West Sadsbury Township Planning Commission Meeting May 23, 2017

Planning Commission members in attendance were Barry Edwards, Ed Haas, Darren DeVoe, Benuel Stoltzfus, Ashley Melasecca, and Dave Markward. Cory Rathman from Becker Engineering was also present.

Also in attendance were Matt Keenan, Randy Gil, and Alexis Pointek. The meeting was called to order at 7:30 PM. A Motion to accept the April 25, 2017 Minutes as written, was made by Barry and seconded by Ed. The Motion passed.

Regional Planning Commission No report.

OLD BUSINESS None

NEW BUSINESS

 Old Paths Baptist Church – Matt Keenan appeared before The planning Commission for comments and guidance a preliminary drawing of their plans to construct a church on the east side of Rte 41, south of Zook Road. They have already been granted Special Exception usage by the Zoning Hearing Board to construct a church on this property in the RMD District.

>Matt advised they are still working on Penn Dot Study and Permit >Matt will include a landscape plan >If a sign is going to be used it must be included in plan >Matt will review parking lot size and number of parking spaces in plan as currently presented. He will consider adding more parking area. >Proposed building will be dimensioned.

 Randy Gil and Alexis Pointek appeared before The Planning Commission to discuss his Application for Conditional Use by Randy Gil to utilize an existing building at 4117 W. Lincoln Highway as an automotive repair facility. The property is located in the CS District and an “Automotive Repair Facility” is allowed as a Conditional Use in that district. Planning Commission is required to review such applications and forward comments to the Board of Supervisors prior to the Conditional Use Hearing.

>No changes to the building structure are planned. >Randy will clarify signs and lighting for the building. >Randy confirmed auto repair only, no body work. >Hours of operation are Monday thru Friday only from 8:00 A.M. to 6:00 P.M. >Randy estimates 10-12 cars maximum for daily repairs. >Limit access and egress to existing paved area on Rte. 30. >Cory will assist checking if a current Highway Occupation Permit is on file. If one on file Randy will be bound to current permit as written. >Waste oil containment plan with D.E.P. approval will be required. Proposed area for storage and containment is located in the rear of the building. Screening will be considered. >Five total employees anticipated. A Motion for Barry to write a letter to the Supervisors recommending approval of Conditional Use was made by Dave and seconded by Derrick. The Motion passed.

ZONING HEARING BOARD UPDATES

 The Zoning Hearing Board has not yet scheduled a date for the continued hearing to consider the Application of Freedom Life Church for a Special Exception to allow them to construct a church and associated facilities on a 31-acre property on the northwest corner of the intersection of Rte 41 and Zook Road in the RMD District. There are still issues concerning potential restraints for Prime Ag Soils and Open Space that need to be resolved.

 At a Hearing on May 18, 2017, the Zoning Hearing Board DENIED the Application of John Aaron Miller to construct a horse barn on a 1.5 acre lot located at 494 Cygnet Drive in the RLD Zoning District

A Motion to adjourn the meeting was made by Dave and seconded by Barry. The Motion passed and the meeting adjourned at 9:05.The next meeting will be Tuesday, June 27, 2017 at 7:30 PM.
