Welcome Remarks – Secretary Lewis Schiliro The meeting was called to order with introductions at 9:00 a.m. by Secretary Schiliro, Chair.

Approval of Meeting Minutes from Previous Meeting – Secretary Lewis Schiliro, Chair Motion by Bill Carrow, seconded by Warren Jones to approve the August minutes as presented. Passed unanimously by the voting members present.

Subcommittee Updates Operations – Gene Donaldson Gene provided an overview of the previous Operations Subcommittee meeting. SIEC Bimonthly Meeting Minutes October 8, 2015 Page 2

Training and Exercise – Bill Carrow Bill reported that he was working on the training assistance requests that will run through September, 2016.

Scheduled Business Meeting 800 & 700 MHz System Update – Tom Kadunce Tom advised both 700 & 800 MHz systems are functioning normally, and advised that a minor controller issue caused a fail-soft condition in Sussex for less than five minutes. Through maintenance this issue should not occur again. Bill Carrow reported on recent meeting held with the Kent County Fire Advisory Board and the programming changes DIVCOM will be making on direction of emergency radio notifications on operational talk-groups as opposed to the main fire dispatch in Kent County. He also advised that the same changes to the Kent fire zone are being made to units in New Castle County fire and EMS radios. Sussex fire radios do not have active emergency buttons, however these changes will be made to the EMS and paramedic radios in the future.

BDA Update – Mark Grubb Mark provided an overview of the recent review of remaining 50/50 buildings with PSAP Managers, and their subsequent meetings held with fire chiefs. New Castle County has removed 25 buildings from the list, with others still under review. Sussex County removed 3 with 1 request to retest, and Kent County has their 1 building remaining on the list. Mark Grubb mentioned that Beebe Hospital will be retested next week as a result of these meetings.

Broadband Update – Mark Grubb Mark provided an update on DelNet, its recent outreach to the DVFA and EMS conferences and the data collection effort that was just completed.

New Business Community Reports Eric Wagner reported on the status of the state’s CAD and NextGen 9-1-1 projects. Jeff Miller asked for clarification on the planned radio purchase as part of the technology refresh. Colonel Wiley reported on the recent HF communications addition to the joint force facility. Mark Cabry reported on the new wireless cellular contract. Warren Jones reported on Rehoboth dispatch move to SUSCOM during new building construction. Bill Carrow report on WPS and GETS services and of the promotion through DIVCOM. Kevin Sipple reported on the cancellation of Punkin Chunkin. Gene Donaldson reported on the recent storm response and the upgrade to tidal flood gauges.

Next Meeting Thursday, December 10, 2015 9 a.m.at the DSHS 2nd Floor conference room.
