Second House District

FIRST HOUSE DISTRICT

First. All of Lee and Scott Counties; all of the City of Norton; and part of Wise County comprised of the Appalachia (101), Big Stone Gap (301), Clinch Valley (401), Dorchester (102), East Stone Gap (302), Guest River (103), and Wise (202) Precincts and part of the East Pound (203) Precinct.

Precincts shall be interpreted to refer to those in existence on April 1, 2011, and as reported by the United States Bureau of the Census in the 2010 Census reports provided pursuant to United States Public Law 94-171, notwithstanding subsequent changes made by localities.

The following descriptions are provided for information purposes only pursuant to § 30-264 of the Code of Virginia. The provisions of § 24.2-304.03 of the Code of Virginia, including the statistical report referenced in and on file with the Clerk of the House of Delegates, shall be controlling in any legal determination of the district boundary.

Part of Wise County contained within a line described as follows:

1. Beginning at a point where Black Mountain intersects the Virginia—Kentucky State Line

2. Southeast along the center line of Black Mountain Ridge to Indian Mountain Ridge

3. Northeast and then east along Indian Mountain Ridge to an unnamed ridge running north of Big Branch and being the southern boundary of the West Pound Precinct and census blocks 511959308001021, 511959308001032, and 511959308001030

4. East along said ridge to a road, unnamed on census maps but identified as Libra Road on other maps and being the eastern boundary of census block 511959308001074

5. South on said road 450 feet to another unnamed road, the northern and western boundary of census block 511959308001075

6. North, then west, and then south 575 feet on said unnamed road to a point

7. East 970 feet on a line, crossing Orby Cantrell Highway (United States Highway 23), to an unnamed ridge line

8. East on said ridge line, following the northern boundary of census blocks 511959307002047, 511959307002035, and 511959307002014, to the second intersection of Hubbard Mountain Road with the ridge line

9. North and then northeast on Hubbard Mountain Road to a ridge line, not identified on census maps but identified as Bold Camp Mountain on topological maps and being the southern boundary of census block 511959307002033

10. East and then north on said ridge line to another ridge line running parallel to and northeast of Mullins Fork

1 11. Northwest on said ridge line, following the northeast boundary of census block 511959307002007, to Bold Camp Road (State Route 633) 60 feet east of the intersection of Bold Camp Road with Right Fork Road and Highland Avenue (State Routes 632/840)

12. West on Bold Camp Road to Highland Avenue (State Route 632)

13. North on Highland Avenue to Meade Fork Road (State Route 632 continued)

14. East and then northeast on Meade Fork Road to McFall Fork Road (State Route 638)

15. Northeast and then southeast on McFall Fork Road and an extension of McFall Fork Road to an unnamed road surrounding Red Onion Prison (census block 511959307003000)

16. South and east on the unnamed road surrounding Red Onion Prison to State Route 361, further identified as Red Onion Prison Access Road on other maps

17. East and then northeast on State Route 361/Red Onion Prison Access Road to the Wise County-Dickenson County boundary

18. Southeast on the Wise County-Dickenson County boundary to Cranes Nest Road (State Route 72)

19. South on Cranes Nest Road (State Route 72) to Steel Fork

20. South on Steel Fork to its headwaters

21. southwest on a line, the eastern boundary of census blocks 511959315001069, 511959315002018, 511959315002021, and 511959315002038, to Norfolk Southern Railway

22. West on Norfolk Southern Railway to an unnamed tributary of the Guest River .08 miles before the Norfolk Southern Railway intersects a road, unnamed on census maps but identified as Parrish Road on other maps

23. south on said tributary to Guest River

24. South on Guest River to Mill Creek

25. South on Mill Creek and following the southern tributary of Mill Creek to Pine Camp Road (State Route 699)

26. West on Pine Camp Road to Bark Camp Road (State Route 822)

27. South on Bark Camp Road (State Route 822) to the Wise County-Scott County boundary

28. West and then southwest on the Wise County-Scott County boundary to the Wise County-Lee County boundary

29. Northwest on the Wise County-Lee County boundary to the Virginia-Kentucky State Line

30. Northeast on the Virginia—Kentucky State Line to an intersection with Black Mountain, the point of the beginning.
