UNICEF Palestine is looking for interested persons to apply to the undermentioned consultancy. Title: Information Management System development for child protection in East Jerusalem

Duty Station: Jerusalem, Palestine Type of Contract: Individual Consultant Duration: Six months Closing Date: 20 August 2015

Key responsibilities:

1. Development of Information management system for Child Protection in East Jerusalem: Conduct needs analysis for the development of new system. Design information management system based on the conducted needs analysis and using up to date techniques and software methodologies. 2. Migrate historical data into newly developed system: Import 2015 existing data. 3. Web development: Build a new website for East Jerusalem for automatic upload of data from the information management system developed. 4. Capacity building: Develop detailed training materials and presentations; conduct training sessions for system administrators and data entry users. 5. Security: Build a security scheme for users to login and have different access rights relating to the database. Ensure the integrity and security of highly sensitive data. 6. Documentation: Create necessary technical and architectural documentation.

Qualifications of successful candidate: Education: University degree in computer science, information systems, or a relevant field is desirable.

Work Experience: At least 10 years of extensive experience and demonstrated ability in designing and establishing management information systems

Experience in humanitarian crisis response/development programme preferred. Language Proficiency: Fluency in English

Specific Technical Knowledge Required  Extensive knowledge of web development (PHP, SQL, HTML/CSS, Javascript) and experience in implementing content managed websites  Fundamental skills in data analysis and data modeling  Extensive knowledge of and experience with cross browser web development for IE, Firefox, Opera, Safari and Chrome  Strong layout and design skills using Photoshop or other tools  Familiarity with UNIX environment and web server setup  High analytical skills using diverse and complex quantitative and qualitative data from a wide range of sources  Preferably work-experiences with iNGOs in the context of Human Rights  Good communications and interpersonal skills  Self-motivated, proactive and organized, transparent working style  Ability to strictly observe given deadlines  Able to work effectively in a multi-cultural environment General Conditions: Procedures and Logistics  Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.  Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.  Consultant are not entitled to annual leave.  No contract may commence unless the contract is signed by both UNICEF and the consultant.  Signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorization is issued.  Consultants will not have supervisory responsibilities or authority on UNICEF budget.  Consultant will be required to sign the Health statement for consultants prior to taking up the assignment, and to provide documentary evidence of health insurance coverage, including Medical Evacuation.  The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.  If you have experience in working in a similar capacity and want to make an active and lasting contribution to build a better world for children and match the profile outlined, send a detailed curriculum vitae in English AND a duly completed United Nations Personal History form (P11) together with an application letter addressed to the Chief of Operations, UNICEF State of Palestine.
