Responsible to: Housing Services Manager

Responsible for: All aspects of the Night Shelter Services

Job Purpose

To implement all relevant standards, policies and procedures as directed by the Housing Services Manager To oversee the day to day operations of the Shelter. To adhere to, and work within, Lincolnshire YMCA’s Aims and Purposes and its Mission Statement.

Duties and Responsibilities

To have total responsibility for the smooth running of the Nomad services enabling people to belong, contribute and thrive. Uphold the Aims, Purposes and Ethos of Lincolnshire YMCA at all times.

To lead a team of 10 people and a bank of volunteers, ensuring staff/volunteers undertake their roles working within professional boundaries, relevant standards and meet relevant targets.

To ensure the efficient collection of weekly charges and minimise voids within the targets set by Lincolnshire YMCA.

To lead staff in the maximisation of each individuals entitlement to all benefits and ensure all relevant bills are paid by clients.

To liaise with staff across the ALL YMCA projects, implementing a seamless transition for clients between The Night Shelter, to St Rumbold’s Street and other relevant accommodation, with the aim of moving-on people from the Night Shelter to a more independent living setting.

To ensure the Health, Safety and security of the building including the monitoring/implementation of the alarms, door entry and CCTV systems.

To attend regular meetings with the Housing Services Manager and staff team in order to facilitate the smooth running of all the accommodation and identify developments and training needs.

To liaise with the Housing Services Manager regarding the effective management of the services and the clients residing in the accommodation.

To ensure the accommodation offered is of an excellent standard and all Health and Safety and Equal Opportunities legislation is maintained.

To be part of the ‘ON CALL’ rota in agreement with the Housing Services Manager.

To implement Lincolnshire YMCA’s policies and good practice in line with the Homes and Community Agency’s regulatory requirements.

Night Shelter Project Manager Page 2 July 2016 To oversee the acceptance, referral, interview and licensee process for the Association in accordance with the Association’s Lettings Policies ensuring all Clients are able to access the services of the YMCA and, when needed, appropriate specialist equipment is available for those who require it to enable clients to feel valued in a safe and secure environment.

To liaise with the Maintenance team to ensure the efficient response and repair to all parts of the accommodation.

Liaison with those in allied fields e.g. Housing Advice agencies, Citizens Advice Bureau, Churches, Department of Social Security, Social Services Department, Probation Service, other YMCAs, Local Authority Housing Departments, Careers Department.

To represent the organisation at various meeting within the city and raise its profile by giving period talks and presentations to local groups/Churches/Schools etc.

Work to further the Aims and Purposes of the YMCA.

To carry out any other duties within the scope of the post as directed by Line Manager.

Scope and Limits of Authority

The Project Manager must maintain excellent working relationships, and communicate effectively with, other department heads, staff, volunteers and clients on a day to day basis.

Authority to spend within budget limits up to £250. Anything over this amount to be referred to line manager.

The post holder is required to report anything of significance relating to their work to their line manager.

The post holder will undertake ‘On Call’ as part of a rota system.

Person Specification

Knowledge/Experience

Knowledge and experience of providing support to clients

Knowledge of statutory agencies and benefit provision, with particular reference to, DWP, Housing Benefit

Housing related qualification would be an advantage

Experience of providing supervision to staff

Knowledge and experience of managing Night Shelter staff or a similar kind of service

Skills and Abilities

It is essential that the post holder has excellent inter-personal and communication skills

Experience of Housing rent accounting systems preferable

Ability to be flexible and work unsupervised and to manage staff efficiently

Willing to advocate, encourage, motivate and enthuse staff to support clients to reach their full potential

Be able to demonstrate a passion of working with vulnerable adults with successful outcomes

Able to demonstrate that you are in Sympathy to the Christian Aims and Purposes of the YMCA
