TERMS OF REFERENCE TO PRODUCE A DOCUMENTARY REPORT ON A STUDY ON "THE IMPACT OF VALUE ADDED TAX ON PROCESSED STAPLE FOODS AND NUTRITION IN RWANDA: A CASE STUDY OF PROCESSED MAIZE"

I. INTRODUCTION

The Rwanda Civil Society Platform (RCSP) is a not-for-profit organization that brings together Rwandan NGOs to advocate for people’s rights ant regional and international levels to promote sustainable development within the context of Rwanda. It aims to contribute to better networking of local CSOs, do advocacy for suitable policies and their instruments as well as follow up on their respect during implementation. It aims also at understanding of regional integration processes, the international cooperation and to build the capacity of local CSOs for an effective participation towards national development with special focus on regional integration.

The core activity of CSOs interventions is practically focusing on research and advocacy in order to positively influence the implementation of national policies, EAC’s protocols and improve international cooperation. From an upstream perspective, they will also seek to influence the process of formulating policies and programs so that they take into account the needs of the citizens.

II. JUSTIFICATION OF THE ASSIGNMENT

In 2014, Rwanda Civil Society Platform (RCSP) conducted a study on "the impact of value added tax on processed staple foods and nutrition in Rwanda: a case study of processed maize". The study aims at analyzing the impact of Value Added Tax (VAT) on prices of processed staple foods in Rwanda and its resultant effects on people’s welfare. Particular emphasis was put on processed maize flour on assumption that current maize production in Rwanda will be cheaper and absorbed by the poor due to the policy of crop intensification. This study intended to inform civil society and policy makers on the impact of policy changes on the people’s nutrition improvement, wellbeing and health.

As an umbrella of Civil Society Organizations operating in Rwanda and within its mandate of analyzing the major challenges faced by the Rwandan population and adopt common positions and strategies to address the challenges AND Provide strong representation and advocacy for its members; the Rwanda Civil Society Platform (RCSP) is proposing to document the study conducted on conduct a study on "the impact of value added tax on processed staple foods and nutrition in Rwanda: a case study of processed maize"

III. OBJECTIVES OF THE ASSIGNMENT

The overall purpose of this assignment is to produce a documentary film for the study on "the impact of value added tax on processed staple foods and nutrition in Rwanda: a case study of processed maize". The documentary film will be used as a tool for advocacy regarding issues raised by this specific study.

The assignment will specifically : - Present the findings in a summarized documentary film

- Document best practices and issues raised from the findings

IV. SCOPE OF WORK

The following is the scope of work:

 Deploy a team to collecte information in Ngororero, Rutsiro, Nyaruguru, Gakenke, Rusizi, Nyamasheke, Rubavu, Nyabihu, Nyamagabe, Huye, Nyanza and Karongi where the above mentioned study was conducted;  Produce a documentary films of 20 minutes on the study major findings and recommendations;  Conduct a number of interviews at national level (for a limited numbers of officials involved in the topic of study);  Collect and submit all material related to data collected on field both at local and central levels  Liaise with RCSP management and staff for inputs both at the documentary;  produce a final documentary on the study's major findings and recommendations.

V. RESULTS AND EXPECTED OUTCOMES

The consultant will be expected to deliver the following outputs as deliverables of the assignment:  A 20 minutes documentary film  Provide raw material (footage of all activities) on tapes as captured on field.

VI. APPROACH AND METHODOLOGY

The consultancy is required to outline the indicative approach and methodology that shall be followed by providing a clearly elaborate outline of the approach to cover and report about the activity.

The assignment is expected to take 20 calendar days, including filed works.

VII. REPORTING AND FEEDBACK

The consultant will directly report to the Executive Secretary of the Rwanda Civil Society Platform. He/ She will also be required to develop and submit to RCSP Management draft documentary film for comments and final approval.

VIII. EXPERTISE REQUIRED

The consultant should possess a Master’s degree in disciplines related to Communication, Journalism or any other related field. He/she should have strong research and analytical skills, with an experience of at least 5 years doing similar work, preferably for Civil Society Organizations.

IX. OTHER CONDITIONS

This Terms of Reference (TOR) will form an integral part of a temporary service contract to be signed between the RCSP on one part and the consultancy on the other part. The contract, among other things, will specify measures in case of failure to submit acceptable deliverables in time.

X. SUBMISSION

Submit separate and sealed envelopes for technical and financial proposals each, with one original and one copy. These should be addressed to the Secretary General, RCSP P.O Box 6333 Kigali, situated at KG44St, Kibagabaga Road. Interested candidates are requested to submit their proposals not later than Friday April 17, 2015. Opening of envelops will be done in public on the same day at 10am.
