2 Williamsburg Collegiate Charter School School Safety Plan & Emergency Procedures 20013-20014 INTRODUCTION Williamsburg Collegiate considers emergencies and violent incidents very serious occurrences and treats these events expeditiously. The School Safety Plan is designed to address the needs of our particular school, our urban location, and the young ages of our students. The State of New York has enacted the Safe Schools Against Violence in Education (SAVE) law. Williamsburg supports the SAVE legislation and intends to diligently abide by the recommendations put forth in the legislation.

BUILDING INFORMATION Williamsburg Collegiate Charter School is located at 157 Wilson Street, Brooklyn NY. The school shares space with PS 16 in a 110,000 square foot, five-story facility that runs the entire block of Wilson Street between Bedford and Lee Avenues. Williamsburg Collegiate occupies the 4th and 5th floors. The building has three stairwells (one central, one on the North wing of the building, and one on the South wing of the building).

4 Williamsburg Collegiate Charter School School Safety Plan & Emergency Procedures 20013-20014 A) PURPOSE

The Williamsburg Collegiate Charter School Safety Plan was developed pursuant to Education Law §2801-a and 8 NYCRR §155.17. The Principal initiated the development of this plan and appointed the Director of Operations to ensure the Plan’s implementation and execution.

The Charter School Safety Plan addresses a broad range of major emergencies. The objectives of the plan are to:  Protect the safety and welfare of students, employees and staff;  Provide for a safe and coordinated response to emergencies;  Protect the School’s facilities and properties; and  Enable the School to restore normal conditions with minimal confusion in the shortest time possible.

B) IDENTIFICATION OF SCHOOL SAFETY TEAM (Appendix B) The Director of Operations is designated as the primary contact for Williamsburg Collegiate Charter School. When the Director of Operations is away, the Chain of Command is followed. Please see Appendix A.

Every member of our staff is integral to the overall safety of our school. The School Safety Team consists of those listed on the Chain of Command, a parent, and select teachers. During the 2013-14 school year, WCCS will serve students in 5th through 8th Grades. Therefore, our students are participants in the Plan but not contributors. The WCCS Board of Trustees appoints this team

In addition, PS 16 has a Chain of Command and Emergency Response Team Assignments of its own.

C) CONCEPT OF OPERATIONS The initial response to any emergency will be a process of information gathering by the Principal in conjunction with members of the Chain of Command for coordination of efforts and communication purposes. Staff members who are not explicitly members of the Chain of Command will supervise students. Local, county, and state police, fire, and other emergency personnel will be enlisted as deemed necessary by circumstances.

The Principal is recognized as the person-in-charge and is expected to remain at the determined command site, Williamsburg Collegiate’s main office located at 157 Wilson Street in Brooklyn, NY. All communication is to be coordinated through the Director of Operation’s office via the school’s main number, (718) 302-4018.

The Director of Operations should adhere to the following protocol in the event of protective action:

 Take control once informed of emergency situation;  Gather information and make appropriate decisions; 5 Williamsburg Collegiate Charter School School Safety Plan & Emergency Procedures 20013-20014  Order evacuation if necessary;  Contact appropriate law enforcement authorities as necessary;  Turn control of emergency situations over to law enforcement as required;  Test the emergency response procedures on an annual basis; and  Meet with local government official to seek advice and assistance.

The Director of Operations is responsible for crime scene security until relieved by law enforcement officials. No items shall be moved, cleaned or altered without prior approval from the appropriate law enforcement agency. However, said security should in no way preclude the rescue and aide of injured persons.

The School Safety Plan will be ready for use should an emergency occur, and a copy including floor plans will be made available for crisis response and fire and law enforcement officials.

D) PLAN REVIEW AND PUBLIC COMMENT Pursuant to Commissioner’s Regulation 155.17, the School Safety Plan will be available for public comment at least 30 days prior to its adoption. In addition to distributing this plan to our school community, WCCS will hold a public hearing that allows for the participation of school personnel, parents and any other interested parties.

The WCCS Board of Trustees must formally adopt the Charter School Safety Plan after approval by the NYSED. The Board of Trustees must submit complete copies of the Charter School Safety Plan and any amendments to the NYSED within thirty (30) days of their adoption. A copy of the Charter School Safety Plan and any amendments thereto must also be filed with the appropriate local law enforcement agency and state police within thirty (30) days of their adoption.

The Building-level Emergency Response/School Safety Plan is an iterative, living document that will be reviewed, modified and updated to comply with current best practices in school safety. The Charter School Safety Plan is reviewed periodically during the year and must be maintained by the Building- level School Safety Team. Many of the components of the Plan will be treated as confidential while the non-confidential components will be shared with the public. The required annual review must be completed on or before July 1 of each year after its adoption by the Board of Education.

A complete copy of the Charter School Safety Plan will be located in the Main Office at 157 Wilson Street in Brooklyn, NY. It will remain confidential per Article 6 of the Public Officers Law.

The school is prepared to effectively coordinate with the wider community in the event of a large scale emergency.

7 Williamsburg Collegiate Charter School School Safety Plan & Emergency Procedures 20013-20014 A) PREVENTION AND INTERVENTION STRATEGIES

Program Initiatives  Williamsburg Collegiate Charter School is a “sweat-the-small-stuff” school with an extended school day and year. Our families make a commitment to a rigorous academic program that can only be implemented in a safe and disciplined environment.  The Principal and Director of Operations monitor behavior and intervene as appropriate. They promote positive student behavior and orchestrate the WCCS character education program. They rely on their collective experience in student behavior managements.  WCCS employs a full time Dean of Students who serves as a behavior interventionist. The Dean of Students promotes positive student behavior, orchestrates the school’s character education program, and handles all discipline situations. The Dean of Students has extensive experience in student behavior management.  WCCS provides character education, both formally and informally, throughout the school day. Students learn from both their peers and teachers. In addition, advisory classes are taught by WCCS faculty. Advisors cultivate the values and emotional maturity that WCCS students will need to be successful in college. Every advisor develops a close relationship with their students. Students have regular check-in appointments with their advisors and parents speak with advisors at least biweekly.  All students are encouraged to approach any staff whenever they are concerned about their safety, especially if it involves violence or an emergency situation.

Training, Drills and Exercises  Staff will receive appropriate training in emergency procedures on a regular basis.  The Safety Team will conduct building-wide fire/evacuation drills twelve times throughout the school year. Each drill will be followed by a meeting of the Safety Team to assess necessary improvements/alterations. WCCS will periodically conduct a test of the Safety Response plan for sheltering or early dismissal. Transportation and communication procedures will be included in the test.  Williamsburg Collegiate will periodically conduct a test of the Safety Response Plan for sheltering or early dismissal. Transportation and communication procedures will be included in the test.  WCCS will also conduct tabletop exercises with local emergency responders to ensure all emergency procedures are practiced.  WCCS issues a copy of the AED Site Response Plan to all employees. A complete copy is stored in the Main Office. In addition, WCCS conducts regular, unannounced drills to practice AED training.  WCCS will conduct three bus drills per every academic year. The first drill will be conducted within the first five days of school. The second will be conducted between November 1 and December 31 of the fall term. The third will occur between March 1 and April 30 of the spring term. The bus drills will adhere to the requirements of NYSED.  WCCS has established relationships with local police, fire and emergency agencies and officials. At least once a year, the Chain of Command meets with emergency responders

In addition, the Director of Operations has the contact information for designated police, fire, EMT and hospital liaisons.  During the annual meeting with local law enforcement officials, the Director of Operations will distribute floor plans and evacuation maps. The maps will reflect any changes to the interior and exterior of the school building (e.g., change of room numbers, new fire doors, etc.) and surface changes to the surrounding properties and roadways.  A School Safety Agent covers the front door of the school anytime students are in the building. Staff members are a constant presence in our hallways. All visitors are identified before entering the building and sign in once inside. Fingerprinting and background checks have been conducted on all staff upon hiring.  See Appendix C for WCCS floor plans.

Guidelines for Fire Drills  All students and staff in the school must obey fire drill signals and regulations;  Equal emphasis should be placed on evacuating the school in a quick and orderly fashion. No running or horseplay shall be tolerated;  Fire drills shall be conducted under varying circumstances at varying hours and at unannounced times to simulate actual emergency conditions (e.g. one exit should be blocked by closing off the exit area during the fire drill);  Ringing the fire bell is the usual signal for a drill. However, staff and students should be aware of alternate procedures in case of a bell system malfunction. Alternate signals, such as classroom bells, public address announcements, hand bells or messengers, may be used;  Instructions involving fire drills and evacuation paths to be used shall be posted in every classroom, auditorium and cafeteria;  The fire drill is not complete until all students are out of the building or in holding rooms; and  Teachers shall bring with them attendance information to ensure the safe evacuation of all students.

Protocols for Sheltering-In  There will be time when the appropriate response to a disaster may require that emergency responders direct WCCS students and staff to remain in the school building. This process is referred to as “sheltering-in.” This requires the School Safety Team to identify a location in the school building where students and staff can congregate that is: o In a hallway and away from windows and glass; o In an area that is isolated and where ventilation can be turned off, if needed; or o In an area that is lower than the first floor and away from the main entrance of your school.  In addition, WCCS will conduct period tests of the Safety Response Plan for sheltering or early dismissal. Transportation and communication procedures will be included in the test. . School Safety Personnel 9 Williamsburg Collegiate Charter School School Safety Plan & Emergency Procedures 20013-20014 A School Safety Agent (SSA) employed by the New York City Police Department (NYPD) will be posted at the main entrance of Williamsburg Collegiate. In addition, the Principal, Director of Operations and other staff members are a constant presence in the Williamsburg Collegiate hallways and stairwells. The SSA for the school building is Officer Nancy Coleman and Agent Idaree Nelson. SSA Nancy Coleman and SSA Idaree Nelson can be reached at 718-782-5352 x 1000.

It is the duty of the SSA to work in conjunction with the administrations of Williamsburg Collegiate and PS 16 to maintain order and safety. The SSA must report any untoward incident to the School Safety Division Operations Center (718-730-8800).

All agents have the following duties and responsibilities: 1. To conduct themselves in a professional and courteous manner at all times; 2. To prohibit students from remaining at their posts for extended conversations; 3. To remain at their assigned posts until relieved by authorized personnel or instructed by a SSA Level III and/or school administrator to respond to an immediate security situation; 4. To refer all students and/or intruders picked up for infractions will be referred to the proper school’s administration; 5. To report untoward incidents to all untoward incidents to the SSA Level III; 6. To call or radio appropriate reports in a timely manner; 7. To escort all intruders to the SSA Level III and/or appropriate school administrator; and 8. To call for backup and/or assistance when necessary.

Visitor Control Procedures  Upon entering the school building, all visitors must proceed directly to the SSA’s desk. The visitor must present valid identification and sign the Visitor Log. The visitor will then report directly to WCCS’s Main Office.

 If a visitor fails to provide proper identification or refuses to sign in, the SSA must call the WCCS Main Office for explicit permission and may deny entry. In the event that a visitor does not proceed directly to the WCCS Main Office, the visitor must be addressed and may be escorted out of the building. If a parent is not allowed in the school building, the parent may drop his/her student with the School Crossing Guard; however, this parent is not otherwise permitted on school property.

Other School Safety Implementation  Every WCCS staff member is fingerprinted following their hiring. In addition, every staff member is subjected to a background check.

Vital Education Agency Information  Williamsburg Collegiate utilizes PowerSchool, a school information system, designed to store extensive information regarding students and employees. PowerSchool tracks our

10 Williamsburg Collegiate Charter School School Safety Plan & Emergency Procedures 20013-20014 student population, number of staff and key contact information. The ATS system (Automate the Schools) developed by the New York City Department of Education tracks our transportation information.

B) EARLY DETECTION OF POTENTIALLY VIOLENT BEHAVIORS Williamsburg Collegiate Charter School teachers and staff receive an extensive amount of professional development training, which aides them in identifying and addressing any behavior or emotional issues students may face. Regularly scheduled meetings with teachers provide ample room for staff discussion of any issues as they arise.

Williamsburg Collegiate Charter School employs a full-time Social Worker who interfaces with parents to ensure students are equipped to succeed in school. She also acts a liaison to the wider community and it is her responsibility, along with the Dean of Students, to notify the faculty of any potential behavior problems. The Principal, Dean of Students, and Social Worker work collaboratively to inform parents of the school’s efforts to maintain a violence-free community.

C) HAZARD IDENTIFICATION The following list of potential hazards exists around Williamsburg Collegiate Charter School:  PS 16  Broadway  Bedford Avenue

In conjunction with the inception of the Charter School Safety Plan, the WCCS Director of Operations, with the assistance of the Custodial Engineer, School Safety Agent and local emergency officials, will identify sites of potential emergency. On an annual basis, the Director of Operations and the Building-level School Safety Team will work to identify both internal and external hazards that may warrant protective actions, such as maintenance, warnings, removal, evacuation planning, etc. The Building-level School Safety Team will train proactively, practicing table-top exercise and live drills.

WCCS reassesses annually its emergency and evacuation plans (e.g., hazards, route, space, capacity). The School reviews this information with local law enforcement to ensure that both school property and evacuation sites are safe and equipped for students and staff in the event of a real emergency.

12 Williamsburg Collegiate Charter School School Safety Plan & Emergency Procedures 20013-20014 A) NOTIFICATION AND ACTIVATION (INTERNAL AND EXTERNAL COMMUNICATIONS)

In the event of an emergency, the Director of Operations, the Principal, or any other appropriate staff member will notify local law enforcement officials via 911.

New York Police Department and New York Fire Department – 911

Any adult in the school building can call 911 in the event that a person needs immediate medical attention or his/her condition appears life threatening.

In the event of an emergency or threatening event, the Director of Operations or his designee will activate the Safety Plan and the appropriate local authorities will be contacted. Methods of communication within Williamsburg Collegiate include: personal contact, telephone, PA system, cellular telephones, email, and two-way radios.

Notification regarding early dismissals and/or emergency evacuations will be disseminated to the local media via the Director of Operations. The Director of Operations and the Principal or their designee will manage all other internal and external communications with the media and other outlets. No employee of Williamsburg Collegiate should provide information to the media during or after an emergency unless they have received explicit permission from the Director of Operations and Principal. Parents, guardians and persons in parental relations will be contacted via telephone by teachers and other WCCS staff in the event of an actual emergency. Updated parent contact sheets will be printed out and ready for use in an emergency situation.

The Principal or his designee will notify parents in event of a medical emergency or serious injury to a student.

B) SITUATIONAL RESPONSES

Multi Hazard Response Identification of Potential Emergencies

Williamsburg Collegiate believes that multi hazard emergencies could potentially fall into one of the following three categories:

a) Natural Disasters – hurricanes, severe winter storm, earthquake, floods b) Man Made Disasters – plane crash, chemical or hazardous material spill c) School Disasters – acts of violence, terrorism, fire, explosion, flooding, or toxic substance release in school

13 Williamsburg Collegiate Charter School School Safety Plan & Emergency Procedures 20013-20014 Identification of Responses to Emergencies a) Early Dismissal – In the event of an emergency, students may be dismissed from school early to ensure their safe departure from the building and travel to their homes. While it can be difficult to coordinate transportation for early dismissals with little advance notice, the Director of Operations will coordinate with the New York City Department of Education and the Office of Pupil Transportation Services to expedite transportation services. Early dismissal will only be utilized as a response to an emergency if it is determined that all students will reach their homes safely. In the event of early dismissal parents will be notified by local media outlets, and when possible, by phone. b) Evacuation – It may be appropriate to evacuate the school in an emergency. Evacuation is the optimal response to fire, toxic threats, explosions, some acts of violence, earthquakes or when ordered to do so by law enforcement officials.

There are three stairwells available for evacuation on the 4th and 5th floors. The most direct stairwell is located next to the main office, room 401, and leads directly to the main entrance, auditorium, and cafeteria. The main entrance to the school is located on Wilson Street, between Bedford Avenue and Lee Avenue.

In the event that this stairwell is unsafe or not accessible, there are two additional stairwells accessed on the 4th and 5th floors. The middle staircase located next to room 408 also exits to Wilson Street, between Bedford and Lee. The middle staircase located next to room 405 exits to Taylor Street between Bedford and Lee (back of school, next to the playground area).

Additionally, the auditorium has two exits. The left-hand door exits to Wilson between Bedford and Lee and the right-hand door exits to Taylor between Bedford and Lee.

The Director of Operations will determine if the school needs to be evacuated and the Director of Operations and the Principal or their designee will announce a “Code Red.” Teachers will bring their class rosters and count their students before leaving the building and once they reach the designated safe area. Teachers will notify the Director of Operations and the Principal immediately if students are missing. The Director of Operations and the Principal or their designee will notify local emergency response teams/law enforcement of the emergency. No one will be permitted to re-enter until an “all clear” has been given by the Director of Operations. c) School Closing – School is closed or delayed in opening only when severe weather or other emergency prevents opening the school safely. Williamsburg Collegiate follows the same closing or delay schedule as the New York City Department of Education. Depending on the seriousness of a given emergency situation, school may be closed for a designated period of time in order to ensure that the learning environment may be restored to safety. Parents and students will be notified of school closings via local media outlets.

14 Williamsburg Collegiate Charter School School Safety Plan & Emergency Procedures 20013-20014 d) Shelter in school – There may be an emergency situation in which it is safer to have students remain in the school past normal school hours rather than evacuating or sending students home. The Director of Operations or his designee will give explicit instructions as to where students should be located. Teachers will be responsible for their classes and will be held accountable for all students under their supervision.

Response to Acts of Violence: Implied or Direct Threats Teachers and staff at Williamsburg Collegiate will receive professional development training in conflict resolution and de-escalation of potentially dangerous situations.

The Principal and the Director of Operations will be notified immediately of all implied or direct threats. The level of the threat will be determined through information gathering and the Director of Operations and the Principal or their designee will contact local law enforcement officials if necessary. The situation will be closely monitored and appropriate adjustments will be carried out as necessary until the threat has dissipated or local law enforcement officials have taken control of the situation.

Responses to Intruder or Other Building Emergency Situation  The school’s administrative team will be made aware of an emergency or stranger in the building or on campus. The administrator in charge will investigate the situation and determine the extent of the threat.  If deemed appropriate, the administrator in charge will signal staff, through the use of the telephone intercom to lock down the school.  Halls and bathrooms are to be cleared of students.  Students in the cafeteria or gym should remain where they are, with the adult(s) in charge.  Classroom staff should (1) Lock and close their doors (2) Keep students away from windows and doors (3) Maintain absolute silence  The school office contact is responsible to call the authorities for assistance via 911.

Responses to Bomb Threats, Threats of Violence  The receiver of the threat should attempt to get all information possible from the caller/suspect.  Receiver of the threat notifies the Director of Operations or designee who in turn notifies the Chain of Command. In the absence of the Director of Operations, the Chain of Command will be utilized. The Director of Operations will remain in the office to receive further directions. The Principal’s office will be designated as the Command Center.  The Director of Operations will have floor plans, spare room keys and all other security materials. The Director of Operations will initiate (with available staff) a visual search of the hallway for any unusual object. Nothing should be touched. If something out-of-the-norm is found, the staff member will directly report it to the Director of Operations. 15 Williamsburg Collegiate Charter School School Safety Plan & Emergency Procedures 20013-20014  According to police authorities urgent evacuation is NOT normally needed.  Evacuation sites can include the gymnasium, the auditorium, the cafeteria, another building, city streets, or buses. An external evacuation site and routes to it must be secured before anyone is to move to the area. This mirrors the fire drill procedure of street evacuation. We do not have the luxury of bus garages, as we are an urban location.  If and once the evacuation is authorized, the Principal and Director of Operations will lock all doors to the threatened floor. No public access will be allowed.  Once all sites have been secured, the Director of Operations will be notified when to begin the evacuation of the building.  The Director of Operations or designee will announce the evacuation code “Code Red” and evacuation will occur in a prescribed, orderly manner.  Staff should take attendance information and leave the door open, yet locked. Students should take with them only those possessions that they brought to school.  Staff should move students to the evacuation site and remain there for further instructions, as they would in a fire drill.  Maintenance/custodial staff (along with any chain of command staff) will assist police in a room-by-room search. The Director of Operations should remain in the office to receive information.  Public communication about the bomb threat will come from the Principal (or designee) as soon as possible after the conclusion of the incident (4) A letter will be sent home (and mailed later) with the students to explain the event. (5) The staff will receive an email of this letter and, if appropriate, information gained during the threat. Some information may not be divulged due the needs of the law enforcement agencies and their pending investigation. (6) Any information sought by the media will be directed to and given out through the Principal (or designee).  The New York City Department of Education and the State Education Department will be notified of the bomb threat.

Hazardous Chemical/Substance Spill  The Director of Operations (or other designee) notifies the chain of command of the situation.  If warranted, the decision to evacuate the building will be done so by sounding the fire alarm or calling a “Code Red.” Both actions have the same effect. Before an evacuation is conducted, all routes out of the building must be determined to be safe and away from the spill area.  The local Fire Department and New York State DEC will be immediately notified if deemed a problem beyond the reach and expertise of Safety Team.

Fire  The school has fire drill procedures posted in every room, and drills are tested and practiced 12 times annually. Fire drills are standard evacuations that will also

In almost all instances, fire alarms will sound, as a recognized symbol necessitating evacuation.  All staff members are involved in assisting children out of building and to designated stations on surrounding streets. Emergency response staff helps secure the building and leave last. The goal of the school is to evacuate in under 5 minutes.  There are three fire alarms located on both Floors 4 and 5. There are two fire extinguishers on the 4th floor, one located outside of room 401 and one locaed outside of room 417. On the 5th floor, one is located outside of room 509 and.  There are two school AEDs. One is located at the school’s main entrance and inside room 500.

Communicable Diseases  If school personnel find that a student shows symptoms of any communicable or infectious disease reportable under the public health law that imposes a significant risk of infection of others in the school, the student should be excluded from the school and sent home immediately in a safe and proper conveyance. The Director of Operations and/or his designee shall immediately notify a local public health agency of any disease reportable under the public health law.  Following absence on account of illness or from unknown cause, the Director of Operations and/or his designee may examine each student returning to a school without a certificate from a local public health officer, a duly licensed physician, physician assistant, or nurse practitioner.  The Director of Operations may make such evaluations of teachers and any other school employees, school buildings and premises as, in their discretion, they may deem necessary to protect the health of the students and staff.

Acts of Violence Williamsburg Collegiate maintains a zero tolerance policy for violence by students, staff and visitors. Students adhere to a strict Code of Conduct published in the Student Handbook. Child Abuse reporting procedures will be followed for all acts of violence committed against students.

Should an act of violence occur, the Director of Operations and/or his designee will determine the severity of the situation. The immediate threat area will be isolated and the school will be evacuated if necessary. The level of the threat will be determined through information gathering and the Director of Operations or his designee will contact local law enforcement officials if necessary. The situation will be closely monitored and appropriate adjustments will be carried out as necessary until the threat has dissipated or local law enforcement officials have taken control of the situation.

Shooting  Notify the appropriate school administrator and the SSA;  Follow the Intruder Procedures as outlined in the School Safety Plan ;  Director of Operations, in conjunction with the NYPD SSD, decides if building evacuation should occur; 17 Williamsburg Collegiate Charter School School Safety Plan & Emergency Procedures 20013-20014  Director of Operations must notify the EIC – (718) 935-3210;  Evacuate the school building adhering to exit routes as outlined in the School Safety Plan;  Floor Wardens, as appointed per the School Safety Plan, shall assist in the evacuation with the exception of the contaminated/damaged area;  Floor plans should be readily available in the WCCS Main Office, Custodial Engineer’s Office, Security Office, gymnasium, auditorium, library and neighboring schools;  School Safety Team should identify means of communication with perpetrator(s), such as land-line telephone, cellular phone, fax or PA system;  Identify the location of perpetrator(s), and if possible their number and names.  School Safety Team should identify location, number and extent of injured. If possible retrieve contact information of injured and notify contacts as necessary;  Director of Operations and SSA will notify respective supervisors and/or arriving agency officials of all pertinent and vital information;  No one is permitted to reenter the school building and/or affected area without authorization from the appropriate agency;  If the school building cannot be reentered following evacuation, students and staff should proceed to the Evacuation Location with attendance information as prescribed in the School Safety Plan  In the event that the school building cannot be reentered, the Office of Pupil Transportation must be contacted for students requiring transportation home. Parents/guardians responsible for meeting their children at school must be contacted about the situation. Staff should remain at the school to direct parents/guardians to the Evacuation Location for pick-up.

Kidnapping  Staff members must always check Emergency Contact Card to ensure that a legal guardian is taking the student from the school building;  Notify SSA and Director of Operations and/or appropriate school leader of suspected kidnapping;  Contact parent/guardian to ensure that student is not, knowingly, with relatives or friends;  Confirm attendance information for the student reported kidnapped;  Follow the Intruder Procedures as outlined in the School Safety Plan;  Director of Operations must notify the EIC – (718) 935-3210;  Director of Operations must call NYPD/SSD Operations Center with any information – (718) 730-8888; and  Director of Operations and SSA will notify respective supervisors and/or arriving agency officials of all pertinent and vital information.

Hostage Situation  The first person aware of the situation will immediately notify the Director of Operations or the Principal and she will notify the police and the School Safety Agent.  The Director of Operations will issue an alert if necessary and isolate the area; 18 Williamsburg Collegiate Charter School School Safety Plan & Emergency Procedures 20013-20014  The Director of Operations will notify the WCCS Managing Director. No response will be given to media until deemed necessary; and  The Director of Operations will turn over authority to the police upon their arrival and assist as requested.

Response Protocols The Chain of Command – Appendix A – will be followed in response to all emergencies. The Director of Operations and the Principal or their designee will ultimately make decisions based on input from School Safety Team.

Arrangements for Obtaining Emergency Assistance from Local Government The Director of Operations and/or his designee will determine what outside agencies to contact given the situation. In emergency situations, 911 will be called and police and/or fire departments will dispatch.

Any adult in the building can call 911 in the event that a person needs immediate medical attention and their condition may be life threatening.

Procedures for Obtaining Advice and Assistance from Local Government Official Upon approval of the Williamsburg Collegiate Charter School Safety Plan by the Board of Trustees, members of the Chain of Command will meet with appropriate officials within Brooklyn to disseminate the plan. The school will identify resources for an emergency from the Red Cross, the Salvation Army, and the New York City Police and Fire Departments.

District Resources Available in an Emergency Williamsburg Collegiate will seek the assistance of the New York City Department of Education when appropriate in emergency situations.

Williamsburg Collegiate will utilize its internal human resources and its relationship with Uncommon Schools, Inc., should an emergency situation occur. 19 Williamsburg Collegiate Charter School School Safety Plan & Emergency Procedures 20013-20014 Procedures to Coordinate the Use of School District Resources and Manpower during Emergencies The Director of Operations or his designee will implement emergency response procedures upon learning of an emergency situation within Williamsburg Collegiate. The Director of Operations or his designee will notify the members of the School Safety Team who will then contact local authorities if appropriate.

The Main Office (Room 401) shall serve as the Command Center in the event of an emergency. If an emergency requires the involvement of police or fire personnel, the School Safety Team will turn authority over to local emergency crews to ensure optimal response.

Protective Action Options Should an emergency occur at Williamsburg Collegiate, the Director of Operations will gather the School Safety Team to formulate an appropriate plan of action following the procedures outlined earlier in this document for confronting and rectifying specific emergency situations.

The Director of Operations or his designee may declare a school emergency and implement the procedures set forth in this document. The Main Office (Room 401) shall become the Command Center and the Chain of Command shall report to the Command Center. The Director of Operations shall remain in charge until local law enforcement or emergency response personnel are on the scene and take command of the situation. The following steps will occur in an actual emergency:

 Take control once informed of emergency situation  Gather information and make appropriate decisions  Order evacuation if necessary  Contact appropriate law enforcement authorities as necessary  Turn control of emergency situations over to law enforcement as required  Test the emergency response procedures on an annual basis  Meet with local government official to seek advice and assistance

21 Williamsburg Collegiate Charter School School Safety Plan & Emergency Procedures 2007-2008 A) DISTRICT SUPPORT Williamsburg Collegiate will support its staff members and students in dealing with an emergency by providing adequate training regarding the identification and prevention of violence as well as training in appropriate responses.

The Director of Operations and Safety Team will review the emergency response procedures for needed modifications and alterations based upon feedback from debriefing sessions.

B) DISASTER MENTAL HEALTH SERVICES Should an emergency occur, Williamsburg Collegiate will enlist the support of community mental health resources for guidance and assistance.
