Oakcliff International Match Race August 10 – 14, 2016 Notice of Race 1. Organizing Authority The Organizing Authority (OA) is Oakcliff Sailing.

2. Venue The venue will be Oyster Bay, New York, USA.

3. Event Grading The Oakcliff International is a World Sailing (WS) Open Grade 2 event. This grading is subject to review by World Sailing. The event may be re-graded when there is a clear reason to do so.

4. Provisional Program 4.1 Schedule: a) Race office will be open Wednesday, August 10 from 1100 to 1700 hrs. b) Registration and crew weigh-in will be on Wednesday, August 10 from 1200 to 1700 hrs. c) Weigh-in ONLY may be completed Thursday morning between 0800 and 0900 hrs. d) Sailing practice will be on Wednesday, August 10 between 1200 and 1700 hrs. e) First meeting with umpires will be on Thursday, August 11 at 0900 hrs. f) First Skippers’ briefing will be on Thursday, August 11 at 0900 hrs. g) Racing days will be Thursday, August 11 to Sunday August 14. h) The first attention signal on each racing day will be 1000 hrs. i) There will be a dinner for the competitors and race officials Thursday and Saturday after sailing, at Oakcliff Sailing. j) There will be a mandatory skippers’ briefing on each racing day at 0900. k) Daily press conferences may occur approximately one-half hour after the last team returns to shore each day. l) The Prize Giving will occur approximately one-half hour after the last team returns to shore on August 14. m) It is the intention of the race committee to have no attention signal after 1600 on August 14.

4.2 Unless excused by the OA, attendance at the following is mandatory: a) Initial briefing for skippers b) Daily briefing for skippers c) Daily press conferences d) Prize Giving for the final skippers and crews.

5. Skippers Eligibility a) Up to twelve skippers will be invited, of which up to three shall have qualified through Grade 3 events. Only skippers invited by the Organizing Authority will be eligible to enter this event. The qualifying events will be: the Fort Worth Boat Club Qualifier, March 19 & 20, the Oakcliff May Grade 3, May 14&15 and the CYC / CMRC Chicago Qualifier on June 25 & 26. b) The registered skipper shall helm the boat at all times while racing, except in an emergency. c) To remain eligible, a skipper shall confirm acceptance of invitation by completing the invitation process at the web address indicated on the invitation email. d) A non-refundable entry bond of US $250 shall accompany the acceptance of invitation for the acceptance to be valid and is credited towards the entry fee. e) All competitors shall meet the eligibility requirements of WS regulation 19.2. f) All competitors shall obtain a WS Sailor ID by registering online at www.sailing.org/isafsailor. g) Skippers shall inform the OA of their WS sailor ID at registration.

6. Entries 6.1 The skipper will be entered on completion of registration, and crew weighing and the payment of all fees and deposits.

6.2 Payments shall be made by major credit card or PayPal on the Oakcliff Sailing website www.oakcliffsailing.org. Cash (US funds) will also be accepted on site.

6.3 A non-refundable entry fee of US $1,200 shall be paid by completion of registration on Wednesday, August 10.

6.4 When a skipper accepts an invitation and later withdraws within two months of the event or leaves the event before the end without written approval from the OA, a zero score may be applied by WS to their ranking points for the event. WS Regulation 27.2(d) refers.

6.5 Damage Deposit: a) An initial damage deposit of US $2,500.00 shall be paid at registration, unless extended by the Organizing Authority. The deposit represents the maximum payable by the skipper as the result of any one incident. The damage deposit may be paid by credit card or cash.. b) If a deduction from the damage deposit is decided by the OA, it will require that the deposit be restored to its original amount before the skipper will be permitted to continue in the event. c) Any deposit remaining after the event will be refunded within 30 days of event completion, minus the costs of any boat damage or other costs incurred and left unpaid, for which the OA deems the skipper to be responsible.

7. Rules 7.1 (a) The event will be governed by the rules as defined in the RRS and including Appendix C. (b) The rules for the handling of boats will apply, and will also apply to any practice sailing and sponsor races. (c) US SAILING prescriptions to RRS 67 and 76.1 will be the only US prescriptions that will apply and their text will be posted on the official notice board. (d) An IJ will be appointed in accordance with RRS Appendix N.

7.2 Alterations to the RRS.

a) Under RRS 86.3 this event will test a package of test rules proposed for match racing. See detailed wording for these rule changes in NoR Addendum A.

b) Add to RRS 41: (e) help to recover from the water and return on board a crew member, provided the return on board is at the approximate location of the recovery.

c) RRS C8.6, C6.3, 28.1, 31, 60.1(b), 62.1(a), 63.1 and A5 will be changed in the sailing instructions.

Note that WS has approved a change to Appendix C from January1, 2015 as follows: Delete current rule C2.9 and replace with: C2.9 Rule 22.3 is deleted.

8. Boats and Sails a) The event will be sailed in Match 40 type boats. b) There will be 10 – 12 boats provided. Boats will be identified by bow number. c) The following sails will be provided for each boat: Mainsail, Jib, Genoa and Spinnaker. d) Boats will be allocated by draw, either daily or for each round, as decided by the Race Committee. (e) Each skipper should provide a VHF radio for his/her team. Oakcliff has some VHF’s that can be borrowed (the damage deposit will be charged for non-return of, or damage to, borrowed VHFs). (f) Each competitor is responsible for providing their own PFD. Oakcliff has some PFD’s that can be borrowed (the damage deposit will be charged for non-return of, or damage to, borrowed PFDs

9. Crew a) The number of crew (including the skipper) shall be 5 or 6. All registered crew shall sail all races. b) The maximum average crew weight limit, determined prior to racing, shall be 87.5kgs, or 192.5 lbs, when wearing at least shorts and shirts. Total crew weight shall not exceed 962.5 lbs. c) When a registered skipper is unable to continue, the Chief Umpire may authorize an original crew member to substitute. d) When a registered crew member is unable to continue in the event, the Chief Umpire may authorize a substitute, a temporary substitute or other adjustment.

10. Event Format a) The event will consist of the following stages: 1. Stage 1 - Single Round Robin 2. Stage 2 - Quarter Finals 3. Stage 3 – Knock out for places 5-6, 7-8, 9-10, & 11-12 4. Stage 4 - Semi Finals 5. Stage 5 - Finals / Petit Finals b) The RC may change the format, terminate any stage or the event when, in its opinion, it is impractical to attempt to hold the remainder of matches under the existing conditions or in the remaining time scheduled. Early stages may be terminated in favor of later stages.

11. Course a) The course will be windward/leeward with starboard roundings, finishing downwind. b) The intended course area will be Oyster Bay Harbor, Cold Spring Harbor, or Long Island Sound off Oyster Bay.

12. Advertising a) Each boat will be required to display advertising as supplied by the OA. WS regulation 20.4 applies. Each boat will be required to display advertising as supplied by the OA- b) Competitors may be permitted to display advertising ashore at the venue, but this is subject to individual negotiations with the OA. c) Boats will not be permitted to protest for breaches of any rules regarding advertising. This changes RRS 60.1(a).

13. Prizes a) A cash prize purse will be distributed among the top ten skippers. b) Other prizes shall be awarded to the top three teams. c) WS has been notified of these prizes. d) The OA may reduce a prize in the case of misconduct or refusal to comply with any reasonable request, including attendance at official functions.

14. Media, Images and Sound 14.1 If Required by the OA: a) Media personnel and equipment (or dummies) supplied by the OA shall be carried on board while racing. b) Competitors shall wear microphones supplied by the OA during racing and be available for interviews when advised by the OA or RC.

14.2 Competitors shall not interfere with the normal working of OA supplied media equipment.

14.3 The OA shall have the right to use any images and sound recorded during the event free of any charge.

15. Coach Boats Coach boats are not permitted. A coach boat is any boat that is under the direction or control of a person gathering information or giving material support for the benefit of particular competitors either on or off the water.

16. Other Requirements a) Each skipper is required to submit a photograph and sailing CV or résumé at the time of invitation acceptance. b) The OA may request one or more skippers to carry a Sponsor or Sponsor’s representative on board for a limited period during the practice session. c) The OA may require skippers to carry an Oakcliff Acorn or an approved observer on board during racing.

Date of Issue: January 22, 2016 Version 1 ADDENDUM A - 2016 World Sailing Match Racing Test Rules

The rules below in red represent changes to the 2015 test rules.

A. Add new RRS 7 to Part 1:

7 LAST POINT OF CERTAINTY

The umpires will assume that the state of a boat, or her relationship to another boat, has not changed, until they are certain that it has changed.

B. Delete RRS 18, C2.6 and C2.7 and replace with:

18 MARK ROOM

18.1 When Rule 18 Applies

Rule 18 applies between boats when they are required to leave a mark on the same side and at least one of them is in the zone. However, it does not apply between a boat approaching a mark and one leaving it.

18.2 Giving Mark-Room

(a) When the first boat reaches the zone,

(1) if boats are overlapped, the outside boat at that moment shall thereafter give the inside boat mark-room.

(2) if boats are not overlapped, the boat that has not reached the zone shall thereafter give mark-room.

(b) If the boat entitled to mark-room leaves the zone, the entitlement to mark-room ceases and rule 18.2(a) is applied again if required based on the relationship of the boats considered at the time rule 18.2(a) is re-applied.

(c) If a boat obtained an inside overlap and, from the time the overlap began, the outside boat is unable to give mark-room, she is not required to give it.

18.3 Tacking or Gybing

When an inside overlapped right-of-way boat must change tack at a mark to sail her proper course, until she changes tack she shall sail no farther from the mark than needed to sail that course. Rule 18.3 does not apply at a gate mark or a finishing mark and a boat shall not be penalized for breaking this rule unless the course of another boat was affected by the breach of this rule.

C. Change definition of Mark-Room to:

Mark-Room Room for a boat to sail her proper course to round or pass the mark on the required side. If room includes a change of tack, such tack or gybe shall be done no quicker than a tack or gybe to sail her proper course.

D. Add the following new rule:
