The Board of Beadle County Commissioners met Thursday, May 31, 2012 at 9:00 a.m., pursuant to adjournment of May 15, 2012 with members present: Chair Benson, Vice Chair Marcus, Drake, Werner and Mattke. process of moving to their new location at the former Huron University Campus Center. Moved by Werner, seconded by Drake, Abstain Mattke, motion carried to hire Myranda Mattke as flagger at the Highway Department for $10.00 per hour effective June 1, 2012 and pending pass of physical and blood test. Moved by Mattke, seconded by Drake, Abstain Marcus, motion carried to hire Taylor Feldhaus as flagger at the Highway Department for $10.00 per hour effective June 1, 2012 and pending pass of physical and blood test. Pat Tschetter, Curt Peterson from Director of Equalization, Jeff Banks Deputy State’s Attorney met with the Board regarding a nuisance complaint received in the Director of Equalization office in April 2012 from Charles Cleveland regarding Record #3736 located at 2367 Lincoln Ave NW and owned by K Allen Van Tassel. After review, the board instructed Pat Tschetter, Director of Equalization to turn the complaint over to the States’ Attorney Office for prosecution, and to meet back and update the Board of the status on June 7, 2012. Moved by Drake, seconded by Mattke, motion carried to adopt the following resolution: RESOLUTION 05-08-12 GRANT SUPPLEMENTAL BUDGET WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security 2011 Homeland Security Grant Program. The following item will be reimbursed for monies expended in the 2012 budget. 226.222.429.11 Emerg Mgmt 5,707.00 (SHSP County Local Equipment HLS GY11) Total $ 5,707.00 NOW, THEREFORE, BE IT RESOLVED, that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above. Moved by Drake, seconded by Marcus, motion carried to adopt the following resolution: RESOLUTION 05-09-12 GRANT SUPPLEMENTAL BUDGET WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security 2010 Homeland Security Grant Program. The following item will be reimbursed for monies expended in the 2012 budget. 226.222.429.10 Emerg Mgmt 41,852.04 (SHSP County Local Equipment HLS GY10) TOTAL $ 41,852.04 NOW, THEREFORE, BE IT RESOLVED, that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above. Moved by Marcus, seconded by Mattke, motion carried to adopt the following resolution: RESOLUTION 05-10-12 GRANT SUPPLEMENTAL BUDGET WHEREAS, UNANTICIPATED REIMBURSEMENTS WERE RECEIVED FROM THE STATE OF SOUTH DAKOTA FOR STOP/VIOLENCE AGAINST WOMEN ACT GRANT. THE FOLLOWING ITEM WILL BE ADDED TO THE 2012 BUDGET YEAR. 231 434 429 STOP VILOENCE GRANT OTHER $1,900.00 NOW, THEREFORE, BE IT RESOLVED, THAT THE BOARD OF BEADLE COUNTY COMMISSIONERS DO HEREBY PROPOSE, MAKE AND MOVE FOR ADOPTION OF THIS GRANT SUPPLEMENTAL BUDGET IN THE ITEM SET FORTH ABOVE. Moved by Marcus, seconded by Mattke, motion carried to adopt the following resolution: RESOLUTION 05-11-12 GRANT SUPPLEMENTAL BUDGET WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security 2011 Homeland Security Grant Program. The following item will be reimbursed for monies expended in the 2012 budget. 226.222.429.11 Emerg Mgmt 12,644.00 (SHSP County Local Equipment HLS GY11) 226.222.429.11 Emerg Mgmt (HLS County LETPP Equipment GY11) 2,528.80 Total $ 15,172.80 NOW, THEREFORE, BE IT RESOLVED, that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above. Moved by Marcus, seconded by Drake, motion carried to approve the Disinterment of Michael Will from St Martins Cemetery in Huron, South Dakota with Reinterment in St Martins Cemetery in Huron, South Dakota. Moved by Werner, seconded by Drake, motion carried to ratify the contract between Beadle County and Beadle County Employees AFSCME Local 169 for the three (3) year contract effective January 1, 2013 through December 31, 2015. Moved by Werner, seconded by Marcus, motion carried to approve the 2012-2013 Packaged Off Sale Malt Beverage License for Fowl Play and Retail On-Off Sale Malt Beverage License for 2012-2013 for DJ’s Travel Center. Moved by Drake, seconded by Marcus, motion carried to authorize Vicki Nelson, Community Nurses to attend meetings in Pierre, SD on June 25-29, 2012 staying overnight the night of June 26, 2012 and meeting in Pierre SD on July 9-12, 2012 with overnight stay on July 9, 2012. Moved by Drake, seconded by Mattke, motion carried to approve the following resolution: RESOLUTION 05-12-2012 ATTENTION TAXPAYERS: NOTICE OF PROPERTY TAX INCREASE OF $300,000.00 RESOLUTION FOR OPT OUT THE GOVERNING BOARD OF BEADLE COUNTY do state that the above said board is unable to operate under the tax limitation measure currently in statute. We therefore OPT OUT of such tax limitation in the amount of $ 300,000.00 starting with calendar year 2012 taxes payable in the calendar year 2013 . This opt out will be for two (2) years, which will be through taxes payable in the calendar year 2014 . This action has been taken by the board and approved by at least a two-thirds vote of the board. This decision may be referred to a vote of the people upon a petition signed by at least five percent of the registered voters in the district and filed with the governing body within twenty days of the first publication of this decision. Unless this action is referred to a vote of the people and reversed by such vote, this resolution authorizes the county auditor to spread an excess levy to raise tax dollars in the above stated amount. Moved by Marcus, seconded by Mattke, motion carried to set public hearing notice for Burn Ban Ordinance, CAFO Ordinance, Hobby Farm Ordinance, and Rezone Petitions from R-O to AGFP on June 28, 2012 at 10:00 a.m. The board adjourned to meet next on Thursday, June 7, 2012 at 9:00 a.m.
