CONNELLSVILLE AREA SCHOOL DISTRICT BOARD OF EDUCATION REGULAR BOARD MEETING –JULY 16, 2008

Minutes of the regular meeting of the Board of School Directors of the Connellsville Area School District held in the Connellsville Area Senior High School, 201 Falcon Drive, Connellsville, Pennsylvania, on Wednesday, July 16, 2008, at 7:00 PM.

An executive session was held at 6:00 p.m. prior to the meeting.

CALL TO ORDER The meeting was called to order by the President, Francis Mongell at 7:00 p.m.

ROLL CALL James Fabian Denise Martin Kevin Lape Francis Mongell Loretta Lint

Blocker, Detwiler, Harvey and Zadylak were absent.

Others present included Superintendent Duncan, District Administrators Chrise, Clawson, Cunningham, Lembo, Marko, Omatick and Parlak, Building Administrator Bosnic and Kanaan, Solicitor Cordaro, two reporters and approximately forty concerned citizens.

MOMENT OF SILENCE/PLEDGE OF ALLEGIANCE A moment of silence was observed and followed by the Pledge of Allegiance, led by President Mongell.

MINUTES OF PREVIOUS MEETING President Mongell called for approval of the minutes of the June 25, 2008, meeting, whereupon motion was made by Mrs. Lint and seconded by Mr. Fabian to approve said minutes, a copy of same having been previously received by all board members and distributed to all buildings. The following voted in favor: Fabian, Lape, Lint, Martin and Mongell.

TREASURER’S REPORT President Mongell called for approval of the Treasurer's Report, whereupon motion was made by Mrs. Lint and seconded by Mr. Fabian to approve said report, having same spread upon the minutes. 1. PRESENTATION

Jeff Straub, Crabtree, Rohrbaugh & Associates Project Manager, spoke to the board regarding CACTC renovations and construction.

PUBLIC COMMENT Tim Martin, Marching Band Director, thanked the board for their support last year and asking for their support for the upcoming school year.

Troy Golden, Dunbar resident, spoke to the board regarding the CACTC project and announced that he is the president of the Better Education for Students and Taxpayers (BEST).

Mari Grace Butela, Dunbar Twp. Tax Collector, spoke to the board regarding the loss in taxes for WalMart and Laurel Mall and her concerns for the House Bill 2704.

REPORT OF DEPARTMENTS:

Motion was made by Mrs. Lint and seconded by Mr. Lape to approve the following supplemental contracts for the 2008-2009 school year, contingent upon receipt of a “signed” contract no later than one month after issuance, including the posting of the positions if the contingency is not met:

Motion was made by Mr. Lape and seconded by Mr. Fabian to approve the resolution authorizing the homestead and farmstead exclusion real estate assessment reductions for the Connellsville Area School District’s fiscal year beginning July 1, 2008, under the provisions of the Taxpayer Relief Act (Act 1 of 2006) The following voted in favor: Fabian, Lape, Lint, Martin and Mongell.

Motion was made by Mr. Lape and seconded by Mr. Fabian to approve the resolution designating First Commonwealth Bank, Indiana, Pennsylvania as a depository for the Connellsville Area School District and that the persons serving in the capacities of President, Vice-President, Treasurer and Secretary be authorized to open and operate one or more deposit accounts, and enter into Cash Management Agreements and Securities Sold Under Agreement to Repurchase Agreements, if allowed by law, in the name of the Connellsville Area School District. SUPERINTENDENT’S REPORT I wish to report to the Board of Directors that Mrs. Robin Martin, elementary principal, is recuperating from an accident, which resulted in an injury to her foot, and Mr. Ron Keefer is in the Conemaugh Valley Memorial Hospital in Johnstown because of need for by-pass surgery.

Staff members received training on the new Apple computers today. These computers will replace the desktop units.

I want to commend Mr. Omatick and his staff as well as all our administrators for their efforts making adjustments for the proposed reconfiguration.

Although we were unable to accomplish the restructuring of our district for this year, it is imperative that the board and community work together to accomplish this task in the near future. We need to start this year looking at the feasibility of renovating our senior high school.
