Sealed tenders are invited by Sports Authority of India from reputed Security Agencies with minimum annual turnover of Rs.1.00 crore (Rupees one crore only) with three years experience and audited balance sheet for the last three years for providing complete and comprehensive security services to reputed organizations in SAI WESTERN CENTRE GANDHINAGAR.

The detailed information, terms and conditions governing the award of contract are contained in the tender documents which may be obtained from the Account section, SAI Western Centre, Gandhinagar on any working day from the date of publication of this notice to 21-4-2015 between 10:00 AM to 05:00 PM. on cash payment of Rs 1000/- (Rupees One thousand only) Non refundable. The above Tender is also available in website and can be downloaded on www.saiwc.org. In case of downloading from website the tenderer will have to submit tender cost along with EMD of Rs.75,000/-(Rupees seventy five thousand only).

1. Invitation of Bids

1.1 Sports Authority of India, Netaji Subhash Western centre Gandhinagar, invites sealed Tenders from reputed and registered agencies / firms with minimum turn over Rs.1.00 Crore (Rupees one crore) and three year experience (recent) with Government Organisations/PUSs for providing comprehensive security including monitoring of in coming and outgoing movement of material, staff, and safety of land, Govt. property, building (including furniture, fixture equipments etc) in SAI, Western Centre, Sector-15 Gandhinagar .(Gujarat)

1.2 The bidders are required to accept all terms & conditions mentioned in Tender Documents. SAI reserve the right to reject or accept the tender without assigning any reason.

2 1.3 It is the responsibility of the bidders to read all terms and conditions of the documents or bids before entering an agreement for security services.

1.4 Tenders received after the due date and time will not be entertained. SAI also reserves the right to accept or not to accept the lowest tender.

1.5 Tenders duly filled, completed in all respect in sealed envelope should address to Director, Sports Authority of India, Netaji Subhash Western Centre, Sector-15 Gandhinagar(Gujarat)

2. EARNEST MONEY DEPOSIT

Tenders for security contract, as contract and as required for SAI Western centre Gandhinagar must be accompanied by a Bank Draft of the Nationalized Bank for 75,000/-(Rupees Seventy five thousand only) issued in favour of Director, SAI NSWC Gandhinagar, as earnest money, which will be refundable in due course of time to the unsuccessful bidders. The earnest money of the successful bidder is liable to be forfeited if the bidder is don’t fulfill the following terms and conditions:-

1. The successful bidder shall take over the security within fifteen days from the date of receipt of letter conveying the acceptance of offer.

2. The successful bidder shall furnish security deposit equivalent to one month billing amount within the seven days from the date of receipt of the awarding letter the contract. The security deposit shall not carry any interest.

The earnest money of the successful tenders will be refundable after completing of the above mentioned conditions.

PLEASE NOTE THAT OFFERS NOT ACCOMPANIED BY THE REQUIRED EMD WILL BE REJECTED.

Schedule of Tender:

3.1 The Tender documents will be sold from 10:00AM to 5:00PM on all working days, at the office of SAI Netaji Subhash Western Centre, Gandhinagar from the date of publication of tender notice. 3.2 The Tender bids will be opened on 22.04.2014 at 03:30PM. The financial bids of only those bidders will be opened whose technical bids are accepted by the competent Authority. 3.3 The SAI reserve the right of not inviting the disqualified bidders while opening the tender. 3.4 Any tender received after the due date and time given above will not be entertained under any circumstances.

3 3.5 The demand draft should be in favour of Director, SAI Gandhinagar 3.6 The security contract of this centre will be awarded to the qualified bidder. 3.7 The security deposit can be forfeited by the SAI in whole or in part, if the services rendered are not up to the required standard as specified by the competent authority. 3.8 The competent authority reserve the right to reject to any or all tenders without assigning any reason and shall not bind itself to accept any tender and reserve the right to call for fresh tenders . 3.9All correspondence will be addressed to the Director, SAI Netaji Subhash Western Centre, Sector-15 Gandhinagar (Gujarat) 3.10 The agency has to give an undertaking that staff deployed at the Centre in terms of this contract at all time will remain the employees at the agency exclusively and they shall not be entitled to claim employment in Sports Authority of India. 3.11 Rate quoted should not be less than minimum wages Act as per notified by the Central Govt which shall stand revised upwards to the extent notified by administration from time to time.

4 4. PROCEDURE FOR SUBMISSION OF BIDS.

4.1 The bids shall be submitted in three separate sealed envelopes as under: a) Envelop A - should contain the Bank Draft(s) for the EMD along with details in (Annx. -I) Rs.75,000/- (Rupees Seventy five thousand only) b) Envelop B - should contain the Technical Bid Document, (Annx. II) Tender document duly signed by the bidder on each page and all necessary documents to be submitted along with the Technical Bid Document. c) Envelop C - should contain the Financial Bid Documents (Annx. III). d) Those bidders who are down loading the tender documents from our website they have to pay Rs.1000/- in form of DD/Pay Order in favour of SAI as cost of tender documents. In case the bid is received without the cost of tender documents, the same would not be considered.

4.2 All the three envelopes (i.e. Envelopes A, B & C) should be submitted in a big cover duly sealed, addressed Director, SAI NSWC Sector-15 Gandhinagar subscribing “Tender for Security Services in SAI Netaji Subhash Western Centre, Gandhinagar” The cover should also bear the name and address of the bidder including telephone number.

4.3 Any Tender submitted by the bidder with incomplete information will be rejected.

4.4 The bidder must put their seal and signature on each page of the bid and also on cutting or correction etc. if any.

5. BIDDER QUALIFICATION

The bidder should have minimum three years experience of providing compressive Security cover in Government organization PSUs. This includes Monitoring of incoming and outgoing movement of Staff / Sportspersons, outside and supplies of goods equipments etc. The minimum annual turnover of the agency should be Rs.1.00 crore (Rupees one crore only) per annum during the last three proceeding years

5 6. SCOPE OF WORKS

6.1 The security agency should have qualified and experienced and Security Guards, Gunman, Supervisors Staff having experience in Security works preferably from Ex-serviceman services category. -

6.2 The agency has to deploy both ex-serviceman, Ex-police services and civilians should be below 50 years of age and medically fit as prerequisite, except supervisory staff (Ex-Serviceman /Retd. Police/Paramilitary Dept. subject to medical fitness, up to 65 years.

6.3 After award of security contract, the agency shall provide a list of particulars along with police verification of all such security staff personnel deputed by the agency at the complex on duty to the Director, SAI Netaji Subhash Western Centre Gandhinagar following forms for record. The security agency will issue its own photo identity cards to its employees deployed in complex for security’s purposes.

6.4 The security agency will provide comprehensive security cover in the Complex round the clock as per the requirement of the centre.

6.5 The security staff shall check the Identity Cards of various officials, sports persons issued by the Competent Authorities and will not allow any unauthorized persons to enter the stadium premises or any restricted areas. A visitor’s register will be maintained near the reception / main gates for this purpose.

6.6 The security agency will provide specially trained staff preferably ex- serviceman for protecting the Senior Executive / functionaries of the SAI from any unauthorized / objectionable activity or any untoward incident either from any SAI employee or outside.

6.7 The security agency will co-operate with the watchman/chowkidars on the regular rolls of SAI for ensuring the complete safety of the SAI property equipment & belongings including the property, equipment and belongings

6 brought inside the complex premises by any loss to property or persons by any outside or sport person.

6.8 The Security agency will check and verify any isolated or any accompanied bag on package or article lying at any place in or immediately near/around the complex premises, for ensuring that there is no damage or loss to person or property by any terrorist or disruptive activity.

6.9 For the purposes No. 6.7 and 6.8 above, the security agency will ensure that all the gates and all doors and windows are properly closed after office hours and on all holidays so that no such untoward activity can be carried out by anyone resulting in any loss to property or persons by any lapse and security. 6.10 In case of incoming outgoing stores at the Gate, the same will be checked for quantity of corroboration challan/valid gate pass issued by the Competent Authority. A store register both incoming/outgoing will be maintained at the gate and submitted to In charge at such intervals as may be directed by the competent authority.

6.11 To bring to the notice of Director/Dy. Director/Assistant Director or any other authorized person suspicious activity of the person noted during or after office hours on working and non-working days.

6.12 To report unusual happening, if any to the Competent Authority or any other authorized persons.

6.13 Beside Security duties, the agency has to deploy security personnel in all the shifts who should have basic knowledge of fire prevention and handling fire fighting appliances to man the Fire Control Room as per requirement of local fire services.

6.14 The security staff deployed by the agency shall be on duty round the clock to provide comprehensive security to the complex. For this purpose, the security agency before bidding may visit the complex and after familiarization / inspection submit the deployment chart of personnel with full justification.

6.15 The competent authority reserves the right to direct security agency to remove any security staff for their unsatisfactory performance on duty. Further if any time of checking, any security staff is not found alter and attentive and/or missing then by way of penalty the payment in respect of such number of persons for the day (calculated on the basis of minimum wages etc.) shall not be paid to the agency. As and when there is a change in the security personnel deployed on duty, it should be informed by the agency to the competent authority at least one day in advance along with

7 the reasons thereof and the substitute should be duly verified by the police for his character antecedents etc.

6.16 In case of theft, pilferage and otherwise loss or damage to stores and property in the premises of the campus, the security agency will be fully responsible and they shall undertake to make good the losses / damages in financial terms as may be decided by the Director. The decision of Director in regard shall be final.

6.17 The security staff deployed by the security agency shall ensure that the vehicles of the employees of SAI and visitors/players etc. enter the complex only after getting token and are parked in the area marked for parking and ensure their safety and there should be no blockage. For this purpose reserved parking area for vehicles of SAI employee shall be marked & stickers may be issued for such vehicles.

6.18 The security agency will familiarize itself with all the rules and regulations regarding the permission for use of sports facilities and sports grounds at different time of the day and eligibility of sports persons/ outsiders to use the same and will ensure the same are carried out in an orderly manner.

6.19 The security agency will be responsible for preserving good order, discipline and decorum in and around the complex premises, on day to day basis and also at the time of any special functions/ events.

6.20 All the security personnel to be deployed should be in proper uniform with Black leather shoe, if it is found that they are not in proper uniform, penalty of Rs. 1000/- in each case will be imposed.

6.21 The Security Agency will strictly follow the contract labour (Regulation & Abolition) Act.

6.22 The bidder should provide the minimum security points required for comprehensive security services as per annexure-IV

TERMS AND CONDITIONS PERTAINING TO SECURITY PERSONNEL

6.23 The security personnel should be properly turned during duty hours. The security staff deployed by the agency shall be provided proper uniform and kit by the security agency in addition torches with cells gum boots, rain coats, over coats will also be provided as on requirement basis by the security agency.

8 6.24 The security agency shall be solely responsible for observing and complying with all employment regulations, labour laws including contract labour (Regulation & Abolition ) Act as applicable from time to time and lay down in this behalf in respect of all its employees (Ex-servicemen and civil man) during the period of security contract and agency’s employee including any additional obligations that may arise on account of the contract being performed in the premises SAI NSWC Campus Gandhinagar

6.25 The agency shall remain the only principal employer of all the staff recruited and appointed by it. The SAI shall not be responsible for loss of job to any employee of The Agency in case of expire/termination of the contract. The agency will maintain from inception, a reserve fund with his own bankers for meeting all accruing liabilities of terminal benefits, compensation etc. and will be solely responsible for providing alternative employment to all his employees, on the cessation of his this agreement. The owner/ proprietor of the agency and his personal assets will also subject to a line of all due whether of terminal nature of re-employment till retirement of each of his employees.

6.26 The agency will submit the bill for security service by the 2 nd of every month for the proceeding month. The SAI will make the payment of the bill within one month from the date of receipt of the bill through e-transfer in favour of the agency after deducting TDS etc. as per rules.

6.27 On special functions the agency will provide additional security services as per the requirement at the agency notice and ensure that the additional manpower thus deployed is properly briefed and turned out as requirement by SAI. The terms and conditions for provision of additional security may be stated with reference to the proposed deployment as reflected in security plan submitted by the tenderers. The payment of the additional deployment will be paid on pro-rate basis. For special functions security personal will turnout in ceremonial uniform at no additional cost to SAI.

6.27 The contract shall for a period of two years; however the performance of agency will be reviewed after completion of one year. The contract shall be terminated by either side on one month’s notice or payment in lieu thereof without assigning any reasons.

6.28 The security agency will submit the details of the sensitive points to be covered along with deployment chart giving full justification in respect of the complex. The points can be altered as per requirement by the Director SAI, Gandhinagar.

6.29 Before tendering, the contractor should visit the complex premises and familiarities himself with the work of “Incoming and outgoing

9 movements of staff, outsiders and supplies of goods, parking of vehicles, safety of SAI equipments and belongings and monitoring of play grounds, sports facilities etc. Preserving good order and decorum on day to day basis and at functions etc.” including the earmarked sensitive points and all whatever else may be involved in the comprehensive security arrangement, including fire fighting.

6.30 In case of any dispute the matter shall be under the jurisdiction of the courts situated at Gandhinagar.

6.31 The successful tendered must have a minimum turnover of Rs.100.00 lacs annually in the field of security for the past three proceeding financial years. 6.32 The validity of the rate quoted by the security agency would be for a period of two years.

6.33 In case any security point is found to be not properly covered or any staff or personnel of security agency is found to be neglecting duty or showing improper demeanor and/or bearing, or found including in misbehavior or unruly improper conduct or is found to be not dressed in uniform or of poor quality, or shabby performance of duty, then for each incident, there will be a deduction of 5% on the first occasion, 10% on second occasion and 15% on the third occasion out of the monthly payment which will be without prejudice to the right of the SAI. Thereafter SAI reserves the right to terminate the contract or imposition of penalty as deemed fit for unsatisfactory services.

6.34 The successful bidder shall enter into a contract with the Sports Authority of India. The above terms and conditions are illustrative in nature and not exhaustive. In other words, SAI reserves the right to make further additional, alternations or modifications in the above administrator.

6.35 The successful tenderer will submit ESI PF details of the staff deployed for the purpose.

6.36 Details security plan for the comprehensive security cover of the complex during the contract period along with deployment chart of personal with full justification must be submitted along with the tender form without detailed security cover plan/deployment chart tender will not be considered.

6.37 Any disputes between the parties whether relating to or arising out of this proposed contract deed or connected therewith shall be adjudicated by the arbitrator to be appointed/nominated by Director, SAI, Gandhinagar and the decision of the said sole arbitrator shall be final and binding on the both parties.

10 6.38 These are only proposed draft terms & conditions and can be modified, changed or added to at the time of finally concluding and signing the agreements.

6.39 The bidder has to give certificate along with bill that the payment of security guards deployed at SAI complex has been made as per minimum wage act and ESI/EPF contribution are deposited with ESI/PF authorities. The agency agrees to indemnify and reimburse any amount which the SAI compelled to pay in case of default by the agency in payments as aforesaid.

6.40 The security agency shall 24 hrs. Round the clock/365 days in a year/cover security for all the personnel and property of the SAI in the campus including sensitive point’s as decided by the competent authority of SAI. The SAI reserve the right to direct security agency to remove any security staff on their unsatisfactory performance. If at any time of checking, any sensitive point is not found properly covered/provided with security or neglect penalty will be levied and deducted from the bill of the agency. Any change in the security personnel, deployed should be informed by the agency to concern In charge at least one day in advance along with reasons. Deployment of new guard should be done with the approval of SAI.

6.41 Attendance register of Supervisor and security guards should be submitted to office of Director, SAI, NSWC Gandhinagar (Gujarat) on daily basis.

6.42 The agency should plan deployment of female security guard in the girl’s hostel in the day time and male security guard in the night time

11 DUTIES & RESPONSIBILITY OF SECURITY STAFF

1 The security supervisor will be responsible for overall security arrangement of SAI covered in the contract

2 Security Supervisor will ensure that all the instructions of the administration are strictly followed and there is no lapse of any kind

3 No items are allowed to be taken out without proper Gate Pass issued by the authorized officer of SAI as laid down in the contract for in out movement of stores. The specimen signatures and telephone number of the above stated officers will be available with the security personnel

4 The officer and staff of SAI will keep the identity card with them for checking and allowing entry by the security personnel

5 Deployment of guards/Gunmen/Security Supervisors will be as per the instruction of the SAI authority and the same will be monitored personally by the concerned authority form time to time and will be responsible for it optimum utilization

6 Security Personnel deployed in the premises on holidays and Sundays will be assed as per actual requirement and the number of personnel will be suitably reduced

7 The Security Supervisor/Guard will also take round of all the important and sensitive points of premises as specified by SAI

8 Security personnel shall also ensure door keepings duties

9 Entry of the street-dogs and stray cattle in to offices/campus is to be prevented, it should be at once driven out

10 The Guards on Patrolling duty should take care of all the water taps, valves, water hydrants etc installed in the open and all over the premises

11 It should be ensured that flower plants, trees and grassy lawns are not damaged either by the staff or by the outsider or by stray cattle

12 The security supervisor/ guards should be trained to extinguish fire with the help of the extinguishing cylinders and other fire fighting materials available on the spot. They will also help the fire fighting staff in extinguishing the fire or in any other natural calamities.

13 The security supervisor/Guards are required to display mature behavior especially towards female staff and female visitors

12 14 The security guard on duty shall not leave point until reliever reports for duty.

15 Any other provisions as advised by SAI may be incorporated in the agreement. The same shall also be binding to the contractor
