Minutes of the meeting of Winterbourne Parish Council held on November 16th 2016 in the Ron Burton room of the Glebe hall, Winterbourne Earls at 7.30pm Present were – Cllr D Baker (Chairman), Cllr M Atkinson (Vice Chairperson), Cllr G Shepherd, Cllr R Judd, Cllr M Ostli-East, Cllr Grace and Mrs M Thomas (Parish Clerk), Unitary Cllr Mike Hewitt Prior to the meeting, Mr John King gave a short presentation to the Council in relation to “Lack of an overview for the area to be Salisbury District with suggestion to form the “Ring of Salisbury Parishes” to have a long-term view with a question and answer session then following.

Action 1. Apologies Apologies were received and accepted from Cllr S Bucknell, Cllr P Biggins and Cllr C Penn. 2. Declarations of Interest Cllr Atkinson as the treasurer and representative of the Glebe hall committee and as employee of Chimaeron Limited. 3. Minutes To approve as a correct record, the minutes of the meeting held on October 19th 2016 - Parish Council resolved to unanimously accept the minutes as a correct record and which were signed by Chairman Cllr Baker as such. 4. Questions from the public None. 5. Reports from: Councillor Unitary Mike Hewitt reported on Wiltshire Council matters which included mention of the Wiltshire Council budget. 6. Matters arising from previous meeting(s) Suggested A338 roundabout alteration – Parish Council confirmed that it had raised the item as an issue with Wiltshire Council and where it would then be added to a future CATG meeting to be considered there.

CCTV meeting at Glebe Hall – Cllr Baker provided a report from a meeting which he had attended on behalf of the Parish Council with a cctv monitoring service contractor with then perusal by the Council of the quotation received for installation works of the proposed cctv system at the Glebe Hall. Parish Council resolved that it was agreeable with the quotation on the condition that the Glebe Hall committee provide 50% of the cost. Parish Council resolved Cllr Grace as PC Glebe Hall representative, present the Parish Council proposal to the next meeting of the Glebe Hall management committee for consideration.

Community magazine printing – consideration of quotation for Village Link print run – the Council considered a quotation it had sought and since received for the printing of the VL Clerk with request to the Clerk to obtain a sample copy of the magazine from the printer. ACTION: agenda item once sample copy received.

Wiltshire Council – Salisbury to Porton cycle routes, email of 1/11/16 – Parish Council resolved to (i) agree with/support the proposed route from Ford to Tanners Lane, (ii) that the Clerk Parish Council consider options for a cycle route within the Parish as part of the Neighbourhood Plan. 7. Correspondence The Pensions Regulator, letter code 1012695428 – October 2016 letter with email info from payroll administrator 8/11/16 - noted with report and resolve by the Parish Council (i) to agree to the stated estimated cost from the payroll administrator of £50 for the cost of complying with the Pensions Regulator requirements and this to be added to the payroll bill issued at the end of March 2017 and (ii) that the payroll administrator Julie Bailey will set up a pension scheme in the name of Winterbourne Parish Council and then in February 2017 will deal with the paperwork required and then confirm compliance to the Pensions Regulator. 30mph signage on the road approaching Winterbourne from Salisbury – Parish Council considered a Parishioner suggestion/enquiry to pay for and have installed on their land a sign stating “you are entering a 30mph speed limit” with resolve then by the Parish Council to bring the item to the attention of a Wilts Council CATG meeting.

Payphones consultation – Wiltshire Council – email dated 8/11/16 – noted with resolve of no further action.

Email of 21/10/16 entitled “Alternatives” – noted. 8. Finance Approval of WPC November banking statement – the Parish Council unanimously resolved to accept the November Winterbourne Parish Council banking statement.

Invoices to be approved as at appendix one: Parish Council resolved to authorise cheques of: 000192 £40 (Cllr Judd, expenses reimbursement), 000191 £4.40 (postage), 000190 £49.66 (SLCC pro-rata membership), 000189 £390.00 (Parish Council maintenance).

Winterbourne Parish Council 2017/18 budget/precept discussions – the Parish Council Clerk perused a draft budget which had been prepared and distributed prior the meeting. Parish Council resolved that Cllr Baker, Bucknell, Atkinson, Penn would meet informally with the Clerk to discuss the budget with agenda item planned at the December PC meeting. Note made that any other Council member was welcome to attend the informal meeting to be held on 24/11/16. 9. Winterbourne Parish Council financial regulations The Parish Council undertook a review of its current financial regulations with resolve to add one item under the category of budgetary control “any expenses incurred as part of Council business and which is agreed to be paid by Winterbourne Parish Council should ideally be supported by a valid receipt”. 10. Diocese lease with Winterbourne Parish Council - Glebe land with consideration of reply from NALC enquiry Parish Council considered the lease as supplied on 6/10/16 from the property manager at the Clerk Diocese of Salisbury with resolve to agree to the proposed lease. Parish Council made reference to Parish Council documentation with Parker Bullen letter dated 14/8/96 (ref: TJC/eac) re: licence permitting the granting of the Licence to First Steps Nursery 11. Highways White lining outside property of 4 Dykes Cottages – Parish Council reported that following liaison with Wilts Council in relation to the request, the Council reported that if it has lining schemes nearby, the Council will endeavour to do its best to see if it can get it added onto that.

Wiltshire Council – Road Traffic Regulation Act 1984 – The County of Wiltshire (Gaters Lane and Tanners Lane, Winterbourne) (Prohibition of driving) Order 2016 – noted. 12. River bank amenity works with clarification of (i) Wiltshire Council grant application received (ii) how grant is to be spent Parish Council discussed the ongoing and intended river bank works with resolve that Cllr Judd, Baker, Grace and Atkinson would visit the site to discuss the works and assess what needs to be undertaken. Parish Council resolved to use as part of the works, the machinery belonging to Cllr Judd with agreement that Cllr Judd would invoice the Parish for the use of the equipment accordingly but not the time undertaken by Cllr Judd to undertake any works. 13. Planning 16/10366/TCA – Beddington House, Winterbourne Gunner, SP4 6EE – Parish Council Clerk considered the application with resolve of Support to the application – Parish Council considered the application with resolve that it Supported the application. 14. Parish Steward (PS) – update from visit on 7/11/16 with consideration of works for further planned visits of 5/12/16 & 9/1/17 Cllr Judd updated the Council as Parish Council named representative in regards to the PS Clerk visit held on 7/11/16. The following items were resolved to be added to the issues log for the next visit in December: (i) clearance of leaves and branches in Paddock Close, (ii) At The Bank, clear vegetation and along the road of Main Road up to the garage on the A338. 15. School parking – Summerlug drop off/collection point suggestion Parish Council reported that it had liaised with Wiltshire Council whereby note had been Clerk made that the suggestion has been placed in the domain of the WC housing department, as Summerlug is not adopted highway and is managed and maintained by WC housing department. Parish Council resolved to request a copy of the travel plan from the Winterbourne Earls school. The Parish Council expressed its frustration at its continued efforts to solve or alleviate the school parking problems. 16. Community days The Parish Council perused a report from the community day held on 12/11/16 with consideration made to the date for a future event and to be confirmed. 17. Initial Response Plan (IRP) The Parish Council undertook its annual review of the plan with resolve that (i) the Parish Clerk/ Council would ensure that each Councillor has a copy of the IRP immediately to hand, (ii) Cllr provide an A4 laminated copy of the IRP to all 3 churches, village shop, Glebe Hall and Atkinson pubs, (iii) ensure that the commandant at the CBRN camp, and local PCSO be provided with a copy of the IRP. Cllr Atkinson agreed to provide a key for the Glebe Hall storeroom located in the Ron Burton room to Cllr and Chairman David Baker and as supplies for the IRP were retained in the room. 18. Winterbourne Parish Council 2017 meeting dates The Parish Council considered the proposed 2017 meeting dates with resolve to accept the dates. 19. Parish Council web site The Parish Council confirmed that it had viewed the new web site with resolve that it was agreeable with the content to date and to launch the web site on 1/12/16. 20. Amenity Matters Parish Council resolved that Cllr Atkinson would research and obtain quotations for Cllr possible play equipment to be placed in the amenity area. Atkinson 21.
