The Daviess County Board of Education met pursuant to notice for a Board meeting in Owensboro, KY on March 20, 2014 at 6:00 p.m. The meeting was held at the Daviess County Board of Education Office located at 1622 Southeastern Parkway.

Daviess County Board of Education members are: Mr. Frank G. Riney, III, Chairperson, Mr. P. Mike Clark, Vice-Chairperson, Mrs. Dianne B. Mackey, Ms. Merritt Bates-Thomas, and Dr. Randall E. King, M.D.

#316 VIII. SUPERINTENDENT’S REPORT SUPERINTENDENT’S VIII-A. Superintendent’s Remarks REPORT Mr. Owens Saylor updated the Board of Education on current activities and welcomed everyone to the meeting.

Customer Service Presentation As part of the Superintendent’s report, he asked Mr. Mike Gray to share highlights of Customer Service Month.

Mr. Gray shared a power point with the Board members and guests outlining the development of our customer service cornerstones and training materials.

VIII-B. Recognition of High Attendance Mr. Gray congratulated Apollo High School, Burns Elementary and Daviess County Middle School for having the highest attendance for the past month.

VIII-C. Recognition of KYA The Board recognized students who participated in KYA.

VIII-D. Recognition of National Merit Finalists The Board recognized students who were named National Merit Finalists.

VII-E. Southern Oaks Elementary School Presentation Principal Jennifer Humphrey, staff and students presented an overview of instructional programs.

XII-B. Consideration and Approval of Hilliard Lyons’ Fiscal Agent Contract Hilliard Lyons has served as fiscal agent for our bond issues for many #321 years. We are pleased with their services and their fee structure is APPROVED HILLIARD acceptable. LYONS’ FISCAL AGENT CONTRACT Mr. Matt Robbins recommended the Board approve Hilliard Lyons’ Fiscal Agent Contract.

Mike Clark moved to approve the recommendation and Randy King seconded.

XII-C. Consideration and Approval of a Reimbursement Resolution (for renovation projects) We have already incurred professional design expenses on the #322 upcoming construction projects that are scheduled to be funded out of APPROVED bond proceeds. This resolution allows us to reimburse these REIMBURSEMENT construction project expenses out of the bond proceeds once the bond RESOLUTION FOR sale is complete. RENOVATION PROJECTS Mr. Matt Robbins recommended the Board approve the reimbursement resolution.

Consider Approval of the Rejection of Bid # 14-07 and Related Services for Renovations at Daviess County High School The project was advertised for bid on February 23, 2014 in the #323 Messenger & Inquirer. The pre-bid meeting was held on March 6, APPROVED THE 2014 at Daviess County High School with potential contractors. The REJECTION OF BID bid opening occurred at Maintenance on March 17, 2014 at 2:00 p.m. #14-07 AND RELATED The bid information was reviewed at the Board Luncheon on March SERVICES FOR 18, 2014. RENOVATIONS AT Mr. David Humphrey recommended the rejection of Bid #14-07 and DAVIESS COUNTY related services with the intent to re-bid the project under a modified HIGH SCHOOL schedule.

Dr. Randy King moved to approve the recommendation and Dianne Mackey seconded.

XII-F. Consider Approval of Bid #14-08 for Renovations at Country Heights Elementary School The project was advertised for bid on February 23, 2014 in the #324 Messenger & Inquirer. The pre-bid meeting was held on March 6, APPROVED BID #14-08 2014 at CHES with potential contractors. RENOVATIONS – COUNTRY HEIGHTS Mr. David Humphrey recommended the Board approve and award Bid #14-08 to Rusher Construction and revising the BG-1 to reflect actual construction cost.

Dianne Mackey moved to approve the recommendation and Mike Clark seconded.

XII-G. Consider Approval of Revisions to Policy #09.11 (School Attendance Areas) Revisions have been made to Policy #09.11 (School Attendance

XII-H. Consider Approval of eRate FY 2014 Bids Proposals for recurring and non-recurring technology related expenses are advertised annually through the federal eRate program. Bids are #326 offered on some or all of the advertised components. The district APPROVED ERATE FY utilizes a consultant to handle eRate activities (K-12 Consultants). 2014 BIDS DCPS has participated in this federal reimbursement program for several years. Bids for each category have been selected by district technology staff and Mr. Robbins, in accordance with established policies and regulations. DCPS receives reimbursement annually for qualifying expenses according to either district discount percentages or school discount percentages (free/reduced lunch or alternative measurements). Reimbursements to the district range from 50% to 90% of the approved projects. Mr. Tony Sparks recommended the Board approve School Point for the FY 2014 eRate bid.

XII-I. Consider Approval of the 2013-14 Amended School Calendar. #327 A total of 14 school days have been missed due to inclement weather. APPROVED THE 2013- Eleven (11) days have been added to the calendar for student make-up 14 AMENDED SCHOOL days. CALENDAR The following amendments are recommended for the DCPS 2013-14 school calendar:

 The reduction of instructional days from 172 to 170. One day of instruction was reduced at the February 2014 Board meeting. With this reduction, the district will also meet the minimum 1062 hours of instruction required by statute. The shortest school day for any DCPS school is 375 minutes multiples by 170 instructional days equals 1,062.50 hours for the 2013-14 school year.

 The last day of school for students will be May 30, 2014.

Mr. Owens Saylor recommended the Board approve the 2013-14 Amended School Calendar as presented.

Ms. Dianne Mackey moved to approve the recommendation and Mr. Mike Clark seconded.

XIV-B. Construction Report The Board reviewed the current construction report.

Daviess County High School

The project was advertised for bid on February 23, 2014 in the Messenger & Inquirer. The pre-bid meeting was held on March 6, 2014 at DCHS with potential contractors.

The main components of the renovation work will be the upgraded HVAC system in the classrooms, expanded administration area, and the improved special needs area. Minor work to be performed will include the replacement of the PA system and emergency generator.

Country Heights Elementary

The project was advertised for bid on February 23, 2014 in the Messenger & Inquirer. The pre-bid meeting was held on March 6, 2014 at CHES with potential contractors. The bid opening was at Maintenance on March 18, 2014 at 2:00 PM.

The primary work will be the renovation of the HVAC system to improve humidity control. Ceiling tile and flooring will be replaced in most of the building. Small components of this project will include the

improvement of the fire alarm system and the emergency generator.

Carpet Replacement

The project has been approved by KDE-Facilities so the project will be scheduled with Carpet Decorators Inc. Carpet will remain in office areas and the media center to aid with sound control in large spaces but all other areas will be converted to a resilient flooring (MCT).
