EXPRESSION OF INTEREST
(A). The Directorate of Aviation, Govt. of M.P., Bhopal invites “ Technical Proposal & Financial Proposal’ from the Maintenance Organisation approved under CAR – 145 for Radio Navigation System Certification for the MP State Owned Super King Air B200, Bell 407 and EC155B1 aircrafts. Relevant details regarding the terms & conditions are available on our website www.mpaviation.nic.in
(B) Those interested may furnish their Technical & financial proposal in the manner proposed to the Director of Aviation, Govt. of MP., Raja Bhoj Airport, BHOPAL 462 030, Fax 0755-2641271, Tel. 0755-2641724 so as to reach by Friday, the 05h June 2015 by 1430 hrs. The proposal shall be opened at 1500 hrs. the same day.

EXPRESSION OF INTEREST
(A). The Directorate of Aviation, Govt. of M.P., Bhopal invites “Technical & Financial Proposal’ from Maintenance Organization approved under CAR- 145 for Radio Navigation System Certification for the State SKA B200, Bell 407 & EC155B1 aircrafts for a period of one Year.
1. The Radio inspections as per the approved maintenance program in respect of each State aircrafts are enclosed as annexure I.
2. The Organisation may quote for any number or all aircrafts mentioned at (1) above.
3. The organization must have suitably experienced open/type rated AME having recency with respect to the State fleet mentioned.
4. All periodic maintenance as per DGCA regulations may be carried out at Bhopal.
5. Associated technical support i.e. tools, man power etc. shall be provided to the certifying staff /AME by this organization.
6. The Technical & Financial Proposal shall be considered part of the terms & condition.
7. The contract may be terminated at two months notice by either side.
Page 2 of 7 B. TENDER VALIDITY PERIOD :
1 The tender shall remain valid for a period of one year from the letter of acceptance by the maintenance organization.
C. TENDER DUE DATE :
1 The tender should be submitted on or before Friday, the 05th June 2015 till 1430 hours at the address - DIRECTORATE OF AVIATION, GOVERNMENT OF MADHYA PRADESH, RAJA BHOJ INTERNATIONAL AIRPORT, BHOPAL – 462030, M.P., INDIA
D. LATE TENDER :
1 Tender received by the Directorate of Aviation after 1430 hrs. IST on 05th June 2015 will be marked as Late Tender and returned unopened to the Tenderer.
E. MODIFICATION AND WITHDRAWAL OF TENDER:
1 The Tender submitted by facsimile, telex or e-mail shall not be considered.
2 Modification or withdrawal of the tender once submitted shall not be permissible.
3 After opening of the tender no new condition will be acceptable.
F. SUBMISSION OF TENDER:
1 The tender should be submitted in the following manner:
2 The tender shall submit the Technical Proposal as per the format set out in Annexure-II and mark the envelope as ‘A’.
3 The tender shall submit the Financial Proposal as per the format set out in Annexure-III and mark the envelope as ‘B’.
4 Both envelopes ‘A&B’ shall be kept in a cover envelope mentioning the name and address of the organization submitting the tender.
Page 3 of 7 5 After opening the technical proposal contained in envelope A, the Department may ask the tenderer to furnish additional information or give clarification that may be required. 6 If the information provided is found incomplete, the department may ask to furnish supplementary information under intimation to all the participants.
G. EVALUATION OF THE FINANCIAL PROPOSAL:
1 The amount for the Financial Proposal must be written legibly, both in words and figures. In case of difference between the two, the lower figure will be considered.
2 In the event that two or more Tenderers quoting the same amount, the Directorate of Aviation may: i. Invite fresh proposals from the Tenderers; OR ii. Take any such measure as may be deemed fit in its sole discretion, including annulment of the tendering process.
3 The Financial Proposal of all the Tenderers who fulfill the Technical Proposal may be opened in the presence of the Tenderer’s representatives who choose to attend. The Tenderer’s representatives who are present shall be required to sign and record their attendance.

I NOTIFICATION:
1 Notwithstanding anything contained in the Tender document, The Directorate of Aviation reserves the right to accept or reject any tender and/or to annul the tendering process and reject all Tenders, at any time without any liability or any obligation for such acceptance/rejection or annulment, without assigning any reason, thereof.
2 The decision of the Director, Directorate of Aviation on the tender will be intimated by Director of Aviation to the successful tenderer shall be final and binding on all participating Tenderers.
