scope of Work. Work will also include any necessary changes to the building electrical system and structure which may be updated by new work on lights.

1.3 CONTRACT A. Project will be constructed under a State of Colorado Contractor’s Agreement Design/Bid/Build Revision 7/2012 contract. The General Conditions of the Construction Contract, Revision 7/2012 (State Form SC-6.23) apply. The owner reserves the right to self perform or separately contract some of the work.

1.4 WORK SCHEDULE A. Normal work hours at the site are from 6:30AM to 5:00PM, Tuesday thru Thursday except for Holidays. Contractor may schedule work outside of these hours with the owner upon written permission.

1.5 WORK SEQUENCE A. The work shall be conducted in single phase. 1. Phase: Work of this phase shall be substantially complete and ready for occupancy within 60 days of the Notice to Proceed, plus fifteen (15) days to final completion. 2. No more than two (2) Hangar Bay areas shall be unusable due to construction at any one time.

1.6 WORK UNDER SEPARATE CONTRACTS A. General: Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract or other contracts. Coordinate the Work of this Contract with work performed under separate contracts.

1.7 USE OF PREMISES A. General: Contractor shall have limited use of premises for construction operations. B. Use of Site: Limit use of premises to work in areas indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated. 1. Owner Occupancy: Allow for Owner occupancy of Project site. 2. Driveways and Entrances: Keep driveways, loading areas, and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. a. Schedule deliveries to minimize use of driveways and entrances. b. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site. 3. Limit construction operations to those methods and procedures which will not adversely and unduly affect the working environment of the Owner's occupied

Page | 1 spaces, including noise, dust, odors, air pollution, ambient discomfort, poor lighting, hazards and other undesirable effects and conditions. 4. Disruptive operations: Noisy and disruptive operations (such as use of jack hammers and other noisy equipment) shall not be allowed at times that will disrupt the Owner’s existing operations. a. Schedule and coordinate such operations with Owner. b. Upon notification from Owner, cease operations which are, in the opinion of the Owner, disruptive to operations. Schedule such operations as described above. 5. Power Outages: Do not interrupt power, lighting, plumbing, telephone and HVAC services to occupied areas. Coordinate and schedule any required utility outages with the Owner at least 7 days in advance of the outage; have Owner's approval. C. Use of Existing Building: Maintain existing building in a weather-tight condition throughout construction period. Repair damage caused by construction operations. Protect building and its occupants during construction period.

1.8 OWNER'S OCCUPANCY REQUIREMENTS A. Partial Owner Occupancy: Owner will occupy the premises during entire construction period, with the exception of areas under construction. Cooperate with Owner during construction operations to minimize conflicts and facilitate Owner usage. Perform the Work so as not to interfere with Owner's operations (e.g. when aircraft is stationed in a bay where work is planned on being performed). Maintain existing exits, unless otherwise indicated. 1. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Owner and authorities having jurisdiction. B. Owner Occupancy of Completed Areas of Construction: Owner reserves the right to occupy and to place and install equipment in completed areas of building, before Substantial Completion, provided such occupancy does not interfere with completion of the Work. Such placement of equipment and partial occupancy shall not constitute acceptance of the total Work. 1. Owner will prepare a Notice of Substantial Completion for each specific portion of the Work to be occupied before Owner occupancy. 2. Obtain a Certificate of Occupancy from authorities having jurisdiction before Owner occupancy. 3. Before partial Owner occupancy, mechanical and electrical systems shall be fully operational, and required tests and inspections shall be successfully completed. On occupancy, Owner will operate and maintain mechanical and electrical systems serving occupied portions of building. 4. On occupancy, Owner will assume responsibility for maintenance and custodial service for occupied portions of building

1.9 CODE AND REGULATORY REQUIREMENTS A. All work shall comply with the following codes, and all other applicable codes and regulations adopted by the State of Colorado and Buckley Air Force Base: 1. International Building Code (IBC) – 2012 Edition. 2. International Mechanical Code (IMC) – 2012 Edition. 3. International Plumbing Code (IPC) – 2012 Edition. 4. International Fuel Gas Code (IFGC) – 2012 Edition. 5. International Energy Conservation Code (IECC) – 2012 Edition. 6. International Fire Code (IFC) – 2012 Edition. 7. National Electrical Code (NEC) – 2011 Edition.
