Tarves Community Council Minutes of meeting held on Tuesday 10th January 2017 In Tarves Primary School at 7.00 pm.

Councillors Present: Allan, Davidson, Hekelaar, Massie, Middleton, Smith, Taylor, Thomson & Webster. Also Present: - P Johnston, C Shand. Apologies; - Cllrs McWilliam, Webster, also A. Hendry, J Gifford. Minutes of Previous Meeting on 12 th December 2016, Minutes of previous meeting were proposed for approval by FS and seconded by DH, with all members in agreement. Police matters – no police officer was present. Declarations of Interest – Nethermill of Tillyhilt – BD declared an interest as he knew the applicant but had not discussed the proposals and as such still took part in discussion. Barthol Chapel matters – School – Adrian Anderson has been appointed as new Head Teacher and will take up the post in the next few weeks. BCCA Burns Supper – in the school on 3/2/2017. Matters Remaining Unresolved for affordable housing in Tarves – reply received from Area Manager but question was not answered. PJ has talked to Area Manager about this matter. Sewage smell in Duthie Road – Not noticed recently. Dog Signs for playparks – There are signs up but they seem to be giving differing instructions. A route from Braiklay Avenue to Duthie Road without coming through the playground was discussed. Landscape Services would need to be involved. Trees on Boolroad/Craigies road –Callum Davidson needs instruction from Ian Daniels to check them out. Alarm & signage at Shop – no update -. Tarves School repairs / All Weather Court Chair will e-mail Allan Whyte. Non-operational Structure – nothing has happened – BD will ask Shaun Norman to meet with him. Pharmacy proposal – Mr Porter will be available to meet with individual members of the public on 8th February 2017. Gillian Martin has not responded to the request to meet to discuss DH to contact again. TDT – Youth consultation has been completed – feedback yet to be prepared. Braiklay Park Notice Board – request for it to be fixed. IM will look at that. . DWR/Mackie Avenue Trees – No TPOs on these trees – Some residents have removed trees and branches that were causing nuisance. Local Members Report – Cairdseat Cott. Right of Way – The Environmental Team will send an update to the property owner – not sure if the signage has been put up. Prop of Ythsie Lease – Ward meeting on 20th January and it is on the agenda. Budget Consultations – are on line still £3,000,000 savings to find. 700 – 1000 responses have been made – comments will be available for the public to see.

2 Bike stands in Square PTU and NESTRANS have funding. Chris Menzies has sourced lockable bike lockers. New Council HQ – Not at design stage yet – makes economic sense as it would cost more to upkeep old offices in the long run. Council Offices in Ellon and Stonehaven may be consolidated into one site in each town. Committee Reports – Formartine Partnership – AGM – Well attended. Flowerpot people initiative was a great success and will happen again. HUT – New Youth Leader has been appointed. Roads, Paths & Signs – Youth Hall – hole in road - responsibility of the Church apparently but Ian Daniels authorised it being filled in – Chair will thank him. . Tillygonnie/Duthie Webster Road – white lines at junction need to be re-done. Duthie Webster Road – car parking on pavement – Still a problem. B999 Flooding – Area Manager still to respond. Ythsie Road – water running down the road just after South Ythsie Cottage – Chair will report. Bancon – Bancon will remove the signs and re-instate the strip of land - Braiklay Avenue. Churchill Homes sign- one removed and one still there. P Leiper sent copy of protocol – should be development name and not company name. Car leaking oil in Tree Road – New car but now leaking oil too. Haddo main driveway – new speed bumps are severe – two worst ones have been altered and speed tables will be considered in the future. Speed sign in Duthie Road – not working – Chair will let Richard Henderson know. Toby Lid missing on outskirts of village – post been put in it so it is easily seen. Road from B9170 via Ladyleys and Aquhorthies, Craigdam to Tarves – council officer has said potholes etc are a contractor’s responsibility not AC – water lies on the road and regular deep potholes. Chair to report as it is clear that this road is AC responsibility. Planning Matters. Nethermill of Tillyhilt – FPP for dwellinghouse – suggest that timber cladding is treated. Bruntstane, St Katherines – Forestry shed – no concerns. North Flobbets Croft – farm related building – no concerns. Hillhead House – FPP for dwellinghouse, change of design from previous – because it is a prominent site – Object and suggest cladding is treated. Correspondence – Methlick comments on Pitmedden Pharmacy Proposal –TCC not happy with reduction in Tarves service. – Local Plan – slight changes were made to correct boundary at Bain’s Park and Presly Avenue leading to Gardens. Playpark in DWR/MA included for protection as suggested by TCC. AOCB – Christmas Lights – Many thanks to the Lights Team – a great job as always. A switch on was suggested but not a feasible option. Consideration may be given to extend lights to the west; this would be subject to additional equipment funding, suitability of lampposts and importantly availability of additional volunteers.
