Michele went ahead and started the meeting at 9:03 as Brad had said he would be late.

Minutes of 7/23/13 Meeting The committee accepted the meeting minutes as presented. There were no corrections.

*Motion by Keith Kranick; Second by Karen Comstock to approve the July 23rd, 2013 meeting minutes as presented.

All in Favor; Motion Carries.

Reports – Michele & Jason Michele went over the Customer Service Indicators Report for Program Year PY13. She explained that we passed all CSI measures with the exception of NWRC (National Work Readiness Credential) for Out of School Youth. We knew that we would fail as we did not budget for any incentives to get youth to study and take the test.

Jason went over the August Services Report explaining that the new UI numbers would not be out until noon that day. Therefore the UI numbers on the report were still from July. He explained that the enrollments were down a bit but that is due to the fact that it’s the beginning of the program year. Front door traffic rebounded from below 1000 participants for the first time in 2 years for Catt. Co. to 1008 and it stayed steady for Allegany County at 676. There is no new approved Adult training due to the lowered amount of funds available first quarter. There are Operations Oversight Committee September 24th, 2013 Page 2 of 3 Not Yet Approved only 2 ITA’s and no OJT’s for Allegany County and 7 ITA’s and 6 TANF OJT’s for Catt. County. Going forward in this report Jason will include all TAA training numbers as well. Michele announced that there was nothing to report as of yet for the PY13 Performance Measures. She has received nothing back from Albany on our negotiation numbers for Adult and Dislocated Worker Average Earnings measures.

JCC Advanced Manufacturing Center in Olean- Keith Keith announced the plans for the future Advanced Manufacturing Center here at the JCC Olean Campus. Right now JCC offers a 350 hour program in which 85% of the student who come out of this are successful. That percentage alone gives great support toward the new center. JCC has purchased the old Knights of Columbus building located behind JCC campus as the location for this new center. It will prevent the students from having to drive to Jamestown to MTI for all their hands on learning. Keith asked the committee for the best data from DOL and the One Stops as to what is exactly needed for manufacturing training in the local area.

ITA Funding Amounts – DW and By Demand – Michele Michele asked the committee what they think about setting the ITA funding by the priority of the occupation from the Demand Occupation List or if we should possibly make the DW ITA a higher amount from the current $2,000 that it is set at now. She reviewed a handout showing how another area has it set up by priority. Rada explained that the ITA’s have a $2,000 max regardless of how much the training program is total and Bret expressed that he wasn’t sure it would be worth the time to set up a new priority list by funding level. He explained that each customer must come in with 5 solid job leads to be able to even apply for the ITA. Rada said that in Allegany County they call and talk directly to the employers themselves. The consensus was that the committee did want to want change anything with the ITA amounts at all.

Request to Add Employability Skills Workshop – Theresa Theresa reviewed the handout she had provided committee outlining the specific lessons to be taught in the Employability Skills Workshop that BOCES requested be added to the Eligible Training Provider Course List. It’s a 10 week course with a cost of $750 and includes Word and Excel. Bret stated that he believed it did not duplicate the free courses provided by JCC. Keith agreed and pointed out the fact there is no guarantee how long the Perkins grant funding those free courses will continue. Theresa also explained that the class is more geared toward individuals who have not been in the workforce for some time or are changing jobs.

*Motion by Karen Comstock; Second by Linda Spaulding to approve the addition of the Employability Skills Workshop to the Eligible Training Provider List.

Training Provider Questionnaire & Subsequent Eligibility Policy– Michele Michele explained that NYS had a waiver that expired so now all the training providers must provide data for a subsequent eligibility review. The state has developed a standard template on the website for providers to report data. This data must be reviewed by the local area along with other information determined by the WIB. She stated that there are about 28 courses that need to Operations Oversight Committee September 24th, 2013 Page 3 of 3 Not Yet Approved be reviewed between now and December. Michele will consult with other WIBs to see what types of policies they have and draft something for the committee to review.

Other Business Keith mentioned that there were two full time positions open for a Machinist Instructors. One is at JCC and one is at BOCES here in Olean. He asked the One Stops to keep this in mind to possible help find the instructors needed. One concern is that an individual in this field can actually make more working in this field than teaching it.

Next Meetings Tuesday, October 22nd at 1:30 p.m. Friday, November 15th at 1:30 p.m. Locations to be determined.
