Poleko and Komtechnics Report 2013

Poleko jubilee celebrations finished Next fair in October.

Machines, devices and technologies dedicated to enviromental protection, as well as matters concerning public utilities, were the main concepts of 4-days POLEKO and KOMTECHNICS fair in Poznań halls. Next edition of both events just next year, in October.

For four days Poznań was not only a place, where governing bodies of the enviromental protection sectors has met and where technologies were presented, but also an occasion for discussions about the ways of the branch development. This year POLEKO fair were full of branch events – over 50 different conferences, debates and displays were hold. As part of the POLEKO events, a lot of discussions were held on the main problems and lates solutions in the range of water and wastewater, renewable energy, investment finance, energy efficiency, recycling and waste, as well as air protection and safety. Audience filled the rooms - several thousants of professionals came to Poznań keen to acquire the latest knowledge.

Different views on ecology. On the first day of POLEKO a conference was held with the participation of Marcin Korolec, Minister of Environment, titled „Ecology united with economy.” The conference was the official inauguration of 25th fair edition and started the annual cycle of conferences, which are assumed to harmoniously connect environment protection issues with econimics. The organizer of the event was Międzynarodowe Targi Poznańskie. Except from the Minister of Environment, in debate also spoke:Andrzej Kepel – President of Polish Association of Environmental Protection SALAMANDRA, Andrzej Malinowski – President of Polish Employers, Konrad Szymański – Deputy of the European Parliament, and Tomasz Żylicz – Professor of the Warsaw University. The debate's moderator was profesorAndrzej Mizgajski from Adam Mickiewicz University in Poznań. The conference also gathered distinguished guests, among others Grażyna Henclewska – undersecretary of the state in the Ministry of Economy, professor Maciej Nowicki – former Minister of Environment, Mariusz Klimczak – president of Bank for Environmental Protection, and Kamil Wyszkowski – Coordinator of the Secretary-General of the United Nations Initiative Global Compact in Poland. Representatives of firms and branch organizations as well as media also took part in the debate. Topic discussed during the debate were not only related to ecology and economy were raised, but also to what may influence and decide about the level of difficulty in connecting those two fields. Global legislation, common market, international policy, economic crisis – these are some examples of aspects that should be considered and analysed to trully understand difficulties of connecting economy and ecology, not only here in Poland, but also around the world. The controversial thesis od professor Andrzej Mizgajski, that economy and ecology can not go together, was denied by Marcin Korolec the Minister of Environment. Minister reasoned that in micro scales a company must think in terms of resource and efficiency, be aware of dependences taking place in economy. According to minister Korolec, it is more difficult to defence the symbiosis of economy and ecology in macro terms. In the Minister’s opinion one of the key issues here will be acquiring harmonized regulations mechanisms at the global level. Whereas Andrzej Malinowski, the President of Polish Employers said he did not believe in global arrangements and regulations. During the debate he expressed his hope

1 that our domestic regulator would look on the influence of given regulation on Polish company competitiveness. Professor Żylicz emphasized that everything could not be left to the market, while counting on reasonable activities of entrepreneurs. There should be a minimal level of regulations preserved. Questions from the audience centred around the subject of consultation of legislative changes with entrepreneurs, non-governmental organizations, and drew attention to the balance of words used in title of the debate, as for representatives of companies it should be the economy united with ecology. Definitely the most important question of the debate was therefore: how to construct a Polish environmental law so that it was in favor of the entrepreneur?

Cyclical industry events. POLEKO is full of events, which take place in cycles during the fair.It includes among others:ENVICON International Environmental Protection Congress. The congress was attended by about half thousand of participants. In inauguration session by the following participated: Marcin Korolec – Minister of Environment, Grażyna Henclewska - undersecretary of the state in the Ministry of Economy and Małgorzata Skucha – president of National Fund of Environmental Protection and Water Economy. ENVICON created the opportunity for presentation and discussion of views concerning law, economy, administration and education effectiveness in the environmental protection. A major theme of the discussion was the need to unite the various instruments into one coherent system. The Congress was divided into two parallel sessions on waste management and wastewater management. As every year, a 3-day Recycling Forum took place. During the 12th edition of this event, organized by editorial staff of monthly magazine “Recycling” and Międzynarodowe Targi Poznańskie, different topics were raised, among others: the costs of conducting and effective methods of selective collection of waste, financing waste management system for municipalities, collection and recycling of waste electronic and electricity equipment (WEEE), recycling of end of life vehicles, batteries and accumulators management, as well as changes in law. Simultaneously in neighbor hall panels dedicated OZE branch took part – Pure Energy Forum. This year subject matter fluctuated around renewable energy, shale gas, biogas and biomass, and financing of renewable energy projects. 13th Forum, like in previous years, is an effect of cooperation between monthly magazine “Pure Energy” editorial staff and Międzynarodowe Targi Poznańskie. Second event - Globe Full of Energy - was also dedicated to renewable energy sector. During three days editorial staff of GLOBEnergy magazine and Międzynarodowe Targi Poznańskie prepared unconventional meetings with renewable sources of energy and respect for energy. Tomasz Zubilewicz was the special guest of the Globe. Inside of the dome, built for the event, experts in the world of science, industry and enthusiasts explained questions connected with heat technology, electric energy production and low-energetic building. A medical rescue show performed by fireman from Wielkopolska voivodeship, an annual POLEKO guests was a great curiosity for this year fair guests. The audience could see how to rescue injured from a wrecked car, provide help to the electrocuted or poisoned with carbon monoxide. These were the first medical rescue maneuvers in Wielkopolska, referring to the "Fire Rescue Challenge" formula. POLEKO was also an opportunity to summarize the Project, titled „Purchase of specialistic equipment for National Fire-Brigade in order to counteract on extraordinary environmental threat”. Thanks to financial support of National and Voivodeship Fund for Environmental Protection and Water Management in Poznan, self-governments, Ministry of Home Affairs, PZU and Principal Commander Officer of National Fire-Brigade insurance companies fund, equipment worth 3.3 mln zlotys was delivered to fire-brigades in Wielkopolska, including for the removal of environmental hazards. During the show the firemen demonstrated a little of their equipment used for water polluted chemically and bacteriologically, such as professional overalls.

2 Important money for environmental protection. Leading topic of this year POLEKO edition was “Finance of environmental protection in Poland”. The topic referred not only to issues, raised during the debates and conferences, but also to 20-year work of Voivodeship Environmental Protection and Water Economy Fund. POLEKO fair participants heard positive forecasts for Polish ecology – in the new financial perspective 2014-2020, there are bailouts for pro-ecology assignments on the amount over 8,5 mld euro, planned by National and Voivodeship Environmental Protection and Water Economy Fund. These bailouts help in absorbtion of EU means in the amount of over 12 mld euro. Money will be allocated to tasks, which promote ecological actions, purposive in maintaining variety of biological wealth and realization of investments concerning adaptation to climate changes. Such information was told by Adam Krzyśków, Chairman of President Assembly WFOŚiGW on “National environmental protection conference".
