Todd 12 13 14 15 16 17 A CEREMONIAL RESOLUTION 18 19 ______20 21 22 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 23 24 ______25 26 27 To honor and recognize Superior Court of the District of Columbia Chief Judge Lee F. 28 Satterfield for his contributions to the District of Columbia and its judicial system. 29 30 WHEREAS, Chief Judge Lee F. Satterfield was born in the District of Columbia and 31 graduated from St. John’s College High School in Ward 3 in 1976; 32 33 WHEREAS, Chief Judge Satterfield attended the University of Maryland, graduating in 34 1980 with a Bachelor of Arts in Economics, and the George Washington University School of 35 Law, where he received his Juris Doctor in 1983; 36 37 WHEREAS, Chief Judge Satterfield served as a judicial law clerk to the Honorable Paul 38 R. Webber, III, then an Associate Judge of the Superior Court of the District of Columbia; 39 40 WHEREAS, following his clerkship, Chief Judge Satterfield was appointed an Assistant 41 United States Attorney for the District of Columbia; 42 43 WHEREAS, in 1988, he joined the firm of Sachs, Greenebaum and Tayler, where he 44 handled civil and criminal matters; 45

1 46 WHEREAS, Chief Judge Satterfield then returned to public service as a trial attorney 47 with the Organized Crime and Racketeering Section of the United States Department of Justice; 48 49 WHEREAS, in 1992, he was appointed to the Superior Court of the District of Columbia 50 by President George H.W. Bush, where he served in the Criminal, Civil, and Family Divisions, 51 and the Domestic Violence Unit; 52 53 WHEREAS, in 1994, Chief Judge Satterfield became one of the Court’s first Drug Court 54 judges; 55 56 WHEREAS, between January 1998 and December 1999, Chief Judge Satterfield served 57 as the Presiding Judge of the Domestic Violence Unit and as a member of a National Advisory 58 Committee on Domestic Violence; 59 60 WHEREAS, in 2001, Chief Judge Satterfield was designated Presiding Judge of the 61 Family Division, and following the enactment of the District of Columbia Family Court Act in 62 2002, was designated Presiding Judge of the Family Court until December 2005; 63 64 WHEREAS, on September 24, 2008, he was sworn in as Chief Judge of the Superior 65 Court of the District of Columbia; 66 67 WHEREAS, Chief Judge Satterfield chaired and served on the Family Court 68 Management and Oversight Committee, the Family Court Implementation Committee, the 69 Family Court Advisory Rules Committee, and several mayoral committees addressing issues 70 related to mental health, child welfare, and juvenile justice; 71 72 WHEREAS, Chief Judge Satterfield served as Vice Chairperson of the District of 73 Columbia Juvenile Justice Reform Task Force and as Co-Chair of the Juvenile Detention 74 Alternative Initiative Committee and the Citywide Truancy Task Force; 75 76 WHEREAS, Chief Judge Satterfield has been actively involved in improving the 77 administration of the District’s courts, having served on the Joint Committee on Judicial 78 Administration, the Superior Court’s Strategic Planning Leadership Council, the Superior Court 79 Rules Committee, the Judicial Education Committee, and the Committee on the Selection and 80 Tenure of Magistrate Judges; 81 82 WHEREAS, Chief Judge Satterfield was a member of the Board of Trustees of the 83 National Council of Juvenile and Family Court Judges and currently serves on the Boards of 84 Directors of the National Association of Presiding Judges and Court Executives, the National 85 Center for State Courts, and the Advanced Science & Technology Adjudication Resource 86 Center; 87 88 WHEREAS, he is a member of the faculty of the National Judicial Institute on Domestic 89 Violence, which conducts educational programs for judges on domestic violence matters; 90 91 WHEREAS, during Chief Judge Satterfield’s two terms as Chief Judge, he oversaw 92 several major changes to the Court, including the creation of a new behavioral court for 93 juveniles, expanded access for tenants, and improvements to the administration of jury service. 94 95 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 96 resolution may be cited as the “Superior Court of the District of Columbia Chief Judge Lee F. 97 Satterfield Recognition Resolution of 2016”. 98 99 Sec. 2. The Council of the District of Columbia recognizes and honors Chief Judge Lee 100 F. Satterfield for his distinguished service to the District of Columbia and its judicial system. 101 102 Sec. 3. This resolution shall take effect immediately upon the first date of publication in 103 the District of Columbia Register.
