CONSULTANT – DESIGN CONSULTANT FOR EDUCATION PUBLICATIONS UNICEF Regional Office for CEECIS Education Section

Location: Home based

Duration: 35 days between 15 June 2016 and 31 December 2016

INTRODUCTION This Terms of Reference describes the tasks for a Design Consultant that is sought to produce the design and layout of key CEE/CIS Regional Office Education publications, booklets and documents produced for the Regional Education Agenda (RKLA 3 & 4).

PURPOSE The purpose of the proposed consultancy is to provide design support to the Regional Office Education Section for a number of forthcoming publications linked to the Regional Education Agenda: Including All Children in Inclusive Quality Education and Early Learning. The Consultant will be responsible for developing interactive PDF and print-ready publications of professional quality and with consistent style to the RKLA 3 & 4 website (http://education-equity.org/).

SCOPE The consultant will work remotely to support the Regional Office Education Section to finalize publications for print and dissemination (see publications listed in tasks below).

TEAM COMPOSITION AND ACCOUNTABILITIES The consultant will work with the CEECIS Regional Office Education section in collaboration with the RO Communications Section and in the case of the publication Measuring Education Participation, with the UNESCO Institute for Statistics. The consultant will report to the Regional Office Senior Education Advisor.

TASKS Regional Office  Layout, design, selecting suitable graphics*, and proofreading of design layouts for: o The publication Enrolling All Children in School and Preventing Dropout (131 pages); o The publication Monitoring Education Participation (180 pages). . In addition, for Monitoring Education Participation: Liaising with the publications focal point in the UNESCO Institute for Statistics; and . Layout and design of short briefs based on Monitoring Education Participation using the design template for the full document (8 briefs of 2-4 pages);  Layout and design of the RKLA 3 & 4 Theory of Change (60 pages);  Updating sections in the Education-Equity.org microsite which includes uploading new text, publications and images;  Communication with Education and Communication sections, as well as the Out-of-school children data consultant (developing the Regional Education Database on education-equity.org);  Other design tasks agreed by the Education section and the consultant.

Upload PDFs and images, and produce other graphic design for Regional Education Website. Total 35 days

*This timeframe presents the official contract start and end dates, which are based on UNICEF’s internal procedures. However, the deadlines stated in the deliverables section are those to be adhered to by the consultant. *UNICEF reserves the right to withhold payment or partial payment for deliverables that are of poor quality or that do not meet the deadline stated in the contract. *If deliverables are submitted before the end of the contract payment will be processed.

QUALIFICATIONS OF CONSULTANT  University degree in relevant field, preferably communication, graphic design or publishing.

2  5 years of professional experience in communications, publications or graphic design.  Strong background in publications, communications, and graphic design. Experienced in use of publishing applications and preparing print-ready documents.  Previous CEE/CIS regional experience is an asset.  Ability to work independently  Excellent attention to detail  Familiarity with UNICEF’s mission and mandate an asset.  Due to the need for regular interaction, similar time zone with the Regional Office for CEECIS considered an asset

Language Proficiency  Fluent in English
