Community Development Block Grant (CDBG) RFP Program Year 41 (2015 – 2016)

The City of Syracuse Department of Neighborhood and Business Development is seeking proposals for the use of 2015 - 2016 Community Development Block Grant Entitlement Funds. The program year will run from May 1, 2015 – April 30, 2016. Successful proposals must address one of the three areas: Housing, services for vulnerable populations and services for special needs populations. Proposals must also address the community needs outlined in the City of Syracuse’s Consolidated Plan.
Applications for funding are available online at http://www.syracuse.ny.us/Home.aspx and for pick up at 201 E. Washington Street Suite 600. All funding applications are due no later than Thursday, October 30th at 4 PM to the following: City of Syracuse, NBD Attn: Eric Ennis 201 E. Washington Street Suite 600 Syracuse, New York 13202
One application should be completed for each individual program requesting funding. Please do not combine funding requests. All documentation must be submitted with the application by the deadline in order to be considered for funding.
In addition the Department of Neighborhood and Business Development invites you to attend a technical training workshop on how to complete the RFP on September 30th, 2014 in Room 200 of City Hall at 10:00 AM. Funding decisions will be made based on the following timeline of events:
September RFP Release Publically Technical Assistance Workshop’s RAC Committees Assemble
October RFP’s Due to NBD RAC Committees Meet and Deliberate
November / December Consolidated Plan compiled for Release
January DRAFT Consolidated Plan Released for public comment
March Final Consolidated Plan Submitted to HUD for acceptance

Please include information on both the hard and soft costs. Make sure the items that propose to be covered by CDBG are eligible CDBG activities and they meet the objectives set forth in the strategy area. Please include full salary information for personnel costs.
