T183 Requests for Dispensations: None received.

T184 Declaration of Interest: Cllr J. Jenkinson declared that she is a member of SLDC planning committee and a trustee of Ulverston Community Enterprise Cllr B. Rajan declared that he is a member of SLDC planning committee Cllr H. Irving declared that she is a member of SLDC planning committee Cllr J Pickthall declared she is Chair of Ulverston Community Enterprise Cllr J.Harris declared that she is a trustee of Ulverston Community Enterprise and a Trustee of Ford Park Community Group Cllr Jones declared that she is a trustee of Ford Park Community Group Cllr. T185 Town Mayor’s Announcements: The town Mayor had attended the Mayor’s ball at Millom and the Rotary Charter Dinner.

T186 Public Participation: Ian Crowther, LA12 7TT. Mr Crowther commented on the planning application at Robinsons Brewery. And expressed concern in the impact of digging under the site to create an underground car park. He is concerned about the impact this may have on the flood defences in the town.

T187 Minutes: The minutes of the Council Meetings held on 16 February 2015 Cllr Smith requested an amendment in relation to the funding from Cllr Rajan from his allowance which is for the Friends of Lightburn Park not Friends of Ulverston Canal. Proposed Cllr Lister; Seconded Cllr Bishop Rowe. Unanimously approved subject to the amendment.

T188 Updates from the Police: Calls for service are now 18 compared to 21 in February; Crimes, 24 compared to 41 last month; Assaults with injury 7; Assaults without injury 4; 2 offenders yet to be identified, 4 Shoplifting offences in town 3 detected; Calls to the police: Across the NPT 693: Ulverston 151. Community priorities: Rowan Ave, Cherry Tree Avenue and Ford Park. Next Police/Public meeting will be Thursday 9th April.

Questions from councillors:  What action was being taken regarding driving on pavement. The officer said that area in which this was happening was a priority for police. Recordings might be admissible evidence  The police confirmed that the anti-social behaviour around the Croftlands area did not involve damage to property.  The police confirmed that there is a victim support unit –based at Barrow police station.  Members reported vehicles being driven the wrong way up Market Street from Brogden St. This happens many times and is seen at around 8am every morning. The office said police would investigate and potentially request improved road markings.

T189 Town Planning: SL/15/0115 Lantern House, The Ellers, Ulverston. Citrus Lime Ltd Approve. SL/14/1235 Land at Ford Park, Ulverston. Ford Park Approve SL/15/0081 6.The Gill, Ulverston. Ms. Katrina Allison Approve SL/13/0009 Hartley’s Ltd, Old Brewery, Ulverston Robinsons Councillors objected to the development on the grounds that the streetscape would be fundamentally changed by the application as it stands. There is still no confirmation over who would be trading on the site as this would affect the number of deliveries. Councillors felt that the excavation to provide car parking could impact negatively on flooding in the town and not enough work had been done on this issue. 8 against the application. 5 For the application Refused. SL/2014/1220 Kirby Moor Wind Farm Pegasus Group Council unanimously objected to this proposal because of the visual impact on the landscape and damage to the environment.

T190 Correspondence: The clerk read a letter from Mrs Nixon of Benson Street concerned about the impact on parking with the proliferation of buildings being re-developed as flats without space for car parking.

T191 Outside Bodies: Minutes from ATC and St John Ambulance were noted.

T192 Property Naming: Approved and noted.

T193 Freedom of the town for ATC: Following debate it was agree to award the Air Training Corp the Freedom of the Town at an event to be held on the 18 April 2015. Proposed Cllr Jenkinson. Seconded Cllr J. Pickthall. 12 voted in favour. Cllr C Pickthall abstained.

T194 Ulverston Community Enterprise: Update Cllr. J. Pickthall. Cllr Pickthall reported that the UCE has met several times. Members have received a copy of the list of the trustees. She believes that there is a formidable list of skills within the board and they are working closely with SLDC on the negotiating to take over the Coronation hall, market hall and potentially the car parks. The website will be live shortly and the business plan is nearly completed. She reminded the town council that UCE was formed through the town council as a means to attract funding to ensure the future of the towns important assets.

T195 Relocation Committee: Update Cllr. P. Lister. Cllr Lister said it was unfortunate that the council was at the centre of storm concerning the town hall and the coronation hall, which was not of its making. The council’s position is that it will give up its user rights to the town hall, as long as appropriate accommodation is found for the town council by SLDC. He said that this was now narrowed down to two options by the Relocation Committee members. There are other options that are less sound but will be discussed by all members together with the draft leases. The relocation group would like to have an additional meeting of full council, to discuss this single issue to be held on Wednesday 15 April at 7pm in the council chamber. Cllr Lister reminded members of the archive of information from the Urban District Council which was in the attic of the Town Hall, and that the Barrow records office had been informed and would take the information and catalogue it. Cllr Smith requested that the meeting on the 15 April be held in a different venue to enable better discussion of the options but it was agreed that the meeting would be held in the chamber. Cllr Smith felt that the community did not know what was happening and it was important to be clear and open about the process. Cllr Lister said it was unfortunate that the media line on this issue had helped to create this situation. Cllr. Smith’s suggestion was not agreed . T196 Policy and General Purposes. Cllr Pickthall reported that the trackbed footpath is still being pursued; that a further Cycle Summit would be organised shortly and that the medieval market was compromised by other medieval themed event taking place. Following debate it was agreed to adopt the following policies: Publications and Access to Information Policy Recording of the proceedings of the Council Policy

Proposed Cllr C. Pickthall. Seconded Cllr M. Wilson. 8 Voted in favour of adoption, 4 against and one abstained.

Cllr C. Pickthall requested that he withdrawn the Complaints Policy to undertake more work on it.

T197 Finance and Grants Minor Work’s Contact: £500.00 approved, Cllr Lister seconded Cllr Wilson Approved Town lands trust. He urged Council to renew the leases on Gill Banks and Little Hoad.. This was agreed. Ulverston BID. Cllr Lister proposed that the Council vote yes . Seconded: Cllr. C. Pickthall.. Unanimous. War Memororial. Urgent repair work A distinction was made between repair and renovation. We agreed to take a settlement less than originally promised.

Need to appoint signatories for cheques. Cllr Jenkinson Cll J Pickthall. 9.30 on 17.3.2015.

T198 Cllr Smith 18 July Outsiders will perform Alice in Wonderland in Lightburn Park in the summer together with a day of activities. Cllr J. Pickthall. Ulverston in Bloom will be working as part of the March 22nd Community Gardening day – incredible edible project. All volunteers to meet behind the Factory Shop at 10:30 and again at 1:00 p.m. Lunch to be provided by the Catholic Womens’ League at 12:15. The Scouts will be helping. SLDC have called this a spring clean weekend. Grot spots can be cleaned in every ward. For equipment please contact Cllr. J. Pickthall Cllr Jones. Informed members that the Rev Tony Wells was retiring in the summer and that his service should be recognised. It was agreed that this would go on the agenda as a Part II item. Cllr Jenkinson: Dementia awareness event for businesses will be held on Wednesday 18 March in the Coronation Hall ante-room. Buffet lunch is provided. Event finishing at 4pm and those attending will be accredited as a dementia friendly business Cllr. C. Pickthall. Asked that the council’s relationship with the Town Lands Trust be clarified.

T199. Public Participation. Norma Samson LA12 9LD She said that whilst many questions have been answered this evening she was concerned that the general public is frightened about so many issues including the declining market, increasing rents for the coffee mornings, the rumours of the Coronation Hall closing and those complaints and concerns are not always being directed at councillors.

Pat Appleton, LA12 9HZ. Asked what was happening about the notice board at Croftlands. Cllr Smith reported that he was resolving the issue and that he understands a grant had been set aside from the Local Area Partnership.
