Drafted by Cara Welk – 08/12/07 2 STATISTICS & FAQ’S – In 2001, 840,279 missing persons (adults and children) were reported to the police and entered into the FBI’s National Crime Information Center (NCIC).

– The FBI estimates that 85-90% of missing persons are juveniles

– According to National Incidence Studies of Missing, Abducted, Runaway, and Thrownaway Children (NISMART2), there are nearly 800,000 children reported missing each year (more than 2,000 per day).

– Between birth and 17 years old, 40% to 50% of ALL children will be exploited and or violated, with the majority will be exploited by someone they know and trust.

– Stranger’s account for only 8% to 10% of ALL exploited children.

– According to the State of Washington’s Office of the Attorney General, “the murder of a child who is abducted… is a rare event. There are estimated to be about 100 such incidents in the United States each year, less than one-half of one percent of the murders committed”; however, “74 percent of abducted children who are murdered are dead within three hours of the abduction.”

– According to the Highlights of the Youth Internet Safety Survey conducted by the U.S. Department of Justice “one in five children (10 to 17 years old) receive unwanted sexual solicitations online.”

Access can be obtained through a variety of different ways. Below are several employment opportunities in which a child molester or pedophile may employ himself so as to gain unrestricted access to his victim. – Day Cares – Arcades – Teachers – Camp Counselors – Baby Sitters – Scout Leaders – Big Brothers – Dentists – Ministers – Physicians – Social Workers – Police Officers – Little League Coaches, etc…

VALIDATION: The child molester and pedophile need for others to support their actions and therefore, surround themselves with people who maintain the same belief system. This validates their actions and allows them to continue. One significant source of validation comes through the NAMBLA organization. – NAMBLA, The North American Man/Boy Love Association, was formed in 1978. – NAMBLA’s goal is to end the extreme oppression of men and boys in mutually consensual relationships. – NAMBLA’s membership is open to everyone sympathetic to man/boy love and personal freedom. – NAMBLA calls for the empowerment of youth in all areas, not just the sexual. – NAMBLA supports greater economic, political and social opportunities for young people and denounce the rampant “ageism” that segregates and isolates them in fear and mistrust. – NAMBLA believes sexual feelings are a positive life force, and they support the rights of youth as well as adults to choose the partner with whom they wish to share and enjoy their bodies. – NAMBLA claims to be a political, civil rights, and educational organization.

CHARACTERISTICS AND BEHAVIORS OF THE SEX OFFENDER: – Though the majority of sex offenders are Caucasian males, there have been cases involving suspect individuals of ethnic backgrounds other than Caucasian. A molester can be ANY Race.

– Though the majority of sex offenders are adults, there have been cases involving suspect individuals as young as 11 years old. A molester can be ANY Age.

– Though the majority of sex offenders are males, there have been cases involving suspect individuals of the female gender. A Molester can be ANY Gender.

– A molester will prey on a child’s IGNORANCE and CURIOSITY about Sex.

– The molester may attempt to get to know the child QUICKLY; therefore they are no longer considered a stranger.

– The molester May or May NOT be personable, it will depend on his personality.

Drafted by Cara Welk – 08/12/07 5 SITUATIONAL CHILD MOLESTER (Opportunist): – A Situational Child Molester is an individual who ENGAGES in any type of sexual activity with individuals legally considered to be children. – The Situational Molester Does Not have a true sexual preference for children, but engages in sex with children for varied and sometimes complex reasons. – For such a child molester, sex with children may range from a “once in a life time” act to a long-term pattern of behavior. – The Situational Molester will usually have a fewer number of different child victims, meaning they tend to exploit the same victim over and over.

TYPES OF SITUATIONAL CHILD MOLESTERS: REGRESSED Usually has low self-esteem and poor coping skills. His main victim criterion seems to be availability, which is why many tend to molest their own children.

MORALLY INDISCRIMINATE He is a user and abuser of people. He lies, cheats, or steals whenever he thinks he can get away with it. He molests children for the simple reason “Why not?” His primary criteria are vulnerability and opportunity.

SEXUALLY INDISCRIMINATE He has no real sexual preference for children. Basic motivation is sexual experimentation and he appears to have sex with children out of boredom. His main criteria for such children are that they are new and different, and he involves children in previously existing sexual activity. May abuse his own child and may offer his children to other adults as part of group sex.

INADEQUATE He is a Social Misfit, Insecure and Curious. Finds Children to be non- threatening objects that he can explore his sexual fantasies. Will become sexually involved with children or an elderly person, or anyone who appears helpless at first sight.

Drafted by Cara Welk – 08/12/07 6 PREFERENTIAL CHILD MOLESTER (Pedophile / Child Lover): – A Preferential Child Molester or Pedophile is an individual who PREFERS to have sex with individuals legally considered to be children. – The Preferential Molester will NEVER say NO to a child. – The Preferential Molester will molest 5 to 500 different victims. – Although they may be smaller in number than the Situational Molester, they have the potential to molester a larger number of different victims. – They have long term and persistent patterns of behavior. – They have well developed techniques in obtaining victims. – They have a definite sexual preference for children. – They usually have age and gender preferences for their victims. – More Preferential Child molesters prefer boys than prefer girl victims. – Their sexual fantasies and erotic imagery focus on children. – They will most likely collect or be involved in child pornography.

TYPES OF PREFERENTIAL CHILD MOLESTERS (Pedophile): SEDUCTIVE Courts their victim with Attention, Affection and Gifts over a period of time by gradually lowering their sexual inhibitions. Frequently his victims arrive at the point where they are willing to trade sex for attention, affection and other benefits they receive from the offender.

INTROVERTED Lacks the interpersonal skills to seduce his victim, therefore, he typically engages in a minimal amount of verbal communication with his victims and usually molests strangers and very young children. He is like the old stereotype of the child molester in that he is more likely to hang around playgrounds and other areas where children may congregate.

SADISTIC (Mysoped): In order to be aroused or gratified, they must inflict pain and or suffering. Most likely of the Preferential Molesters to abduct and murder their victims.

Drafted by Cara Welk – 08/12/07 7 LURES: – AFFECTION The molester may be overly friendly and warm. Children who are starved for affection and attention are easily befriended and seduced by this type of attention and behavior.

– ASSISTANCE The molester may ask a child for help. They may ask for directions, physical assistance, or even help looking for a lost pet.

– AUTHORITY The molester may use a position of authority to intimidate or force the child into exploitation.

– BRIBERY The molester may attempt to bribe the child with candy, toys or money as a reward for sexual activity.

– EGO-FAME The molester may compliment and offer fame and fortune to lure the child. The molester may compliment the child on their appearance, i.e… you could be a model.

– EMERGENCY The molester may try to persuade the child into accompanying them by concocting an emergency crisis. “Your mother was just in a car accident. She sent me to get you.” (Code Word)

– FUN AND GAMES The molester may promote sexual contact through initiating harmless children’s games. The molester may suggest playing “Hide and Seek”, “Peek a Boo”, “Tag”, “Marco Polo”. These games allow for physical contact to innocently occur.

– HEROS The molester may set out to become the hero figure so as to take advantage of their position.

– JOBS Molester may offer a job as a ruse to later abuse the child.

Drafted by Cara Welk – 08/12/07 8 LURES: – NAME RECOGNITION The molester may see a child’s name on their clothing or overhear their name being used, and will use this knowledge to create a false sense of trust with the child.

– THREATS / WEAPONS The molester may threaten the child with bodily harm or even death.

– PORNOGRAPHY (Tool) The molester may expose the intended child victim to pornography in an attempt to convince them that sex between adults and children is normal.

– PLAYMATE Molesters will encourage their child victim to bring other unsuspecting children into the situation. May use Pornography as a Tool.

– DRUGS The molester may use drugs, especially alcohol, to seduce and or incapacitate the child.

– COMPUTER ON-LINE The molester will lure the child into a relationship through computer on- line services.

Drafted by Cara Welk – 08/12/07 9 WORKPLACE DETERRENTS & PREVENTATIVE MEASURES: – Use your powers of observation and maintain a suspicious outlook.

– Eye contact and presence are very important and provide a visible deterrent, which lets the suspect know you are aware of his/her actions.

– Be aware of those who are in your work area and those who enter or leave.

– Be aware of a child who was alone, but is now with an adult.

– Observe the interactions between adults and children.

– Be observant of the adult who asks a child for help in how to play an arcade or pool game.

– Be observant of the adult who is loitering (hanging around) in an area where children are present, however, has not engaged himself in any valid activity, i.e… swimming, playing arcade games, etc…

– Be observant of the use of the “LURES” previously defined.

– Be observant of adults carrying cameras and camcorders in and around the arcade and pool areas, or any other area where children may congregate.

– Be aware of the adult carrying shopping bags in an area where children may congregate; as they may have a video camera inside.

– Be observant of a child who appears hesitant or nervous, visibly upset (i.e… crying, walking backwards and or away from the person they are with, shaking their heads saying “No”, a stiff posture with hands at their sides, etc…)

– Remain calm and in control

AWAITING LAW ENFORCEMENT – Maintain visual contact as long as the parties remain in your work area.

– Write down a detailed description of the suspect and the child. Include clothing descriptions down to the type of sneaker or shoe the child / suspect may be wearing.

– If the child does not to appear to be in immediate danger, we recommend you be discreet with your radio or phone traffic. Do not let the suspect in question hear you call Security or Law Enforcement.

. If the suspicious individual overhears your conversation describing a possible child molester and suspicious activity, and they are in fact the parent or guardian, they may become offended.

– If your responsibility is to a large area and more than one person in it, it’s recommended that you DON”T follow the suspect outside your work area. Your responsibility is to ALL the children in your work area.

. An unusual incident that causes you to leave your respective work area may in fact be a ruse to lure you from said area so as to leave the remaining children unattended, and therefore, an easier target for a molester to obtain a victim.

Drafted by Cara Welk – 08/12/07 11 IF THE SUSPICIOUS PERSON ATTEMPTS TO LEAVE WITH THE CHILD: – Make eye contact with the suspicious individual.

– Engage the person in general conversation, say “Hello”, or “How are you doing?” etc… If the suspicious individual is a molester, he will know that he has been identified and will usually leave the area. If the suspicious individual is the parent and or guardian, you will avoid offending them.

– Attempt to engage the child in a conversation to ascertain whether or not the suspicious individual is someone they know or have just met.

– When questioning the suspicious individual, use statements such as “for the child’s welfare and protection”. If the individual is the true parent and or guardian, they may be less irritated if they feel you are trying to protect their child.

– If the suspicious individual states that he or she is taking the child to the child’s parent, let them know that the parents were already called and are in fact on their way to meet with them. This stalling tactic may result in the delay necessary for the appropriate Security / Law Enforcement personnel to arrive on scene.

Note: Letting the suspicious individual know that he or she has been spotted and identified, may result in them abandoning the attempt to lure the child away from your work area.

IF THE SUSPICIOUS PERSON LEAVES THE AREA WITH OR WITHOUT THE CHILD: – Determine the direction and means of travel.

– Report it and the suspect and victim description to the appropriate Security or Law Enforcement personnel immediately.

Drafted by Cara Welk – 08/12/07 12 MISSING CHILD PROCEDURES (Code Adam): CODE ADAM was created by the Wal-Mart retail stores and named in memory of 6 year-old Adam Walsh, who was abducted from a Florida shopping Mall and later murdered.

When you develop your own Missing Child Policy & Procedure, it is not a requirement to use the term “Code Adam”, however, the information provided below is crucial when developing your program.

INTERVIEW / INFORMATION: A security representative should interview the parent / guardian and obtain the following information:

– Name – Race – Sex – Age – Height – Weight – Hair: Color, Style and Length – Eyes: Color, Glasses – Any distinguishing characteristics – Any special needs such as medication, deaf, blind, etc… – Was the child alone or accompanied by any siblings, friends, etc? – Photograph if possible – Time and Location last seen – Time and Location where suppose to meet – Vehicle Description – Hotel Room #

Keep in mind that the parent or guardian of the lost / missing child will be upset and very emotional. Therefore, when interviewing and obtaining information, it is best to sit down with the parent and try to calm them and assure them that you will do everything you can to help find their child.

If at all possible, do not let the parent / guardian out of your sight. If they are adamant that they are going to look for their child, keep a security representative with them until the child is located. If the parent wanders off without security, they may find their child and leave without notifying security that their child was found.

Drafted by Cara Welk – 08/12/07 13 BROADCAST: A security representative should broadcast over the radio to all officers, that a CODE ADAM (Missing Child) is in effect, and should give all pertinent information obtained in the previous interview.

If you belong to a company with multiple buildings or properties within a close proximity to each other, you should notify all other corporation security departments, who in turn will be asked to initiate a CODE ADAM (Missing Child) based on the information given to them by you.

You should plan to include other departmental personnel to assist in the search for the missing child: – Surveillance – PBX – Other department personnel deemed necessary

SEARCH / CHECK LIST: You should assign an individual to check specific areas, and continue these checks until the child is located. A location checklist, specific to the respective property should be developed, then utilized and updated as the checks are completed.

SUCCESSFUL (Attempt to Locate): When the child is located, the finding property should advise the initiating property, so as arrangements for reuniting guardian with child can be made.

A key point to remember is that regardless of which property finds the child, when at all possible; always bring the parent/guardian to the child.

Also if your property is equipped with surveillance equipment, you should notify them when the child is located and have them maintain a visual of you and the child until the child is reunited with the parent/guardian.

Once both parties are reunited, the guardian should be requested to provide a copy of their identification as well as sign the Attempt to Locate (A.T.L.) sheet acknowledging the transference of custody of their child back to them.

Drafted by Cara Welk – 08/12/07 14 UNSUCCESSFUL ATTEMPT: It is important that your company have in place a policy and a plan for if you encounter a situation where you are unable to locate the child. Security management should be involved in the determination of when to contact Law Enforcement.

Items you should consider before notifying Law Enforcement;

– Parental request – Size of the property and time necessary to search – Amount of time the child has been missing – Age and sex of the child – Mental capacity of the child involved – Etc…

ABDUCTION / CRIME: It is important that your company have in place a policy and a plan for if you encounter a situation where you receive information that a child has been abducted or that a crime has been committed against a child. Law enforcement will need to be notified immediately, however, having a plan in place and a designated incident commander, such as a security management representative, will ensure the situation is handled properly and expeditiously.

UNATTENDED CHILD PROCEDURES (Attempt To Locate): It is important that your company has in place a policy and a plan for when you encounter a child under the states mandated age legally considered to be an adult; – Is unattended, and or appears to be in need of assistance. – Has requested assistance in locating their parent or guardian. – Has committed a crime and or been involved in misconduct. – Has been injured.

Should you become aware of any of these situations occurring within the confines of your company, you inherit the responsibility to act. As with a child who is reported missing and is later found, when the minor child is in your custody, they should remain there until such time, custody is relinquished to a parent, adult guardian or law enforcement entity.

Drafted by Cara Welk – 08/12/07 15 UNATTENDED CHILD PROCEDURES (Attempt To Locate): As is done when a child is reported missing (Code Adam), all efforts should be made to contact the parental figures of the child. When you make these attempts to locate and when you relinquish custody to a responsible adult guardian, it is important to maintain records of the custody transference.

If after a reasonable amount of time the property(s) have been checked and the parent / guardian have not been located, management should determine whether Law Enforcement will be contacted.

The decision to notify Law Enforcement will be subjective and will be determined by your company policy.

Drafted by Cara Welk – 08/12/07 18 AMBER PLAN: America’s Missing Broadcast Emergency Response - the AMBER Plan was created in 1996 as a powerful legacy to 9 year-old Amber Hagerman, a bright girl who was kidnapped and brutally murdered while riding her bicycle in Arlington, Texas.

The Amber Plan is a voluntary partnership between law enforcement agencies and broadcasters to activate an urgent bulletin in the most serious child-abduction cases.

Broadcasters use the Emergency Alert System (EAS), formerly called the Emergency Broadcast System, to air a description of the abducted child and suspected abductor. This is the same concept used during severe weather emergencies. The goal of the AMBER Alert is to instantly galvanize the entire community to assist in the search for and safe return of the child.

How the AMBER Plan works is that once law enforcement has been notified about an abducted child, they must first determine if the case meets the AMBR Plan’s criteria for triggering an alert.

The National Center for Missing & Exploited Children suggests three (3) criteria that should be met before an Alert is activated.

– Law enforcement confirms a child has been abducted. – Law enforcement believes the circumstances surrounding the abduction indicate that the child is in danger of serious bodily harm or death. – There is enough descriptive information about the child, abductor, and /or suspect’s vehicle to believe an immediate broadcast alert will help.

If these criteria are met, alert information must be put together for public distribution. The information is then faxed to radio stations designated as primary stations under the Emergency Alert System (EAS).

Radios stations interrupt programming to announce the Alert, and television stations and cable systems run a “crawl” on the screen along with a picture of the child.

Some states are also incorporating electronic highway billboards in their Plans. The billboards, typically used to disseminate traffic information to drivers, now alert the public of abducted children, displaying pertinent information about the child, abductor or suspected vehicle that drivers might look for on highways.

Drafted by Cara Welk – 08/12/07 19 DESIGNING YOUR OWN CHILD SAFETY PROGRAM: Below are a few ideas to consider when you design your own child safety program. – Meet with local law enforcement and child safety agencies and develop relationship. – Access vulnerabilities of your property as it applies to children. – Know the local laws and statues of your community and how they apply to children i.e. Curfews, Arcades etc… – Post visible signage throughout property advising public of laws and curfews etc… – Educate staff to the characteristics and behaviors of a child molester and pedophile. – Educate staff on identifying improper behavior. – Incorporate the Amber Alert. – Develop procedure for when you receive a report of a Missing Child. – Develop a procedure for when you receive a report of an Unattended Child.
