OUA Sport Committee Terms of Reference Page 2 1. COMMITTEE COMPOSITION 1.1. Refer to Unit I – Constitution, Article XI – Sport Committee and Unit II – By-Laws 2.4 for the Sport Committee Composition.
2. COMMITTEE REPRESENTATION 2.1. Sport Committee members will be assigned to oversee the Convenors of a certain number of sports. The assignment of sports will be determined by the co-chairs after the Sport Committee is finalized. It is recommended that the sport committee representatives take on sports that match their expertise and University’s offering. It is recommended that by the staggering terms of these positions an attempt to secure no more than two new members at this level in one year will be accomplished. The ten members will oversee a number of sports. Sport representatives will deal with the Convenors of their sports to ensure that deadlines and information is provided by deadline dates. The Sport Committee members will make decisions on motions and communicate back to the membership and deal with any other issues that need to be addressed and presented to the Board.
3. TERMS OF REFERENCE 3.1. Refer to Unit II – By-Laws 2.4.1 for the Sport Committee Terms of Reference
4. ROLES AND RESPONSIBILITIES 4.1. Deal with all disciplinary and technical matters as submitted by Convenors.
4.2. The Committee members shall ensure that Convenors are in place to facilitate and conduct the business within each OUA sport as well to ensure that the Convenors chair the annual Coaches Meeting within that particular sport. Committee members will attend the annual coaches meeting with their Convenor.
4.3. Sport Committee recommendations will be presented to the Board at the Annual General Meetings. Efforts will be made to deal with rule changes that are supported with compelling rationale and accompanied by description of financial and policy implication. Only those motions that are accompanied by compelling rationale and a description of financial and policy implication will be brought forward for consideration. Motions without supporting rationale and financial and policy implications will require unanimous support of the Sport Committee in order to be considered. The Committee Co-chairs are responsible for ensuring that appropriate schedules are established that adequately permit all OUA members and Convenors to meet deadline submissions.
4.4. While “interpretations” of regulations may be questioned, discussed, and clarified at a meeting of the Sport Committee, recommendations or “notices of motion” for change should normally be directed through the coaches by the Convenor prior to presentation to the Sport Committee.
4.5. All supported motions from the Sport Committee are then passed to the Board for approval with ensuing revisions of the Sport Specific Playing Regulations being the responsibility of the Manger of Sport Programming.
4.6. OUA Sport Specific Playing Regulations are to be revised every year. Sports playing regulations shall indicate, at the outset, the date of last revision.
4.7. The Sport Committee shall act as an advisory group working with specific Convenors within their portfolio, in particular the sport expert on the Committee will assist the Convenor with sport specific rulings or act in their capacity of first arbitrators on sport specific rules and protests.

5.1. An OUA Sport Council meeting will be held once a year in conjunction with the AGM or other yearly meeting. The representatives to the Sport Council meeting will be comprised of a minimum but not limited to one representative per member institution. The Chair of the Council meeting will be appointed from within the membership of the OUA. The Sport Council reports directly to the Sport Committee.
5.2. The Sport Council will meet to discuss OUA sport issues, identify roles and strategies of the OUA and its membership on impacting the sport systems provincially and nationally. The meeting of the Council is intended to create an opportunity for ALL OUA members to contribute to the agenda items for the meeting. Other functions include:
a. The Council meeting will provide opportunities for guest presentations, forums and workshops. b. The Council meeting will provide a forum for event management best practices. c. The Council meeting will provide a place for orientation of OUA Convenors and Convenors’ workshops. d. The Council meeting will deal with conference sport development matters.
