Meeting convened at 10:00 am

WELCOME AND INTRODUCTIONS Deborah Bowman opened the meeting and welcomed everyone. Introductions were made around the room.

Deborah opened the floor for public comment. Several guests were in attendance from Chrysalis and Red Rocks Independent Living Center. Concerns were addressed about the potential changes regarding funding and oversight for the independent living centers throughout the state because of the scrutiny that Utah State Office of Rehabilitation is under. Continued frustrations with limited transportation in the area were expressed as a major concern. The raise for direct-care staff was also discussed as a positive impact on the community, but more will need to be done to continue to hire quality staff and to reduce turnover.

MINI GRANT UPDATE- RED ROCK ILC Allison and Brenda of Red Rocks Center for Independence reported on the projected they developed using a $1,000 grant that was awarded to them by the Council. The program, “Embracing My Environment through Science,” is a weekly science lesson or activity for people with intellectual and developmental disabilities exploring a science topic to help them learn more about the climate and geography of St. George. The program will last 16-20 weeks and has 10-12 adult participants each week. It is intended to continue on a monthly basis at the ILC and it was suggested by the Council that the Red Rocks Center for Independence consider using this program for career exploration in the future.

UPDATE AND DISCUSSION ON SWATC- WORKPLACE FOUNDATIONS Council members visited the Southwest Applied Technology College on November 9, 2015 to learn more about “Workplace Foundations,” a post-secondary training program for individuals with developmental and intellectual disabilities. On November 10, the Council heard from students and staff from the program about the impact the continued education has on job readiness and employment. A review of the $100,000 appropriation was given. Questions were raised about sustainability, potential partnerships and funding sources. The Council discovered that communication between public schools and post-transition program is weak and the Councils would like to see this position strengthened, and intends to raise this issue with USOE. SWATC will need $54,000 to continue the program until the next legislative session, when the college plans to request ongoing funding.

Motion made by Vicki Clayson to award the money under the conditions that 20% of students are those not in services and that the employment result for students completing the programs cannot be in retail or food service. Kayci Lynam seconded the motion. Motion failed: two ayes, all others opposed. Motion by Lori Packard & Janet Wade for Funding of $54,000 with 25% Match & Stipulations: Review and obtain school history of work-related materials  Inclusion and experience in college courses and activities Recommendation: Look to VR and DWS for other funding streams and report finding. Motion seconded by James McFadden. Motion passed unanimously.

REVIEW AND APPROVAL OF SEPTEMBER MEETING MINUTES Deborah called for a motion to approve the September Council Meeting Minutes. Trevor Buit moved to approve the minutes and Ginny Rouse seconded the motion. Motion passed unanimously.

UPDATE AND DISCUSSION WITH THE 5-YEAR PLANNING COMMITTEE The 5-Year Planning Committee proposed three goals for the 2017-2021 State of Utah 5-Year plan. The draft included the following:

GOAL 1: The UDDC will increase access to and the use of health services including dental, vision, behavioral and mental health services for people with developmental disabilities and their families.

GOAL 2: The UDDC will collaborate in Employment First system change to increase the employment of people with developmental disabilities.

GOAL 3: The UDDC will increase the self/community leadership and advocacy skills of people with developmental disabilities and their families through capacity building.

Motion to approve the goals presented made by Rita Bouillon and seconded by Trevor Buit. Motion passed unanimously. -2- EXECUTIUVE DIRECTOR’S REPORT Eric Stoker gave an update on “Take Your Legislator to Work.” He has been collaborating with Kellie Babcock of DSPD to encourage people with intellectual and developmental disabilities who have competitive employment to invite their legislator to visit their jobs. There have been three participants so far this year and next year they are hoping for 6-7 more employees to participate.

Libby Oseguera discussed the progress of People First of Utah. People First has developed a 12 unit leadership and self-advocacy curriculum for the Chapters to use at their meetings. Libby and People First of Utah State Board members have presented the curriculum to five post-high school transition program and these programs will be using the curriculum beginning in January to provide feedback and to pilot the new material before it is widely distributed to other programs and high schools statewide. People First has also begun planning the 2016 Quality of Life Conference that will take place in August at Trefoil Ranch in Provo Canyon. The conference is western themed and will host 200 attendees including self-advocates and their siblings.

Amy Notwell gave a report on the Speakers’ Bureau that she is developing. Speakers are self-advocates who are paid to train other self-advocates, professionals and community members about a variety of topics including choosing support staff, setting higher expectations and managing IEPs. There are eight speakers and they have a goal to train 300 people statewide.

EXECUTIVE SESSION Council Staff, guests and non-members were asked to leave the meeting so that the Council may enter into executive session to conduct Director Claire Mantonya’s performance review.

CLOSING REMARKS Deborah thanked everyone for coming and excused the meeting attendees.

Ginny Rouse made a motion to close the meeting and Denell Miles seconded the motion.

Meeting adjourned at 2:00 p.m.

Next UDDC Full Council meeting will be held Tuesday, February 2, 2016 at the Utah State Capitol Day at the Capitol –Attend committee meetings – 8 to 10 a.m. and visit both Houses in session 10 – 12 noon. Council meeting from 12 to 3:30 pm- Aspen Room off the cafeteria.

Next Executive Committee Meeting : January 12, 2016 11 a.m. to 1 p.m. in the Council’s Conference Room.
