SECTION 1

OFFICIALS CODE OF ETHICS NATIONAL FEDERATION OFFICIALS ASSOCIATION

OFFICIALS at interscholastic athletic events are participants in the educational development of high school students. As such, they must exercise a high level of self-discipline, independence and responsibility. The purpose of this Code is to establish guidelines for ethical standards of conduct for all inter-scholastic officials. OFFICIALS shall master both the rules of the game and the mechanics necessary to enforce the rules, and shall exercise authority in an impartial, firm and controlled manner. OFFICIALS shall work with each other and their state associations in a constructive and cooperative manner. OFFICIALS shall uphold the honor and dignity of the profession and all interaction with student- athletes, coaches, athletic directors, school administrators, colleagues and the public. OFFICIALS shall prepare themselves both physically and mentally, shall dress neatly and appropriately, and shall comport themselves in a manner consistent with the high standards of the profession. OFFICIALS shall be punctual and professional in the fulfillment of all contractual obligations. OFFICIALS shall remain mindful that their conduct influences the respect that student-athletes, coaches and the public hold for their profession. OFFICIALS shall, while enforcing the rules of play, remain aware of the inherent risk of injury that competition poses to student-athletes, Where appropriate, they shall inform event management of conditions or situations that appear unreasonably hazardous. OFFICIALS shall take reasonable steps to educate themselves in the recognition of emergency conditions that might arise during the course of the competition.

SECTION 3

SAN FERNANDO UNIT POLICES

MEMBERSHIP & DUES

All members shall complete a registration form and pay Unit dues of:

New & 2nd year $95 Returning Members $85 Fee for NASO Insurance will be charged There is a $25 fee for returned checks to the Unit (Minutes 6//9/99)

Dues must be paid prior to specified date on the registration form in order to be placed on the qualified officials list sent to the Assignor and the S.C.V.O. A. Executive Council. A late fee of $20.00 will be assessed to any member who doesn’t pay dues and file a registration form by the date indicated on the registration form. (Minutes 1/14/98)

A member shall receive $10 “dues credit” towards his/her dues for the following year for each new member he/she recruits. The credit shall not exceed the designated dues.

Refund of Dues

Any member who withdraws before the first meeting is entitled to a refund of dues paid less $23.00. Any first year member withdrawing between the first Unit meeting and the second unit meeting will receive a refund of $42, after they return rule and casebooks. Any member who completes all required classes and then withdraws will not receive a refund. (Minutes 6/9/92)

Any C1, C2 Official out of high school volleyball for two (2) years or less, shall return as a veteran official. Any C3, C4, C5 out of high school volleyball for two (2) or more years shall come back as a 2nd year Official. Any official out of high school volleyball for three (3) or more years shall come back as a new Official. Minutes (6/23/98)

Membership packets shall be distributed starting at the 1st General Meeting. Officials shall receive their packet from their primary Unit.

RATINGS / PRACTICALS / OBSERVATIONS

A stipend of $50 per match and shall be paid to the Rater assigned to do the evaluation and rating. Officials shall not be charged for games/tournaments when they are being rated

Officials shall wear the official uniform when being rated. Shorts are not allowed.

Make-up practicals shall be performed on an actual match.

The Instructional Chair shall select the evaluators with a C1 rating.

SCVOA policy states that: C3, C4, and C5 officials shall be observed annually. C1*, C1, and C2 officials shall be observed every third year.

Any official who misses an observation assignment for two (2) years in a row shall be rated on two matches, and the official’s fees will be paid to the unit.

MEETINGS.

Veteran officials shall attend four (4) unit general instructional meetings to be eligible to work the girls season

New and second-year officials shall attend these meeting in addition to four (4) training classes and a practical rating session.

All officials must attend a minimum of 18 hours of clinical instructions (excluding Unit business) which includes lecture/rules, discussion/demonstrations and practical experience on the court.

Attendance is taken until 15 minutes after the start of the meeting. (Minutes 7/30/96)

If an official arrives late to a meeting, three options are available:

Arrive 30 minutes earlier with approval of instructional chair prior to the next scheduled Association meeting and pay a $10 fine, to be paid to the Unit. Pre-approval from Unit President. Appeal to instructional chair for other options

All officials interested in working the Boys season must attend the Boys Instructional Meeting. A make-up class may be offered to the official at a cost of $20 an official, to be paid to the unit. Attendance does not guarantee assignments.

OFFICES / DUTIES / ELECTION PROCEDURES

The term of office of an elected Unit officer shall begin on June 1st and end on May 31st.

Outgoing officers will end their terms at the end of the May Board meeting. Incoming officers will begin their term at the end of the May Board meeting: but will attend the last Board meeting of the outgoing officers.

Members in good standing are eligible for an office/position for which they are qualified.

In order to run for President-Elect, a member shall hold a C1, C2 or C3 rating

The vote of each Board Officer shall be recorded in the meeting minutes.

Minutes of the meetings shall be available for viewing at all Association Meetings or by request to Unit Secretary.

DUTIES

The President Elect will run the election and shall prepare the ballot.

The President Elect: should have two (2) members to help with the counting of the ballots. No current candidate or current withdrawn candidate shall help with the counting of the ballots.

TIME

The nomination for Officers should be taken by the 3rd General meeting.

The election should take place by the 4th General meeting.

Results should be announced in the business meeting following the election.

In the event of a tie, a run-off election will take place between the tied candidates within 14 days of last meeting.

VOTING

Members in good standing and in the San Fernando Valley Unit shall be entitled to vote at any meeting of members or by ballot.

Each Voting Member shall be entitled to one vote for each Officer position to be filled and shall have one vote upon any questions before any meeting.

All issues to be voted on shall be decided by a simple majority of votes cast.

BALLOTS

Each voting member shall receive an election notification.

Each ballot so distributed shall:

a. Set forth the proposed action; b. Provide the members an opportunity to specify approval or disapproval of each proposal. No proxy ballots are allowed.

VACANCIES

Any vacancy occurring in any office of the board by death, resignation, removal or otherwise shall be filled by the Board. Vacancies and newly created Officer positions resulting from any increase in the authorized number of Officers may be filled by a majority of the Officers then in office, although not less than a quorum, or by a sole remaining Officer. If at any time, by reason of death or resignation or other cause, the Board should have no Officers in office, then any member may call a special meeting of the members in accordance with the provisions of these By-Laws. These vacancies will be filled only to the end of the particular board member’s term. Resignations Effective at a Future date:

When one or more Officers resign from the Board effective at a future date, a majority of the Officers then in office, including those who have so resigned, shall have power to fill such vacancy or vacancies, the vote thereon to take effect when such resignation or resignations shall become effective.

A QUORUM IS A SIMPLE MAJORITY OF THE MEMBERSHIP

PROFESSIONALISM.

All unit members must adhere to the National Association of High School Officials Code of Ethics

Unit members will be subject to disciplinary action due to unprofessional conduct or actions

All unit members must be in the proper uniform for assignments or they cannot work.

GENERAL.

All correspondence/communications by Unit Officers or Committee Members must be approved by the Unit President ,as the President is ultimately responsible to the SCVOA for everything that occurs in the Unit.

The President, Treasurer and President Elect shall be three of those signatures on file at the bank.

Officials are independent contractors.

GRIEVANCES.

If an official has a formal complaint, that official should contact a Unit Officer. The Board shall make a ruling, taking into account the recommendations.

The Official has the right of appeal to the SCVOA Executive Board. Decisions of the SCVOA shall be final and binding.

NON-DISCRIMINATORY POLICY.

This Unit will not discriminate against anyone based on race, religion, sexual preference or gender.

SECTION 4 SFVVOA UNIT POLICIES

1. Mileage, equivalent with the IRS Business mileage rate, can be paid to the Unit officers who are required to attend Executive Council meetings or unit board meetings in excess of four meetings.

2. Shorts (coaching/tennis style only) are acceptable in tournaments and matches during the month of September or as the weather permits. Both partners must be dressed alike.

3. Playoffs: Officials shall be assigned according to their rating.

4. C1 officials are expected to help with instruction..

5. New officials cannot receive higher than a C2 rating. Officials must have one year of experience to be eligible for a C1 classification.

6. In order for an official to obtain a C1*, the rating must be done on a high school boy’s match. Officials may obtain a C1 rating on a high school girls match.

7. C3/C4/C5 officials shall be evaluated annually as part of the certification process. (2005)

8. Flipping Coins will be awarded to 2nd year members only. 3rd-year and older officials may purchase additional coins, at an amount to be determined by the Board, with all fees going to the Unit.

9. An official must be properly and professionally dressed. Penalty is loss of games.

10. If an official’s account is not in good standing, he/she cannot receive playoff games for the current season, and no assignments will be given until the account is settled.

11. C5 officials are to be assigned as R2 only. This is a probationary rating for officials who are unable to meet the qualifications of the C4 classification.

12. SCVOA mandatory uniform: Approved SCVOA uniform shirt, navy Blue slacks, clean white athletic shoes, white crew socks and black or navy belt.

13. An Associate member is defined as a person paying dues without completing the certification Process.

SECTION 5

UNIT MANAGEMENT POLICIES

FINANCES / BUDGET / ACCOUNTING.

Financial statements are:

SFVVOA fiscal year is June 1st through May 31st

Stipends

The President shall receive $200 The President Elect shall receive $150 The Secretary shall receive $400 The Treasurer shall receive $300 The Instructional Chair shall receive $18 for each member. The two members at large shall receive $100 each.

ASSIGNOR / ASSIGNMENTS / ASSIGNING.

The term of the assignor is 3 years Current term is June 2011 through May 2014.

“No Shows” – a penalty of $20 is assessed if an official is a “No Show.” The official that worked alone shall receive $20, unless he/she received reimbursement from the school.

“Lateness” is defined by game time. A penalty of $20 is assessed if an official is “late.” Partners should notify the assignor of a partner’s lateness.

All fines/penalties shall be paid by check to the Unit Treasurer within 10 days..

An official may not work a high school athletic contest assigned by the SFVVOA Unit Assignors if not in the proper uniform. Penalty: The official cannot work the match and may lose future assignments until the Uniform requirement is met.

ASSIGNING POLICIES

In order to facilitate the smooth coordination of officiating assignments, the following policies/procedures have been adopted:

1. Officials must be qualified members in good standing in their Unit in order to officiate matches.

2. If an official’s account is not in good standing, he/she cannot receive: (1) playoff matches for the current season, and (2) further assignments until the account is cleared.

3. All assignments must go through an Assignor. If a school calls a member to work a match, the member is required to inform the school of availability and that school must call the Assignor – members cannot accept match(es) directly from schools.

4. Penalty Item 3: $20 fine or possible loss of matches. (To be paid to the Unit treasurer)

5. Assignments are not to be traded/given away to another official. If a member cannot work, then the assignment shall be given back to the Assignor.

6. Penalty Item 5: Assigning fee (payable to Assignor), $20 fine or possible loss of matches. (payable to the Unit treasurer)

7. If an official cannot arrive on time to conduct a proper “pre-game,” then he/she shall not accept the assignment. Arrival time is 30 minutes prior to the start of the match except by permission of the assignor.

8. If an official needs to work “down,” that is, the official is assigned as R1 but needs to work as R2, he/she must pay the difference to the other official.

9. The assignment fees are:

$3 any assigned match $5 Tournament assignment $4 Playoff match $2 Line Judge

10. Prompt acceptance of the assignments is essential. If the assigned games are not accepted or declined within the time specified, all assignments may be

reassigned by the Assignor. All assignments shall be paid for regardless of whether they are accepted or not unless assignment is Assignor’s mistake.

11. There is a $25 fee for returned checks to the Assignor.

12. There will be no refunds for assignments canceled by officials.

13. The Assignor shall reimburse officials for assignment fees, if: (1) the school cancels and the official is unable to work the re-scheduled match, and (2) the Assignor is able to collect the assignment fee from the school. The Assignor is required to attempt to collect from the school. There will be no reimbursement if the official receives a partial/full payment.

14. Officials do not pay the assignment fee or receive payment for matches/tournaments that are termed “rating assignments.”

15. Officials shall update the Arbiter frequently.

SECTION 6

DUTIES OF UNIT OFFICERS

ELIGIBILITY.

In order to be a Unit Officer in the San Fernando Valley Volleyball Officials Association Unit (SFVVOA) a member must be in good standing of Southern California Volleyball Officials (SCVOA) and a certified member of the SFVVOA Unit.

In order to be a Unit Officer in the SFVVOA ; a Unit Officer will be committed to work more high school volleyball matches for the SFVVOA unit than any other unit (regardless of the amount of matches), with no minimum or maximum requirement.

In order to be a Unit Officer in the SFVVOA said Unit Officer will commit to attending all Board meetings and complee required responsibilities. Attendance may be waived if approved by the president.

In order to be a Unit Officer in the SFVVOA , a member must have completed three years of officiating high school in the SFVVOA unit.

In order to be a Unit Officer in the SFVVOA , a member will be a participating representative for unit membership and help with instruction and recruitment.

A Unit Officer who misses two (2) board meetings within his/her term of service per year will be replaced. Board vacancies will be filled in one of the following ways:

Coordinate all Unit activities Assist the Instruction Chair with the preparation of the instructional program. Plan and distribute publicity Plan a recruitment program. Prepare a recruitment letter. Handles and distributes all Unit Correspondence Attend all Board and Association meetings Delegate duties or tasks to unit officers in the absence of said absent officer

PRESIDENT-ELECT

Shall become the President the following term. Shall perform all the duties of President in his/her absence Assist the Instructional chair with the instruction program Chair the membership awards program Assist the President with publicity and recruitment. Prepare a ballot and conduct elections. Attend all Board and Association meetings

SECRETARY

Maintain an accurate, up-to-date list of all members. Maintain attendance/insurance/award lists Maintain an accurate account of all Unit activities/policies. Take minutes of all meetings and e-mail said minutes to Unit’s officers. Make available minutes of meetings at all Association meetings for viewing; or upon request by Member. Prepare and distribute membership packets. Send out letters to recruits/schools. Send out a copy of all lists to the President and SCVOA Secretary. Prepare rosters for Instructional Chair Send notices of Board meetings and regular meetings to members. Mail and/or e-mail Unit newsletter. Attend all Board and Association meetings.

TREASURER

Collect and record dues from each member

Plan and coordinate the instruction program within the Unit Report on progress of the program to the SCVOA Attend the instructor’s meeting of the SCVOA and State Rules Meeting Maintain a C1* rating Establish the evaluation program Work with the Unit Assignor. Prepare a list of official’s ratings for the SFV Board and Assignor Prepare a list of officials and send to SCVOA Choose and train instructors. Submit rules clarifications and points of emphasis for newsletters. Interpret rules and mechanics within the Unit Copy materials for instructional program. Prepare Boys’ meeting lesson plan and agenda. Review study guide and classifications exam Secure necessary equipment for the instructional program. Work with the SCVOA as requested on playoff officials. Establish meeting dates of the instructional program. Provide information for advancement of officials to USA/college Attend all Board and Association meetings.

CERTIFICATION REQUIREMENTS

CRITERIA FOR CERTIFICATION

Attend required meetings (refer to Sec. 3 C Meetings)

Passing grade of 80% on the Study Guide

Passing grade of 80% on the Certification Exam

C1 and C1* officials must earn a grade of 90%. C2 officials must earn a grade of 85%. Officials not earning a passing grade will be placed on probation for the year and must earn a passing grade the following year or they will be dropped one rating level.

Completion of practical assignments

Pay unit dues, Assignor fees, and any assessments

Be a member in good standing

Verification of 18 hours of Instruction

Certification does not guarantee assignments

MEETINGS.

Meetings will start promptly at published time. All officials will be assigned a station/classroom.

Roll call is completed 15 minutes after the start of the meeting, officials will be marked absent and must attend a make up meeting in order to be given credit for the class.

Officials who leave early will be marked absent.

PRACTICALS.

Officials do not receive a game fee for “practical” assignments.

OBSERVATIONS

C3 / C4/ C5 OFFICIALS – Will be assigned a practical observed annually.

C2 OFFICIALS – Are observed every three years, unless they request an opportunity to upgrade to a C1 (contact the instructional chair).

C1 and C1* OFFICIALS – Are observed every three years. C1 and C1* officials shall assist with the Instructional Program.

CERTIFICATIONS.

C5 officials shall only be qualified as R2 on single matches.

COMMITTEE REPORT ON SELECTION OF THE ASSIGNOR’S POSITION

DUTIES OF THE ASSIGNOR

Must be available to the membership and athletic directors within a 24-hour period or as soon as possible.

Readily available on game days (cell phone recommended).

Replace/reassign all games that officials cancel.

Send assignments to officials in a timely manner. Submit a report at the end of the season as per SCVOA.

Not a voting member of the board but must be available for board meetings when necessary.

Handle complaints from schools/officials and channel these complaints to the proper people.

Handle changes made by schools.

Must be a High School certified volleyball official within the SFVVOA.

Must be a Member of the Unit for at least five (5) years.

Should be a C1* official.

METHOD OF SELECTION FOR THE ASSIGNOR’S POSITION

Open application.

Send out written application to membership by e-mail and /or U.S.P.S (designed by interview committee) with list of standards Assignor must meet.

Candidates for Assignor must:

Submit a written resume Go through an oral interview

ASSIGNOR ANNOUNCEMENT.

SFVVOA Revised May 2014 Page 22 In January newsletter…Members interested in being considered for selection as the volleyball unit Assignor should submit a letter of interest to the Board President, Upon receiving letter of interest, Unit will send Member an application.Member must submit a resume and an application by March 1st.

POLICY FOR CHOOSING AN ASSIGNOR

If the Assignor has violated any benchmarks, the committee has reason to look at other candidates.

If the current Assignor is still the best choice, then they should be reselected. The benchmarks must be corrected or a new Assignor shall be selected.

BENCHMARKS FOR A UNIT ASSIGNOR

PREGAME PROCEDURES.

Check in with the Tournament Director. Ask about:

Ground rules Who post scores and where? Warm up procedures/warm up time What about serving prior to match? How much time between games? Who provides game ball?

RESPONSIBILITIES THROUGHOUT TOURNAMENT

Post scores or furnish scores to Tournament Director at the end of each match (see tournament director for location of Tournament Chart.)

Fill out Tournament Form throughout the day.

Don’t lose the tournament court game ball when it is entrusted. Make sure the ball is in the hands of replacing official or tournament director.

E-mail the Tournament Form to Assignor, who will verify numbers of games and send it on to the school.

Payment via check from the school, not from Assignor or Unit.

Report at the assigned time. Check in with the instructors. Regular tournament procedures apply. Post scores at the end of matches before talking to the raters. Don’t lose the tournament ball. Make sure it is secured at the desk, or in the hands of the official replacing member.

Every official 1. Must consistently demonstrate adherence to the basic standards of professionalism (Appearance, Punctuality, and Demeanor). 2. Must consistently demonstrate understanding/enforcement of liability issues and situations.

C1* (All Criteria for C1 plus): 1. Must be rated on a high-level Boys Varsity match as both R1 and R2 and re-evaluated every 3 years. 2. May be recommended for Girls and Boys Sectional and/or Regional Finals as R1 or R2.

C1 1. Must be rated on a high-level Girls Varsity match as both R1 and R2 and re-evaluated every 3 years. 2. Officiates with extreme confidence – maintains control of intense upper level Girls and Boys varsity matches. 3. Very strong net-play game. 4. Excellent crowd/ bench/ player awareness and control. 5. Understands and signals back-row attack/ block. 6. Communicates well with partner with silent indicators. 7. Consistent on ball-handling calls. 8. Understands complicated formations (overlaps/ court positioning). 9. Demonstrates a high level of game situation experience. 10. Scores within given parameters on evaluation and critique. 11. Competent scorekeeper and libero tracker. Can resolve all scorekeeping and libero tracking issues/problems. 12. May be recommended for Girls Sectional and/or State Playoff Finals as R1 or R2.

C2 1. Must be rated on a high-level Girls Varsity match as both R1 and R2 and re-evaluated every 3 years. 2. Conducts good net-play game. 3. Handles critical situations well. 4. Thorough understanding of mechanics and proper execution. 5. Consistent with ball-handling and net-play calls. 6. Understanding of formations. 7. Good crowd/ bench/ player awareness and control.

Competent scorekeeper and libero tracker. Can resolve common scorekeeping and libero tracking issues/problems. 7. Scores within given parameters on evaluation and critique. Must be rated yearly during unit practical's. 8. May work up to mid-level varsity matches as R1. 9. Lacks experience on mid-level varsity matches.

C4 1. Basic knowledge of rules, mechanics and game protocols. 2. Lacks game experience. 3. Inconsistent on ball-handling and net-play. 4. Weak on understanding of positioning on the court. 5. Weak on understanding of back-row attack/block. 6. Competent scorekeeper and libero tracker. Can resolve basic scorekeeping and libero tracking issues/problems. 7. Scores within given parameters on evaluation and critique. Must be rated yearly during unit practical's. 8. May work low level varsity matches as R2 only.

C5/NEW 1. Lacks knowledge of the rules, mechanics and game protocols. 2. Needs to work on signals and mechanics. 3. Scores within given parameters on evaluation and critique. Must be rated yearly during unit practical's. 4. May work non-varsity matches as R2 only.
