1 [4504-1] 1 2 3 4 5 6 7 8 9 A CONCURRENT RESOLUTION 10 11 TO REQUEST THE DEPARTMENT OF PUBLIC SAFETY IN 12 CONJUNCTION WITH THE DEPARTMENT OF MOTOR 13 VEHICLES TO STUDY WHAT TYPES OF ADDITIONAL 14 DRIVERS’ LICENSES OR SUPPLEMENTAL 15 QUALIFICATIONS OR ENDORSEMENTS TO EXISTING 16 DRIVERS’ LICENSES ARE NEEDED IN SOUTH CAROLINA 17 AS A RESULT OF THE INCREASED SIZES AND TYPES OF 18 PASSENGER OR CARGO VEHICLES WHICH MAY BE 19 OPERATED BY INDIVIDUALS WITHOUT A COMMERCIAL 20 DRIVER’S LICENSE, AND TO PROVIDE THAT THE 21 REPORT SHALL BE SUBMITTED TO BOTH HOUSES OF 22 THE GENERAL ASSEMBLY BY JUNE 1, 2004. 23 24 Whereas, in recent years many various types of motor vehicles 25 have been developed by automobile and truck manufacturers 26 including large passenger vans, noncommercial cargo vans, and 27 other similar vehicles designed to be driven by noncommercial 28 operators; and 29 30 Whereas, the State of South Carolina recently has developed and 31 implemented a new type of driver’s license for commercial 32 operators with particular types of classifications and endorsements 33 but has not substantially changed other operator license 34 requirements; and 35 36 Whereas, given the complexity and size of recent additions to the 37 motor vehicle fleet, it is time to review the types and kinds of 38 noncommercial South Carolina motor vehicle licenses to ensure 39 that they are compatible with the types of noncommercial vehicles 40 which are being operated on South Carolina’s streets and 41 highways. Now, therefore, 42

1 [4504] 1 1 Be it resolved by the House of Representatives, the Senate 2 concurring: 3 4 That the members of the General Assembly, by this resolution, 5 request the Department of Public Safety in conjunction with the 6 Department of Motor Vehicles to study what types of additional 7 drivers’ licenses or supplemental qualifications or endorsements to 8 existing drivers’ licenses are needed in South Carolina as a result 9 of the increased sizes and types of passenger or cargo vehicles 10 which may be operated by individuals without a commercial 11 driver’s license. The report shall be submitted to both houses of 12 the General Assembly no later than June 1, 2004. 13 14 Be it further resolved that a copy of this resolution be forwarded to 15 the Department of Public Safety and the Department of Motor 16 Vehicles. 17 ----XX---- 18
